PURPOSE: To:
1) Receive the grant project funding recommendations from the Commission for the
Environment (CFE) and the Human Relations Commission (HRC) for the FY 2022-23
Orange County Community Climate Action Grant Program; and
2) Approve funding for the recommended Community Climate Action Grant projects for FY
2022-23 as outlined in the attached report.
BACKGROUND: As part of the FY 2019-20 budget, the Board of Orange County Commissioners
(BOCC) created the Orange County Climate Action Fund dedicated to accelerating climate change
mitigation actions in Orange County. This decision was motivated in part to help the County meet
the climate change mitigation goals set by the Board in recent years:
• Reduce greenhouse gas emissions community-wide by 26 percent by 2025 (from 2005
levels).
• Transition to a 100% renewable energy based economy by 2050.
For the 2022-23 funding cycle, $550,150 in funding was budgeted to support climate action projects
that will benefit Orange County residents both socially and financially. Following the direction of
the Board of Orange County Commissioners (BOCC), the process for soliciting and selecting
projects to receive funding was conducted through a formal Community Climate Action Grant
(CCAG) program.
For this grant cycle, the BOCC reserved half of the total funding for this grant program ($275,075)
to be awarded to projects submitted by either of Orange County's two public school districts. The
remaining half ($275,075) was to be made available to all other eligible general applicants in this
round.
The Community Climate Action grant program received seven (7) applications in this round from a
variety of general applicants representing non-profit and public organizations whose total requests
add up to $585,873. No private sector applications were received. One (1) project, totaling
$368,000 was submitted from the Chapel Hill Carrboro City School district.

Grant applications were completed over the summer and reviewed and scored by the Commission
for the Environment (CFE) and the Human Relations Commission (HRC). In fall 2022, each of
these Commissions voted to forward their final scoring and comments to the BOCC.
The following is a rank-order summary table of the combined project scoring and
recommendations. More details on each project are available in Attachment 1:

FINANCIAL IMPACT: The Community Climate Action Grant Tax funding of$550,150 in FY 2022-
23 intends to identify impactful projects and distribute these funds promptly to accelerate action on
the urgent issue of climate change and to help further stimulate the local economy.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to
this item:
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
Social Justice and Racial Equity is the most heavily-weighted factor in scoring projects proposed
through this grant program, ensuring that the equitable distribution of funds and the repair of
environmental inequities are a central element of each funded project. Local investments in energy
efficiency and renewable energy in Orange County provides direct reduction of monthly energy
bills and supports jobs and investments in clean energy technologies.
• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND
ENVIRONMENTAL POLICIES
The fair treatment and meaningful involvement of people of all races, cultures, incomes and
educational levels with respect to the development and enforcement of environmental laws,
regulations, policies, and decisions. Fair treatment means that no group of people should
bear a disproportionate share of the negative environmental consequences resulting from
industrial, governmental and commercial operations or policies.
Reducing energy usage from the electric grid improves air quality impacts. Improving local air
quality helps to protect the health of vulnerable populations in Orange County whose health is
disproportionately affected by ground-level ozone and other emissions.
ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal
impacts are applicable to this item:
• ENERGY EFFICIENCY AND WASTE REDUCTION
Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; 3)
increase the use of recycled and renewable resources; and 4) minimize waste stream
impacts on the environment.
Investing in local climate change mitigation actions will conserve energy, reduce resource
consumption, and increase the use of renewable resources.
• RESULTANT IMPACT ON NATURAL RESOURCES AND AIR QUALITY
Assess and where possible mitigate adverse impacts created to the natural resources of the
site and adjoining area. Minimize production of greenhouse gases.
The Climate Action Fund will continue to support high-impact projects which will improve local air
quality and minimize the local production of greenhouse gases, reducing Orange County's
contribution to the adverse impacts of climate change on human and natural resources both inside
and outside of the County.
RECOMMENDATION(S): The Manager recommends that the Board

1) Receive the grant project funding recommendations from the Human Relations
Commission and the Commission for the Environment for the FY 2022-23 Orange County
Community Climate Action Grant Program; and
2) Approve funding for the recommended Community Climate Action Grant projects for FY
2022-23.

Project Description: "To install rooftop solar panels on 14 newly constructed affordable Habitat homes
in Hillsborough and Chapel Hill. This initiative will be undertaken in partnership with East Chapel Hill
and Hillsborough Rotary Clubs, Southern Energy Management and Strata Clean Energy."
Project Benefits: "The solar installations will help address inequities in access to green technology in
Orange County,while promoting environmental and resident health by decreasing the amount of fossil
fuels burned. Limiting monthly energy costs is a critical component of housing affordability. The
addition of a 5.4 kWh rooftop solar system will save each qualified Habitat household approximately
$780 per year in energy costs."
CFE Comments:The CFE thought this application was well conceived and well done. They liked the
collaborations Habitat has and the fact that the solar panels are free. It was mentioned that Habitat is
well organized and well-funded.
It was pointed out that the money offset in energy savings is statistically spent in the community which
is an important point to highlight. It was also mentioned that local contractors would be used to install
the panels which are being donated. The CFE liked the fact that Habitat has a proven track record and
spends money quickly. It was also mentioned that 100%of the households are households of color and
90%are women led households.The CFE remarked that Habitat is affecting the lives of people with big
savings in electricity.
HRC Comments: The HRC mentioned that while this project helps some and not the whole community,
it is an excellent project and Habitat has a strong history of education, outreach and serving minorities;
100%of customers are minority.

Project Description: "To expand the provision of supplemental weatherization services to Orange
County homeowners below 80%area median income. These owners have been identified through the
work of the Orange County Home Preservation Collaborative. Projects would include weatherization
services for owners that are not eligible for the state weatherization program, repairs that are
preventing the state program from serving an otherwise eligible client, or enhanced weatherization and
electrification measures that go beyond what existing funding programs will support such as window
repairs, heat pump water heaters,fuel switching from propane and natural gas furnaces to heat pumps
and replacement of gas cook stoves with electric induction models.
Project Benefits: "This project is built on the foundational work of the Orange County Home
Preservation Coalition (OCHPC). The OCHPC is a collaborative of 12 local government and community
organizations that provide home repairs and modifications to Orange County residents primarily low-
income or marginalized households. These households actively apply for energy efficiency services that
they could not provide for themselves. Homeowners in need will see lower utility costs and safer, more
comfortable homes, while we all benefit from the reduction in emissions."
CFE Comments: This project received high scores from the CFE, however it was recommended to
partially fund the project this year knowing that they are still spending down previous years' grant
awards which were funded at the full amount requested.
HRC Comments: The HRC feels this project can make a significant impact for minority households.
They questioned how families will learn about the opportunity, but recognized the role the Orange
County Home Preservation Coalition plays in helping to reach households in need of weatherization.
The HRC commented that this project helps some but not the community as a whole and that teaching
people about weatherization and doing outreach in targeted areas will go a long way towards achieving
energy efficiency and cost savings.

#3 Ranked Project—Eno River Farmers Market- Food Waste Monitors

Project Description: "We are requesting funds to pay for 2 compost monitors for the Eno River Farmers'
Market (ERFM) Community Compost Collection site. Monitors will work during market hours throughout
the year to assure that only compostable items are collected and will provide education to ERFM
customers and vendors about composting.They will also assist the ERFM Manager with community
outreach in Northern Orange County to build awareness of the ERFM Community Compost Collection
Site beyond the Market. Monitors will also be responsible for record keeping and setting up the
compost collection table and bins and breaking it down at the end of the Market each Saturday."
Project Benefits: "The monitors will provide education to community members about composting and
encourage household compost collection.This will help Orange County to decrease the amount of waste
going to landfills, reduce methane emissions at the landfill, reduce transportation to a Waste and

Recycling Center to drop off food waste, and will lead to the creation of rich compost that will increase
the carbon capture of the soil in Orange County and the surrounding area."
CFE Comments: CFE reviewers favored this proposal as it offered a nature based climate solution which
they felt was important. They want to encourage applications outside of technological solutions that
have strong education components. The CFE expressed that this is an example of small dollars making a
big impact. It was mentioned that the Hillsborough farmer's market is heavily used.There was a desire
to make sure that the compost monitors were taking every opportunity to promote and educate visitors
about the benefits of composting.
The CFE felt that in the future the County should pick up the cost of the compost monitors as it seems to
be an on-going operating expense.
HRC Comments:The environmental benefits of the project align with social justice benefits as less waste
would be going to landfills in minority communities.There was a feeling that the applicant was
leveraging existing impact and there was a desire to see more growth and outreach with minorities,
however the HRC felt that this project was inexpensive and worth funding.

#4 Ranked Project—Town of Carrboro-203 Solar Array and Educational Display

Project Description: "The Town of Carrboro requests funding to construct a solar photovoltaic array and
educational display on the 203 Project, a new building located at 203 S. Greensboro Street in downtown
Carrboro. The 203 Project is a collaborative effort between the Town and Orange County to build a
community-based facility containing Town offices, the Orange County Southern Branch Library, WCOM
radio and other amenities. The array will help the 203 Project attain US Green Building Council
Leadership in Energy and Environmental Design (USGBC LEED) Gold equivalent performance goals for
the building and help the Town meet additional goals outlined in the Town's Community Climate Action
Plan, municipal Energy and Climate Protection Plan and Comprehensive Plan. The educational display
will highlight the sustainable features of the building and educate visitors on all the possibilities to
reduce greenhouse gas emissions and improve air and water quality through green building practices.
These features will be prominently displayed in a highly visible, central location, serving to effectively
demonstrate the Town and County's robust commitments to climate action."
Project Benefits:The solar photovoltaic array will produce 102,700 kWh/year and the educational
display will engage all visitors in the building. All residents of Carrboro and Orange County will benefit
from the project's greenhouse gas emissions reductions resulting from reductions in electricity usage as
well as reduced urban heat island effect from the solar array.The educational display and solar array will
provide visible examples of the Town and County's commitment to climate action and sustainability in a
prominent, highly visible location frequented by many for training and other pursuits in downtown
Carrboro.

CFE Comments: The CFE liked the educational opportunity this project provides to the public given the
amount of visitation the building will receive as a public library and its other uses and expects that
education be prioritized as reasonable. The project would showcase environmental technology and
promote renewable energy for a large segment of residents. The partial funding amount is another
investment towards a larger goal as was done last year when it was recommended to provide only
partial funding and encourage the Town to apply again this year.
HRC Comments:The HRC felt that some Orange County residents may not have access to transportation
to get to this facility. While not adverse to the local opportunity,they would have liked to have seen the
social justice component built out more and address how they would provide meaningful outreach to
the community.

#5 Ranked Project—Town of Chapel Hill-Fleet Electrification Pilots

Project Description: "The requested funds will be used to help purchase and pilot test, 1 electric
garbage truck and 1 electric commercial mower with charging support equipment. These vehicles will
replace older fossil fuel vehicles currently operating in the fleet. Lessons learned from operating this
newly available equipment will be proactively shared with all other local governments in Orange County
to help inform our shared interest in adding more electric vehicles to our fleets and better prepare all
parties to take advantage of upcoming federal funding opportunities.
Project Benefits: "Switching to electric vehicles would reduce greenhouse gas emissions, improve local
air quality for residents and improve the working environment for the town staff who use these vehicles
daily."
"Garbage trucks are used daily to provide their essential service in every neighborhood across Chapel
Hill.These heavy-duty vehicles drive long distances each year and burn thousands of gallons of diesel
fuel in the process. Their pattern of stopping and starting during those miles, reduces their efficiency
and increases the wear and tear on the vehicle's brakes. This driving pattern becomes an efficiency
bonus when using regenerative braking in an electric vehicle. Garbage trucks also return to the depot
each night, which can enable them to be fully recharged for the next day. These factors make them an
ideal fleet vehicle to electrify to help reduce lifetime costs and neighborhood based emissions."
"Commercial zero-turn lawnmowers are critical pieces of equipment that maintain the functionality of
1,376 acres of parkland and open space. This space is distributed across town to bring it close to town
residents." Both vehicles start early in the morning and often operate close to residential areas. The
reduction in vehicle noise associated with operating the electric versions of these vehicles would
improve the livability of all Chapel Hill neighborhoods and reduce fumes and diesel exhaust in these
neighborhoods."

"Vehicle decals and signage would promote and educate residents about the positive impacts of the
project."
CFE Comments: The CFE felt that the garbage truck had more benefits for the community and
recommends providing partial funding for the garbage truck portion of the application and no funding
for the mowers. While the CFE agreed that the mowers can also help improve air quality and reduce
noise, it was felt there were more impacts to the community at large with the garbage truck. The CFE
also liked that other funding sources were being knitted together and used to support the acquisition of
the garbage truck; they liked that climate action funds were being matched and maximized to enable
the funding of such a big purchase.
The CFE noted that garbage trucks are heavy users of fossil fuels and local governments are strapped for
paying for things like this as they are recovering from pandemic expenditures, however it was also noted
that Chapel Hill has a large budget and more flexibility to shift funds around than other entities. The
CFE expressed a desire to see an educational truck wrap used that promotes the use of clean energy
technology.This will be a very visible way to educate as the truck travels through various neighborhoods
in Orange County.
HRC Comments:The HRC pointed out that garbage trucks drive by the Rogers-Eubanks Community on
their way to the waste and recycling center which is an important point to make as this neighborhood
has historically been subjected to the environmental impacts of living near this facility. The HRC liked
the fact that the garbage truck would reduce emissions and air pollution in the community and
suggested that there is a good opportunity for outreach in regards to the environmental justice impacts
on the community.

#6 Ranked Project—The ArtsCenter—Solar Array
Applicant(Collaborators):The Arts Center

Project Description: "The ArtsCenter is the largest provider of arts education in Orange County. Since
its inception 50 years ago, it has grown from a single music class into a dynamic multi-disciplinary
educational arts center serving students of all ages. "The ArtsCenter and David A. Gange Architecture
propose partnering with NC Solar now to install a photovoltaic system on the roof of the newly
renovated ArtsCenter at 400 Roberson Street in Carrboro. This solar energy solution will not only
significantly offset the ArtsCenter's utility costs; it will also provide long-term financial savings through a
variety of solar energy rebates."
Project Benefits: "This 99.84 kW system is projected to generate 128,426 kWh annually. Installation of
a photovoltaic system will not only significantly offset the ArtsCenter's utility costs but also through net
metering,the ArtsCenter would receive credit on its monthly electric bills for the excess electricity it
adds to the grid. This project will enable the ArtsCenter to become impervious to unknowable utility
rate increases. By installing a PV system, the ArtsCenter will be making a powerful statement about
their responsibility as a community center to incorporate green building initiatives into their renovation
project. Part of this responsibility is educating their community on the importance of green building. If
the ArtsCenter receives funding for this project, they will share the story on their website and track the

reduction of greenhouse gasses. This story will serve as an inspiration to other businesses and residents
to find new ways to reduce the community's carbon footprint. This project opens up opportunities for
programming. As the ArtsCenter increases its focus on STEAM (science, technology, engineering, arts
and mathematics), a solar project such as this, offers an opportunity to educate about clean energy
through the arts."
CFE Comments: The CFE felt this was a worthwhile project that would advance clean energy in the
community and suggests this project could be scalable and turned into a bigger system in the future.
The CFE recommends greater community engagement be prioritized in future applications and
intentional effort toward social justice and racial equity.
HRC Comments: Overall,the HRC felt that the ArtsCenter does great work but this project needed to
build out the social justice aspect more.

#7 Ranked Project—Water Bottle Filling Station

Project Description: "The ArtsCenter proposes installing two water bottle filling stations with water
fountains, one in the newly renovated ArtsCenter at 400 Roberson Street in Carrboro and the other
outside its building adjacent to the Libba Cotton Bikeway. This upgrade will allow the ArtsCenter to
provide fresh, filtered water to the greater community while diverting thousands of plastic bottles from
the waste cycle."
Project Benefits: "This project is part of a much larger building project to renovate a new home for the
ArtsCenter, incorporating green design and sustainable features wherever possible.Through funding
received from Orange County, we are installing EV charging stations as well as a-bike charging stations.
This project adds to these initiatives and further decreases the carbon footprint of the new building. By
encouraging the usage of reusable water bottles,this project will reduce the impact that plastic water
bottles have on the environment. A 16.9 ounce water bottle has a total carbon footprint of 82.8 grams
of carbon dioxide. (if it traveled overseas,the number is even higher). Reusable water bottles take less
oil to produce and replace all the plastic bottles that would have been used, reducing the burden on
landfills, oceans, streams and all other places that plastic ends up."
"Pre-pandemic,the ArtsCenter typically welcomed 35,000 visitors a year. With the new location and
increased commitment to diversity, equity, inclusivity and accessibility,this number is slated to grow. If
only half of its visitors refill their water bottle rather than use a plastic water bottle, in one year over 1.5
tons of CO2 would be reduced. This project offers a unique education opportunity. The indoor
equipment comes with a "green ticker" which tells users the number of 20 oz. plastic water bottles that
have been saved from waste. Not only will this educate the ArtsCenter's community of the impact of
refilling water bottles, it will also serve as an inspiration for ArtsCenter patrons to find other ways to
reduce waste.

CFE Comments:The CFE expressed appreciation for the proposed project's focus on reducing single use
plastic waste, however the CFE gave this project a low ranking because they did not think this would
produce as much "bang for the buck". It would reduce plastic waste but not fossil fuel use in Orange
County. It was mentioned that it was a worthwhile proposal and that they could reapply next year.
HRC Comments: Overall,the HRC felt that the ArtsCenter does great work but they felt this particular
project needed to build out the social justice aspect more. They suggested making a better tie in to how
the filling stations could help kids on a scholarship, how minority families can save money, or how
homeless could get access to the filling stations.

#1 Ranked Project—Chapel Hill Carrboro City Schools- Emission Reductions Through HVAC

Project Description: "CHCCS is requesting funding of any or all of the following projects:The purchase of
a variable frequency drive (VFD) to be applied to Phillip Middle School's cooling tower and McDougle
Elementary's 16 air handler units, in addition to 5 replacement 14 SEER 2.5 ton heat pumps at Culbreth
Middle School and 12- 14 SEER wall mounted heat pumps at Seawell Elementary School."
Project Benefits: "CHCCS total energy consumption equates to 15,388 tons of omitted greenhouse
gasses each year. CHCCS is mindful of its role as one of the largest energy consumers and contributors
of greenhouse gasses in Orange County and seeks to reduce its carbon footprint. The proposed projects
would lead to several primary benefits with many ancillary benefits including: reduction in greenhouse
gas emissions (286 tons/year), annual energy savings (up to$54,201/yr), lower demand profiles,
beneficial electrification opportunities, improved indoor air quality, reduced noise and occupant
comfort."
CFE Comments:The majority of the CFE felt this was a worthwhile project, however moving forward,
the CFE intends to make recommendations for the BOCC to consider regarding distribution of grant
funding for the schools which may include: Identifying and proposing a suite of projects for the schools
to consider and simplifying the grant application to make it easier for school districts to take advantage
of these funds. The CFE recognized that school staff capacity is a limiting factor and Orange County
Schools do not have dedicated sustainability staff.
HRC Comments:The HRC was supportive of this project and felt that it benefited everyone overall.They
would have liked to have seen more engagement with marginalized communities specifically.
