PURPOSE: To remove one member for excessive absenteeism from, and to reappoint three
members to, the Adult Care Home Advisory Committee.
BACKGROUND: Pursuant to the Orange County Resolution regarding Appointment and
Orientation Process for Boards and Commissions,amended June 6, 2000, Item No. 7, "If an
appointee, in any calendar year, has absences which constitute more than 25 percent of the
regularly-scheduled Board meetings or three consecutive meetings, whichever comes first,
which he or she is required to attend, he or she is obligated to resign. The Board of
Commissioners may consider extenuating circumstances. If the individual refuses to resign, he
or she may be removed by action of the Board of County Commissioners subject to state or
local law. Tracy Diefenderfer has had excessive absenteeism and not participated in any facility
visits in the last six months. She has not responded to any requests to discuss her involvement
(see attached letter.)
Three members of the Adult Care Home Advisory Committee are eligible for reappointment.
They are Charron Andrews, Carol Gunther-Mohr, and Alice V. McCall Smith. A letter of
recommendation has been received from Ann Bradford, Staff Support, on behalf of the
Committee, for the reappointment of these members.
FINANCIAL IMPACT: None
RECOMMENDATION(S): Remove Tracy Diefenderfer from the Adult Care Home Community
Advisory Committee and reappoint the following members: Charron Andrews, third term; Carol
Gunther-Mohr, first term; and Alice V. McCall-Smith, first term; each to have a term expiration
date of March 31, 2004.

In the past 6 months you have not attended Adult Care Home Community
Advisory Committee meetings and have not participated in any facility visits. In
addition, you have not responded to my requests to discuss your Involvement in
the committee. Therefore, I must regretfully Inform you that you are no longer a
member of the committee.

to the committee and to the residents of adult care homes in Orange County. If

COUNTY ADVISORY BOARDS AND COMMISSIONS
I agree by my signature below that, if appointed, I pledge to comply with the following ethics guidelines
for advisory boards and commissions as adopted by the Orange County Board of Commissioners.
• Members of advisory boards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or potential conflict of interest or an interest which reasonably might
appear to be in conflict with the concept of fairness in dealing with public business. A conflict of
interest or a potential conflict occurs if a member has a separate, private,or monetary interest,either
direct or Indirect, in any issue or transaction under consideration. Any member who violates this.
provision may be subject to removal from the board or commission.
• If an advisory board or commission member believes he/she has a conflict or potential conflict of
interest on a particular issue,then that member should state this belief.to the other members of
his/her respective advisory board or commission during the board or commission's public meeting.
