ORANGE COUNTY BOARD OF HEALTH
October 26,2022
ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality
of life, promote the health, and preserve the environment for all people in the Orange County
community.
THE ORANGE COUNTY BOARD OF HEALTH MET ON October 26, 2022, at the Orange
County Health Department, 300 West Tryon Street, Hillsborough, NC.
BOARD OF HEALTH MEMBERS PRESENT: Bruce Baldwin, Chair; Keith Bagby*, Vice Chair;
Brian Crandell; Commissioner Jean Hamilton; Aparna Jonnal; Allessandra Lowery; Lee Pickett,
and Tony Whitaker.
BOARD OF HEALTH MEMBERS ABSENT: Shielda Rodgers and Alison Stuebe.
STAFF PRESENT: Quintana Stewart, Health Director; Dana Crews, Community Health
Services Director; Micah Guindon, Financial and Administrative Services Director; Victoria
Hudson, Environmental Health Director; Carla Julian, Compliance Manager; Kristin Prelipp,
Communications Manager; Thomas Privott, Environmental Health Supervisor; and La Toya
Strange, Administrative Support I.
GUESTS/VISITORS PRESENT: Olivia Brown, Jade Peterson, Rachel Royce, and Lars
Sheridan.
I. Welcome
Dr. Bruce Baldwin, Chair, called the meeting to order at 7:00pm. He reminded the Board that
their signature is required on the sign in sheet for tonight's training. Quintana Stewart, Health
Director, introduced the new employees in attendance: Briana Emmendorfer and Marcy
Williams.
II. Public Comment for Items NOT on Printed Agenda: None.
III. Approval of the October 26, 2022 Agenda
Motion was made by Dr. Aparna Jonnal to approve the agenda, seconded by Dr. Lee
Pickett and carried without dissent.
IV. Action Items (Consent)
A. Minutes of September 21, 2022
B. Minutes of October 14, 2022
Motion to approve the minutes of September 21sr and October 14', 2022 meetings was
made by Dr. Aparna Jonnal, seconded by Tony Whitaker and carried without dissent.

Ann Absher from the North Carolina Institute for Public Health began by introducing and giving a
brief background of herself. Her presentation was titled "Roles and Responsibilities of Local
Public Health Governing Boards". A copy of the presentation was provided to each board
member.
The four learning objectives were to 1) identify the role a board of health plays in carrying out
public health core functions and essential services, 2) discuss the legal responsibilities and
authorities of local public health in NC, 3) describe public health governing structures in NC, and
4) describe the guidelines and expectations for being an effective board member. The covered
training content was divided into three sections.
• Public Health Milestones, Current Challenges and the Core Functions
• Legal Responsibilities and Authority
• Public Health Governing Structures, Board Member Roles and Effective Governance
Time was allowed for questions and comments.
The BOH members had questions and comments that were addressed by Ms. Absher.
VI. Action Items (Non-consent)
A. BOH Policy
Health Director, Quintana Stewart, briefly reviewed the proposed policy revisions that were
discussed at last month's board meeting. Dr. Bruce Baldwin, Chair, added that, although the
policy is required to be reviewed annually, it can be updated at any time.
Motion was made by Dr. Bruce Baldwin to approve the Board of Health policy revisions,
seconded by Dr. Lee Pickett and carried without dissent.
VII. Reports and Discussion with Possible Action
A. Present Chair/Vice-Chair Slate
The Board members shall elect a Chair and Vice-Chair by majority vote each year at the last
meeting of the calendar year. It is customary for the current Vice-Chair to occupy the Chair
position because of the experience gained as Vice-Chair. Current Chair, Dr. Baldwin, stated
that Keith Bagby and Dr. Aparna Jonnal have agreed to occupy the Chair and Vice-Chair
positions, respectively. Dr. Baldwin informed the Board to email him if there are any other
nominations for these positions. The vote for Chair and Vice-Chair will take place, next month,
at the November 16th meeting.
B. Media Items
Kristin Prelipp, Communications Manager, briefly mentioned articles regarding the
disappointment in the percentage of those that received the newest COVID booster, Chapel
Hill's plans for a safer Halloween, and OC's community level of medium and the decrease in

COVID numbers. Ms. Prelipp also announced that this would be her last BOH meeting as she
has accepted a promotion with the Community Relations department in OC.
Media items were in the packet which focused on Orange County's events and our
involvement in various efforts.
B. Health Directors Report
In addition to her report, Ms. Stewart briefly highlighted the following:
• The submission date for Accreditation documentation is November 1 st. The site visit is
scheduled for January 12, 2023. Two BOH members will need to be interviewed.
• The BOH Retreat may occur in February or March. La Toya Strange will send out a
Doodle Poll with proposed dates.
• The state of NC and County of Orange have the same percentage rate of those that
have received the new booster— 11%.
• There are new COVID variants (BQ.1 and BQ.1.1 are offshoots—grandchildren, if you
will—of the BA.5 that's been dominant for months). CDC continues to closely monitor all
SARS-Co-V-2 variants. Currently, no SARS-Co-V-2 variants are designated as variant of
high consequence (VOHC).
• There has been an increase in RSV cases. The public is encouraged to take
precautions, get the flu vaccination and COVID-19 boosters.
• LINC-CH continues to test their water fountains for lead. They are providing education
and testing to students and staff as needed.
• OCHD vacancies are still a work in progress with the intent to fill them as soon as
possible.
VIII. Board Comments
Dr. Baldwin, Chair, mentioned that he sent a draft copy of the closed session minutes from Ms.
Stewart's annual performance review. After finalizing the minutes, Dr. Baldwin will forward the
minutes to Ms. Strange and OC HR. He also informed the Board that the BOCC will vote on
their recommendation for the vacant At-Large representative seat on November 1 st
Keith Bagby, Vice-Chair, distributed Got Meds magnets, which detail how to dispose of
medications safely. He obtained them from the Orange Partnership for Alcohol and Drug Free
Youth.
Commissioner Jean Hamilton reiterated the process of appointments and the BOCC's role. She
stated that the BOCC would discuss the Board's recommendation at their next work session
with a formal appointment occurring at the November 1 st meeting. Commissioner Hamilton also
mentioned the Opioid Advisory Committee and the importance of BOH's involvement. Ms.
Stewart responded by informing the Board that this topic is on the agenda for next month's BOH
meeting.
XI. Adjournment
A motion was made by Dr. Aparna Jonnal to adjourn the meeting at 8:45 p.m. was

seconded by Dr. Brian Crandell and carried without dissent.
The next Board of Health Meeting will be held November 16, 2022 at the Orange County
Health Department, 300 West Tryon Street, Hillsborough, NC at 7:00 p.m.
