February 4, 1963
The Orange County Board of Commissioners met in regular session on Monday,
February 4; 1963, in the Commissioners room at the courthouse in Hillsboro, N. C.,
at 10 o'clock a.m.
Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett,
Gordon Cleveland, Carl M. Smith and Henry Walker.
Members absent: None
The minutes of the January meetings were read by the Clerk and approved by
the Board.
G. Paul Carr, Supt. of County Schools, and the members of the School Board
were present for a joint meeting with the Board of Commissioners. The purpose of
this meeting was to appoint a member to the A.B.C. Board, as the term of Giles
Long was about to expire.
Upon motion of School Board Chairman Stanford, seconded by Commissioner Walker,
and unanimously adopted, Giles Long was re-appointed to a three (3) year term on
the A.B.C. Board. Said term to be consecutive to his present term.
The following road petitions were submitted and the Clerk was ask to mail same
to the State Highway Commission.

The following department officials presented reports for the month of January,
1963:

Jim Wight, Welfare Supt:
Don Matheson, Farm Agent, Ed Barnes and Cyrus Green, Assistant Farm Agents,
presented their annual reports as did Jessie Trowbridge, Home Demonstration Agent
and Frances Daneck, Assistant Home Demonstration Agent.
Z, M. Lynch, Clerk of Court, ask that the Board request John Umstesd to enact
a special act allowing three (3) Assistants Clerks of Court to be appointed rather
than the two presently allowed by the State statutes.
Gordon Battle, Chairman of the Orange County Bar Calendar Committee, asked that
the Board request five (5) additional civil terms of Superior Court for the year
1963-1964 so the crowded condition of the present docket might be cleared and that
one (1) additional term of civil, court be requested to follow the present term of
court which is scheduled for March 25, 1963; said additional term to begin April 1,
1963.
Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, and
unanimously adopted, the Clerk was ask to write Bert M. Montague, Administrative
Assistant to the Chief Justice, and request that an additional term of civil court
be scheduled; said term to begin April 1, 1963.
Upon motion of Commissioner Smith, seconded by Commissioner Bennett, and
unanimously adopted, the Clerk was ask to write the Administrative Assistant to the
Chief Justice and request that five (5) additional weeks of civil court be scheduled
for Orange County when the new court calendar is set for the year 1963-1964.
Jim Wight, Welfare Supt., informed the Board of the accident which had involved
his Child Welfare Worker. He stated that she would be unable to work for months due
to the nature.of her injuries. He requested that during Mrs. Randall's absence he
be authorized to employ a temporary staff member. The Board granted Mr. Wight's
request.
R. J. Smith, Sr., Chairman of the A.B.C. Board, presented the quarterly auditor's
report. The net profit for this period was $132,640.00. Sales Tax $129,000.00.
Don Matheson, Farm Agent, inquired as to the wishes of the Board as to the
matter of having a formal opening for the new agricultural building. The Board
agreed that such a ceremony would be appropriate. Mr. Matheson stated that such
ceremonies along with an open house would be planned and, if possible, would be held
on the first Monday of April.
13d Barnes, Assistant Farm Agent, cited the need for janitoral services in the
new building. He stated that an investigation had revealed a man could be hired for
$1.00 per hour if he could be assured of a thirty (30) hour week. Discussion ensued
on this matter.
Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and
unanimously adopted, the request of Mr. Matheson made at last month's meeting for
monies is the amount of $1,245.63 was allotted, and the Farm Agent was further

authorized to employ a janitor for the new agricultural building at the salary of
$30.00 per week.
Walter Wrenn, Veterans Service officer, submitted his resignation from this
position effective March 31, 1963. Discussion ensued on the four applicants for the
position of Veterans Service Officer. wacmgahadxdex3ae?sfy?a

Clerk was ask to contact the applicants and inform them that interviews would be
held on Monday, March 4, 1963.
The Board of Commissioners adjourned and re-convened as a Board of Equalization
and Review.
Charles Crowder of Chapel Hill stated that he considered the appraised value on
his new home which is located in Stateside out of proportion with the appraised value
on his property which is located on Severin Street in Colonial Heights. He, objected
on the basic that the Stateside property was appraised at $10,000.00 and the Colonial
Heights property was appraised at $9,500.00. The Board ask the Tax Supervisor to
re-check the two houses and to advise the Board and Mr. Crowder of his findings.
There being no further business to come before the Board of Equalization and
Review said meeting was adjourned and re-convened as a Board of Commissioners.
Chairman Stanford reviewed the proposed legislation adopted by the Board of
Directors of the N. C. Commissioners Association.
Chairman Stanford read a letter from the State Hi hway Commission which stated
that the Commission had "in putting up the names on I-85 for the intersecting roads
at the interchanges, through error, "Old NO 86" was designated as "Prison Camp Road".
It is our plan to change this name to "Old NO 86", and in order to keep our records
straight, it will be appreciated if you will ask your Board to pass a Resolution
indicating their concurrence in the change."
Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and
unanimously adopted, the State Highway Commission was authorized to proceed with its
plans to change the road signs on the interchange of I-85 from "Prison Camp Road to
"Old N. C. 86".
A discussion arose concerning the compensation now being received by the orange
ty Board of Commissioners.
Chairman Stanford informed the Board that be, the Tax Supervisor, and the
Register of Deeds would be attending the Second Urban Conference which was being held
in Washington, D. C., on Feb. 7-9th.
The following names were drawn to serve as jurors for the April term of Civil
Court.

Gordon Cleveland, Carl X. Smith and Henry Walker.
Members absent: ?done
. The purpose of this meetin7 was to interview the applicants for the position
of Veterans Service Officer. The following applications were or file:

3. Thomas E. Bivins
4. Carlton McKee
The Board interviewed Mr. Wilson, Mr. Bivins and Mr. McKee. Yr. Fstithcoek was
ill and could not appear. He requested that the Board allow him an interview at a
later date. This request was granted.
