PURPOSE: To discuss and approve initial appointments to the non-designated positions on the
Schools Safety Task Force.
BACKGROUND: The charge and composition of the Schools Safety Task Force were
established at the Board's November 15, 2022 Business Meeting. The Task Force is charged to:
1) Discuss ways in which the Orange County government, schools, law enforcement, and
community can enhance the safety of the school environment to protect from external
threats and promote the education of Orange County K-12 public school students; and
2) Recommend to the Board of County Commissioners new or amended policies, ordinances,
and/or practices that will address those external threats and provide a safer school
environment for our students.
The Board of County Commissioners previously selected Commissioners Jean Hamilton and Earl
McKee to serve on the Task Force, and the Board appoints four (4) community members.

I retired as a Special Deputy Attorney General from the NC Attorney General s office in Nov
2021. In that capacity, I represented the NC 911 Board for 20 years. I have substantive
knowledge of the legislative history and practical application of some aspects of school safety
including the panic button, Center for Safer Schools, and school data used in planning incident
responses. I led a committee at the request of Jessica Rosenworcel, FCC Chairwoman, in 2021
focusing on 911 funding.
Reasons for wanting to serve on this board:
My background provides unique knowledge relevant to the task force. Beyond that, I would like
to assist to ensure that our children have a safe environment for all school activities. I do not
have children or relatives currently enrolled in Orange County Schools. My daughter was in the
first graduating class at Cedar Ridge HS.
Contribution to the diversity of viewpoints on this board:
As an attorney with significant experience in public meetings, I have abilities to listen and assist
in distilling conversations, ideas and principles into actionable plans. Active listening is key to
welcoming diversity and that is a skill, and personal characteristic, that I endeavor to
demonstrate.

I am now retired and would like to give my time and share my relevant experiences for school
safety.

I am able to share my experiences from the perspective of the children, parents and teachers. I
have worked in the school system for the past 30 years. Areas included both the general
population of children as well as those with disabilities. I regularly attended meetings with

Growing up a public policy and administration nerd, the opportunity to work on Capitol Hill for
Rep. David Price in my early career offered me a viewpoint and real life examples on how to
effectively make change at the legislative level. I understand the processes and procedures of
legislative action and how policy is created, lives or dies.
Shortly after working for Rep. Price, I attended UNC s Transatlantic Master s Program (TAM)
where I spent a year studying at UNC, and another studying and writing my thesis in
Gothenburg, Sweden. There I learned that words matter and it is in how you describe something
that a problem is solved. Living in Sweden for a year(with my two small children and husband)
showed me that it is possible to live in a world where public violence is nonexistent.
As Second Vice Chair for the Orange County Democratic Party, I have worked to create a
community of activists, knowing and understanding that strong and local community involvement
is the most effective way to make change.
Reasons for wanting to serve on this board:
I was in 8th grade when the Columbine High School massacre occurred. I was in college when
the Virginia Tech massacre occurred. These two- and the many others that have happened
since- deeply stand out in my core memory of understanding that violence can happen
anywhere. Because of Sandy Hook, and other elementary school shootings, I am afraid that
each time I drop my kindergartener and second grader off at school that it could be the last time

I see them. No parent needs to live with those feelings. Schools are a community and that
community needs to be protected from violence.
I take action when I see a problem that has a social moral imperative to be solved. Serving on
this board would enable me to fight for the safety of our students, our children, our grandchildren
and the next generation of leaders.

I contribute to this board by offering a diversity in viewpoints via public policy and public
administration. My background in Swedish culture and policy is unique.As a grassroots

City and County EM office. I have worked with K-12 school safety for nearly 10 years in both
Orange County, Florida and Durham County, NC including planning, training, and exercising
school safety scenarions focused on active assailants. I tought emergency management to
Durham Public Schools staff and routinely worked with the dedicated DPS Emergency Manager.

I have a child in the school system, and my spouse works in one of the local high schools. The
safety of everyone in City and County schools is paramount to me.

My viewpoint as an emergency manager embraces an all-hazards approach developed over 10
