New Business
OCAS Updates
o Received a$16,000 grant from the Margaret T. Petrie Spaying and Neutering Private
Foundation for the spay/neuter program.
o Starting a market campaign"If you love them, license them."
■ Increases the likelihood of lost pets being returned to their owners.
■ Helps pets and people in the community.
■ Assists with public health and rabies prevention
o OCAS documents are being translated into Spanish.
o Elon student will be partnering with OCAS on a data analysis project.
o OCAS participating in a national workgroup (Shelter Animals Count) collecting
sheltering statistics.
o There was a cyber-bullying case that generated an emergency animal cruelty
complaint and subsequent social media frenzy. The animals were put into a small
cage for a short time to secure them, but a neighbor took a picture, filed a complaint,
and posted in on social media. The neighbor later issued an apology.
o In 2016 the Unified Animal Ordinance was changed to allow free roaming cats so
that they could be trapped, neutered, vaccinated, and returned(TNVR) to their
colony. This has resulted in a significant reduction in the number of cats being
euthanized. For example, in 2015 there were 492 cats euthanized and in 2021 there
were 78 euthanized.

- Annual Pat Sanford Grant Discussion
o Applications received from Meals on Wheels and Independent Animal Rescue
o Subcommittee of Allan, Brenda, Kim, and, possibly, Dawn will review applications
and make a recommendation at the next ASAB meeting.
- AVMA Animal Welfare Assessment Contest
o Reminder that OCAS is co-hosting the AVMA Animal Welfare Assessment Contest
with Wake SPCA on I I/19/22. ASAB members are welcome to volunteer.
- Orange County Flea Markets Selling Animals
o Dr. Strong is working with county attorney Martha Bordegna regarding sales of
animals at flea market or roadside sales.

Informal Discussion:
- Moving forward Holly will put out a call for agenda items about two weeks before each
meeting.
- There was a brief discussion about possible animal welfare initiatives that ASAB could take
up. Members are encouraged to bring suggestions to the next meeting for discussion.
