SUBJECT: Ratification of Manager Signed Intergovernmental Agreements

PURPOSE: To acknowledge and ratify various intergovernmental agreements signed by the
Manager as previously authorized by the Board of Commissioners.
BACKGROUND: The Board of Commissioners, through Section XV of the County's adopted
Budget Ordinance, authorizes the County Manager to execute intergovernmental agreements.
Those agreements are then reported to the BOCC by the County Attorney. The following
agreements were executed by the Manager in 2022:
1) Amended interlocal agreement between and among Orange County and the towns of
Carrboro and Chapel Hill regarding the reimbursement of costs for installation of private
sewer service lateral connections for low to moderate income homeowners of heritage
lots with existing dwellings in the Rogers Road sewer project. Expires June 30, 2025.
Cost to the County up to $220,000 with reimbursements from Chapel Hill up to $94,600
and Carrboro up to $30,800.
2) Memorandum of Understanding between Orange County and the Town of Chapel Hill for
the funding for joint economic development programs Article 46 collaborative outreach
program for Fiscal Year 2021-2022. Expires June 30, 2023. Cost to the County up to
$38,022.
3) Interlocal Agreement for services for the Town of Chapel Hill for the operation of the
Visitors Center in Chapel Hill. Expires June 30, 2023. Revenue to County at least
$200,000.
4) Memorandum of Understanding between Orange County and the Town of Carrboro for
funding for joint economic development programs Article 46 collaborative outreach
program. Expires June 30, 2023. Cost to the County up to for Fiscal Year 2020-2021 up
to the amount of $13,775.41 and for Fiscal Year 2021-2022 up to the amount of $13,800.

5) Memorandum of Understanding between Orange County and the City of Mebane for
funding for joint economic development programs Article 46 collaborative outreach
program. Expires June 30, 2023. Cost to the County up to $1,200.
6) Interlocal Agreement to locate an Emergency Services substation at the Town of
Carrboro's Fire Rescue Station, CFRD Station #1 at 301 W. Main St., Carrboro, NC
27510 and CFRD Station #2 at 1411 Homestead Rd., Chapel Hill, NC 27516, to better
serve the residents in southern Orange County. Expires June 30, 2023. Cost to the
County up to $15,000.
7) Interlocal Agreement between Orange County and the Town of Hillsborough for the
County to provide animal control services in the town. Expires June 30, 2023. Revenue
to the County up to $75,711 .
8) Interlocal agreement between Orange County and the Town of Chapel Hill to be
expended by the Town for the sole purpose of establishing and maintaining a small
business incubator space located at 306 W. Franklin Street, Chapel Hill, North Carolina
27516 (the nonprofit LAUNCH, Inc.). Expires December 31, 2024. Cost to the County up
to $220,500.
9) Memorandum of Understanding between Orange County and the State of North Carolina
for the performance of certain social services pursuant to NCGS §108A-74. Expires June
30, 2024. Cost to the County $0.
10) Memorandum of Understanding between Orange County and the City of Rocky Mount
for the use of two Solid Waste front end trucks slated for auction. Expired upon sale of
the trucks to the City of Rocky Mount. Cost to the County $0.
11) Interlocal Agreement between Orange County and Triangle J Council of Governments
that is a continuation of a partnership that began in 1988 with the United States
Geological Service (USGS) to do water monitoring. Expires June 30, 2027. Cost to the
County is shared with six other local government entities.
FINANCIAL IMPACT: The financial impact to the County is noted in each itemized description
above.
SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated
with this item.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends the Board acknowledge and ratify the
above-described intergovernmental agreements executed by the Manager.
