PURPOSE: To request approval of grant funding in the amount of $10,000 towards the
purchase of an emergency generator for the Duke Community Hospice Inpatient Care facility
located in the Meadowland business park, Hillsborough.
BACKGROUND: Helen Poole, Director of Major Gifts, Marketing & Development for DHCC,
appeared before the BOCC in the fall of 2003 to present a request from Duke Health
Community Care, Inc, (DHCC) for a grant contribution in the amount of $10,000 towards the
purchase of an emergency generator to provide electrical back-up for its Hillsborough facility,
(See Attachment A) County management staff has met with Ms, Poole since the BOCC
presentation in the fall to learn more about the facility's business relationship with Duke
University Health System and the status of its fundraising efforts.
The total projected cost is $170,000 (inclusive of the generator, wiring, and installation), of
which approximately $100,000 has been raised through donated equipment, supplies, and labor
from the Duke Engineering Department, Bryant Industries, and other corporate donors. An
additional $48,500 has been secured through foundations and private individuals, leaving a
balance remaining of $21,500. Fund raising efforts remain underway and Ms. Poole is very
optimistic that the goal will soon be achieved.
Duke Health Community Care, Inc. is governed by a Board of Directors and, while a member of
the Duke University Health System, is its own separate 501,c.3, non-profit entity and
responsible for its own fund development and business and financial operations. Duke
community hospices services include adult hospice care in the private home, long-term care
facilities, and its six-bed inpatient facility located in Hillsborough. The generator is specifically
requested for its six-bed inpatient facility in Hillsborough.
Duke Health Community Care, Inc., as noted in the attached letter from Helen Poole, has
indicated that upon successful installation, it is willing to make empty beds available to Orange
County human services agencies to assist their clients as needed in the event of a countywide
emergency that required the use of generator power. Department on Aging Director Jerry
Passmore has noted that this will provide a worthwhile alternative to address the needs of older
citizens in the County in the event of a weather or other emergency,
FINANCIAL IMPACT: The grant request is for a total of $10,000. Funds are available within
the Human Services Safety Net reserve established by the BOCC to provide for this allocation.
RECOMMENDATION(S): The Manager recommends that the Board authorize the allocation
of $10,000 from the Human Services Safety Net reserve to Duke Health Community Care to
assist in the purchase of an emergency generator for the hospice facility located in
Hillsborough,

During a countywide emergency, Duke Health Community Care would respond first
to the needs of the terminally ill patients and their families in the community, and
then respond, based upon need, to other citizens in Orange County.
