All activity of the Provider with respect to these matters shall constitute Basic Services and shall be performed by the Provider without additional compensation. If negotiation and design adjustments fail to bring costs within the total project cost the County may reject all bids and Provider will redesign or reduce portions of the project in an effort to reduce the bid prices to within the total project cost and rebid the project. One such redesign is included within Basic Services. If this second letting for bids does not produce bids that are within the approved total project cost initially or after negotiations with the contractor the cost is not reduced to an amount within the total project cost, the Provider is not obligated to engage in further redesign. 3. That includes projects for municipalities located in Orange County. In fact, our headquarters is in Hillsborough, the heart of Orange County and we value being a neighbor and contributing to the success of the community. Our goal is to develop a long-term relationship with the County to support cost effective asset management of the 40+ County owned parking lots. Our team has extensive experience with parking lots and roadway maintenance. They have performed numerous pavement condition surveys and assessments of parking lots, driveways, and roadways for municipalities and public school systems. We have used the results of those surveys to recommend resurfacing and maintenance treatments. In addition, we have assisted with bid processes and construction inspection on those parking lots. We possess the understanding and experience in developing local government pavement infrastructure budgets for maintenance, preservation, and resurfacing to improve parking lots across the county. What sets the Summit team apart is our experience in providing contract administration, inspection, and assurance of value provided by the contractor to the County. Our team is comprised of pavement maintenance and preservation experts and understands the benefit of combining preservation treatments with resurfacing. Our ability to assess, design, specify and provide contract documents streamlines the workflow process. Summit has built its reputation as a firm that has its clients’ bests interests in mind. Our approach will be to act as an extension of Orange County staff, ensuring that all work is completed in accordance with the specifications set forth by the County. To accomplish this, Summit will provide direct coordination between the Summit Team, Orange County, and any Contractor. Our team brings the ability to optimize maintenance, preservation, and resurfacing programs. We will partner with the County to verify the “tools in the toolbox” to maintain an effective pavement infrastructure. We are able to recommend cost effective maintenance, preservation, and resurfacing treatments. We understand that a cost-effective data driven pavement plan includes the right treatment on the right pavement at the right time. We are committed to partnering with the County to develop a long-term pavement management program that achieves that goal. METHODOLOGY AND APPROACH 1. A visual evaluation of the 40+ parking lots at the County facilities. The information gathered will include physical characteristics and pavement distress types. Our approach to meeting the deliverables and project scope will begin with our Project Manager, Scott Capps, PE, and Data Management and GIS team comprised of Randall Moore and Katherine Rudzki reviewing the current inventory data and shapefiles provided by the County. This can also include any other maps, databases and or plans related to these facilities. All data will be compared to ensure there are no missing facilities. 2. The pavement condition evaluation shall be performed in accordance with ITRE Standards, Distress Identification Manual for the Pavement Performance Program. Our assessment team will utilize the developed GIS layers along with ArcGIS Collector to evaluate each parking lot and driveway. This will streamline and seamlessly connect field crews and data managers for the overall success of the data collection workflow. The web map created in ArcGIS On-line will allow editing and data collection in the field using ArcGIS Collector. This innovative approach improves accuracy, consistency, and timeliness, a benefit passed directly to the County. For this project we will utilize the Institute of Transportation Research and Education (ITRE) Pavement Condition Survey which was developed in part by our QA/QC project manager James Martin. Therefore, we are very familiar with this and have used it to perform multiple municipal Pavement Condition Surveys. Pavement distresses identified in the Distress Identification Manual will be evaluated based on distress type, severity, and extent. The primary pavement distresses affecting the Pavement Condition Rating (PCR) include: • Fatigue Cracking (Alligator/Edge) • Transverse Cracking (Block/Reflective) • Deformations (Rutting/Depressions/Shoving) • Patching/Potholes/Utility Cuts • Surface Defects (Raveling/Bleeding/Oxidation) Our methodology and approach is based on our extensive experience and understanding of the direct relationship between defects, pavement condition rating, and treatment recommendations. In conjunction with the field assessment and visual inspection, our assessment team will document and/or verify the existing attributes of the parking lots, including pavement surface type, dimensions, presence of curb and gutter, presence of utilities, and any additional attributes requested by DocuSign Envelope ID: C184AD78-4B0F-4094-BB2A-3E82CEE7D0AC 6 PROJECT UNDERSTANDING the County. These attributes do not affect the PCR calculation but serve to provide meaningful information in contract development. 3. Identify maintenance needs, estimate costs, and calculate pavement condition ratings for each parking lot. Following the field assessment, our data management and GIS personnel team will verify that each parking lot and driveway has been assessed. Distresses will be processed using a weighted average that accurately reflects the PCR for each lot and driveway. Based on the established treatment recommendations, we will effectively match pavement distresses to treatment recommendation and provide estimated costs for each parking lot. 4. The production of summary tables, an alphabetical listing, and a priority listing for the inventory of County lots shall be included. The Final Report will include summary tables formatted both alphabetically by parking lot and numerically based on PCR. The rating for each distress will be identified in each summary table along with the maintenance, preservation, or resurfacing treatment recommendation and estimated cost. We will provide a priority listing for each area of treatment recommendation. All County parking lots and driveways will be evaluated based on maintenance, preservation, and resurfacing needs. What sets our team apart is our ability to effectively analyze treatment recommendations and develop a pavement management program to optimize available funding to improve the condition of the entire network. 5. Development of separate technical reports with tables and figures to summarize the condition of County parking lots and maintenance needs. These reports contain all collected pavement data and recommended maintenance and preservation activities. Our team will provide the County with appropriate data and analysis through tables and figures, in a manner that can easily be conveyed. The comprehensive technical report will verify appropriate treatment recommendations for maintenance, preservation, and resurfacing activities. Based on the system analysis, reporting will include the percent of each pavement distress across all parking lots and driveways. Additional reporting elements will include percent of the network in Good, Fair and Poor condition based on established PCR scores. 6. A shapefile shall be provided to Orange County containing all collected pavement data, and recommended maintenance and preservation activities. Our team possesses robust GIS capabilities to assist the County. Summit maintains its own ArcGIS online account and utilizes ArcGIS collector for pavement condition survey and data collection projects. We will provide an interactive GIS shapefile which includes each parking lot PCR, the pavement condition survey data, and recommended maintenance and preservation activities. QUALITY ASSURANCE/QUALITY CONTROL(RATING CONSISTENCY & DATA QUALITY) Our team is an industry leader in providing clients with quality deliverables on-time and on-budget. We accomplish this through our internal Quality Management Program which includes processes for QA/QC. The overall Quality Management Program will be the responsibility of QA/QC Manager James Martin, who will monitor the schedule and pavement condition survey production. He will also oversee the post data collection processing to ensure the requirements of the RFQ are being met. QA will be accomplished through daily monitoring of schedules and budget, weekly meetings with team members, and consistent communication with the County. The QC for this project will include processes for both pavement rating consistency and back-end data quality. James will have oversight over pavement rating consistency and data migration. Rating consistency will be accomplished through field review and spot checks of parking lots to ensure raters are accurately and consistently applying the PCS assessment criteria. Our verification and reporting will be managed by Randall Moore. He is very familiar with PCS Criteria. He has assisted with several PCS and maintenance condition assessments for municipalities. He also has experience in collecting, compiling, and evaluating geospatial data using ArcGIS applications. PHASE 1 – INFORMATION GATHERING, EXISTING CONDITIONS EVALUATION, AND PROJECT VISIONING Kickoff Meeting We start where you are. A kickoff meeting will be conducted between Orange County and Summit. Understanding the history and process that led up to the project will connect us. Every project has a vision beyond its evident purpose. Being able to extract that information and harness it will generate ideas to bring that vision to fruition. 1 Month Information Gathering Before any work begins, we understand that a successful project cannot be fully achieved without a thorough and complete investigation of the existing conditions. Gathering information is a necessary first step and cannot be overlooked. For most information that cannot be found, we can perform.1 -2 Months We have the capability to generate necessary surveys or perform subsurface conditions through geotechnical investigation and reporting if needed. Existing Conditions Evaluation Visioning Meetings From here, the process continues with visioning. This is where we collect what we know and have future-focused discussion. Visioning meetings will allow all stakeholders to share their ideas for the project. This will be tailored to how far you want to take it. 2 Weeks PROJECT TIMELINE DocuSign Envelope ID: C184AD78-4B0F-4094-BB2A-3E82CEE7D0AC 11 Assessments 1 - 3 Months Whether it’s pavement, storm water, or bridges, this is where the project becomes more real, and costs become more evident. Previous decisions are developed and additional ones are made to enhance the design. Budgetary estimates can be evaluated to direct us to the final outcome. From here, field conditions are identified and a picture of your assets begins to come into focus. Performing field assessments and documenting our findings provides us with the intel we need to create a plan for repairs and repaving that best fits the County’s needs. Construction Documents (100%) 3 Months No different than previously, the line between these phases is blurred. While this phase takes us from assessment to documentation, that process begins from the beginning. As ideas become apparent and repair decisions are made, details are generated. This phase is the culmination of that process and explicating documentation to provide an instruction manual to convert your vision into reality. 1 Month PHASE 3 – CONSTRUCTION SERVICES Contractor Solicitation and Bidding Assistance While we may be able to analyze pavement defects and provide recommended treatments as engineers and contract administrators, we cannot complete the project alone. It is an extension of us and ultimately, you as the client. Working with contractors daily, we appreciate the importance they bring to the table and understand how to properly reach out to qualified individuals to execute the project successfully. Communication is key, so being able to speak their language assists in getting them to understand the design in order to provide a comprehensive construction cost. This starts at documentation and is followed up with Prebid meetings to convey project expectations. As bids come in and are opened, review of the documentation is critical. Each contractor will provide their specific iteration to the design package. We will disseminate the information and clarify all differences in a unified format. This will allow you to evaluate each bid and compare apples to apples. Extending the partnership with contractors makes a construction project run smoothly. While issues always occur, being able to recognize them before they become magnified is critical to ensuring the project runs successfully on time and within budget. We rely on construction partners to take your vision with the design and construct it. We value this partnership. PROJECT TIMELINE Cedar Ridge High School DocuSign Envelope ID: C184AD78-4B0F-4094-BB2A-3E82CEE7D0AC 12 3 Months Summit has an extensive construction administration program that we have developed over the years to respond to various projects, and we have the capacity to keep several projects running concurrently. Construction Administration Communication during construction is key, just as it is throughout the entire design process. Our construction administration team has experience providing representation and leadership for all types of projects: vertical, horizontal, residential and commercial. We work with a wide variety of clients to include: counties, municipalities, schools, developers, non-profit organizations and individuals owners. Our priority is to work closely with project team members to ensure that projects are completed on time, within budget and to the client’s satisfaction. Periodic check in meetings that occurred during design simply continue with the addition of our new partner. This allows all parties to properly understand what they expect of each other, ensuring smooth construction. For quality of life projects, providing a platform to inform the public of construction progress will reduce the direct inquiries to County staff and assist in managing stakeholders including business’ owners temporarily impacted by construction activities. In addition, it can be used to educate the public on special features or methods designed into the project related to sustainability, resource conservation, and accessibility. Lastly, it can be used to build anticipation of the future user group which results in increased use of the completed project at the ribbon cutting and beyond. Communication doesn’t only come in one form. Physical meetings are important, but conversing through RFI’s, submittals, and change orders are all vital to the overall success of construction. Documentation of the project through site observation allows all stakeholders to see a snapshot of the project and understand its progression and highlight any deficiencies. CEI Inspection 2-5 Months Summit offers comprehensive management and inspection services for highway and rail construction and highway maintenance operations. Our managers, engineers, and designers have served NCDOT in the positions of Division Construction Engineer, Roadway Project Design Engineer, Hydraulic Project Design Engineer, Area Roadway Engineer, Resident Engineer and District Engineer. This collective and comprehensive experience in project delivery yields the fundamental principle of our project philosophy - “Designing for Constructibility and Serviceability: ‘Summit has a team of managers and engineers throughout the state whose primary responsibility is to manage our CEI program. Hillsborough, NC 27278 Re: Orange County Pavement Management Program – Scope and Fee Dear Ms. Barnes: Summit Design and Engineering Services, PLLC (Summit) is pleased to submit this Scope of Services to provide Orange County with a Comprehensive Pavement Management Program. Summit and Orange County have enjoyed a long-standing working relationship. To further our relationship and partner with Orange County, Summit’s Transportation Maintenance Management team can provide Orange County a comprehensive pavement management program. PROJECT INFORMATION The goal of this comprehensive pavement management program will be to prioritize pavement maintenance repairs, preventive maintenance applications, and rehabilitation activities. It is recommended to conduct an initial Pavement Condition Survey (PCS) to establish priorities and develop a five-year plan. It is also recommended that subsequent pavement condition surveys be conducted every four years to re-establish the data to further develop five-year plans to maintain the pavement infrastructure at each Orange County location. The initial comprehensive pavement management program will consist of three phases. Phase 1: Comprehensive Plan Development - Scope Provide GIS map layer of every Orange County location identifying parking and driveway locations. Develop ArcGIS Online (AGOL) FieldMap application to analyze each location for conducting Pavement Condition Survey (PCS). Conduct a PCS of each location identifying pavement defect, severity, and extent. Primary pavement defects that will be evaluated include. o Fatigue Cracking (Alligator) o Transverse Cracking o Block Cracking DocuSign Envelope ID: C184AD78-4B0F-4094-BB2A-3E82CEE7D0AC 2 o Depressions/Bird Baths o Oxidation o Patching/Utility Cuts o Potholes Provide an aggregated score, Pavement Condition Rating (PCR), for each Orange County location based on severity and extent of defects identified in the PCS. Provide potential treatment recommendations based on identified defects. Provide cost estimates for potential treatment recommendations. Provide interactive GIS map layer of each location which identifies the PCR, defects and severity, treatment recommendations, and estimated repair cost. Provide detailed report prioritizing Orange County locations. Additional Site Collection Activities In addition to the data required to establish the Pavement Condition Rating the following items will be evaluated at each Orange County location. Curb and Gutter – evaluate curb and gutter for any damaged sections. Drainage Assets – evaluate Drop Inlets, Catch Basins, Funnel Drains, and Flumes for any damage, erosion, or improper drainage. ADA Compliance Issues Phase 1: Comprehensive Plan Development - Tasks Task 1 – Develop ArcGIS layer for each Orange County location delineating specific pavement areas. Task 2 – Develop ArcGIS Online Collector application. Establish PCS criteria and QA controls. Task 3 – Conduct site inspection and PCS at each Orange County location. Task 4 – Provide PCS report establishing priority, treatment recommendations, and estimated costs. Task 5 – Develop interactive ArcGIS Online layer displaying each Orange County location with Good, Fair, Poor, Very Poor rating, and PCS details. Phase 2: Contract Development - Scope Utilizing the PCS data to complete an annual needs plan, Summit will provide Contract Development services. Review PCS with Orange County and prioritize locations for resurfacing, pavement preservation, or pavement maintenance. Review and verify proposed treatment recommendations established in the PCS. As required, conduct coring operations in parking areas and driveways to verify pavement structure. Develop contract quantities for established treatment recommendation. DocuSign Envelope ID: C184AD78-4B0F-4094-BB2A-3E82CEE7D0AC 3 Develop contracts for letting including standard provisions, special provisions, typical sections, and vicinity map.
