These thirteen (13) properties were acquired through foreclosure and have varying development challenges. The attachment provides an album of the qualifying parcels, with environmental, utility, and satellite imagery data. Staff analysis shows the most favorable development sites at the following: - An assemblage of three (3) properties in the Town of Chapel Hill's jurisdiction; - And assemblage of three (3) properties adjacent to the new Efland Emergency Management Services (EMS) station and the Efland Volunteer Fire Department station; and - A county-owned vacant parcel adjacent to the Orange County fleet yard that could have potential for development, but it has environmental constraints. The following is a summary of the development potential of the properties featured in this inventory, including regulatory or environmental challenges to site development. Property Identification Numbers (PINs) 9778631313 & 9778635482 (pp. 2 & 3) Parcels 2 IArea (ac) 2.91 Jurisdiction Town of Carrboro IZoning R-3, 3,000 sq ft per dwelling I Rezoning? Yes Existing Conditions: The grade on these parcels is extremely steep and has floodplain to the south. While extensive grading could make these two lots buildable, they have low development potential due to the high cost of site readiness required. 2 PINs 9778930971, 9778941081, & 9778941099 (pp. 4 — 7) Parcels 3 Area (ac) 0.89 Jurisdiction Town of Chapel Hill Zoning R-3, 3,000 sq ft per dwelling; Pine Knolls Neighborhood Conservation Overlay Rezoning? Yes, but not of overlay district Existing Conditions: The area of this site may limit its development potential but it has the highest potential for higher-density development. It will require rezoning through the Town's process but appears to be consistent with the Town's adopted plans and policies, provided the building has architecture consistent with the area. PINs 9844786242 & 9844786326 (pp. 8, 9 & 10) Parcels 2 Area (ac) 1.85 Jurisdiction Orange County Zoning GC-4, General Commercial; Efland Village Overlay District; Efland Cheeks Overlay District Rezoning? Yes, but not of overlay districts Existing Conditions: These properties lie to the immediate west and east of the new Efland Emergency Management Services station, adjacent to the Efland Volunteer Fire Department. These properties are currently being respectively constructed and enhanced. The area of these properties and location in a water supply watershed will limit development potential but they could have greater development potential if examined with these surrounding publicly-owned properties. This approach could assist in resolving the impervious cover limitations and stormwater offsets needed for new development in this watershed. Regardless of scale, any residential use of the properties other than single-family residential will require rezoning through the County's process. A mid-to high-density use of these properties is consistent with the County's adopted plans and policies, provided the building has architecture consistent with the area. 2 3 PINs 9865517394 & 9865614458 (pp. 11 & 12) Parcels 2 Area (ac) 1.88 Jurisdiction Town of Hillsborough Zoning R-20, 20,000 sq ft lot minimum Rezoning? Yes Existing Conditions: Development potential without acquisition of private property is low. There are vacant parcels with frontage on both Odie Street and Faucette Mill Road, which could allow such access. These properties are also in areas with a grade change suggestive of drainage for a standard rain event. While not adjacent, they could be bundled if the County and/or Town acquired a small connecting parcel of land to connect them. PIN 9865833379 (p. 14) Parcels 1 IArea (ac) 4.19 I Jurisdiction Town of Hillsborough IZoning O/I, Office & Institutional I Rezoning? Yes Existing Conditions: The grade on this parcels is steep but has some development potential; the eastern area fronting NC-86 is much flatter. It is surrounded on three sides by publicly-owned land (including the Orange County fleet yard), enabling a possibly more creative solution in partnership with the Town of Hillsborough while meeting water supply watershed regulations. Create a layer of only parcels owned solely owned or jointly owned by Orange County(173 parcels) based on ownership attributes found in parcel table. 2. Removed any county parcels within WASMPBA Long-term Service Areas. a. This removed 90 parcels leaving 83 county parcels. 3. Removed any county parcels that is part of a county open space parcel. a. This removed 15 parcels leaving 68 parcels. 4. Removed any county parcel that is within a conservation easement. a. None were removed. 5. Removed county parcels that had a building on it. I used the building value from the parcel layer. a. This removed 32 parcels leaving 36 parcels. 6. Removed school parcels. a. This removed 10 parcels leaving 26 parcels. 7. Removed parcels that have utility structures on them. a. This removed 4 parcels leaving 22 parcels. 8. Removed any parcel designed as future road right-of-way. a. This removed 2 parcels leaving 20 parcels. 9. Used the 2021 imagery to review the remaining 20 parcels to see the above process missed any parcels. a. This removed 4 parcels leaving 16 parcels. 10. Removed any parcels not within % mile of public water and sewer. a. This removed 0 parcels leaving 16 parcels. 11. Removed a parcel where floodplains would make it impossible to build on. a. This removed 1 parcel leaving 15 parcels. 12. Removed the Green Tract parcel a. Leaving 14 parcels. 13. Removed parcel in Hillsborough because it was a part of the Facilities Master Plan. a.
