Updated Structure and
New Appointees
PURPOSE: To consider confirming a new position and making appointments to the Orange
County Justice Advisory Council.
BACKGROUND: The Orange County Board of Commissioners created the Justice Advisory
Council (JAC) at its May 17, 2016 Business meeting. The Council coordinates, informs and
enhances work in the criminal justice system and in the Orange County Criminal Justice Resource
Department. Its formation is aligned with the best practices for the administration of an effective,
innovative and equitable criminal justice system.
The JAC staff is recommending the following position change and appointment:
• Add a new Position 32 for Judicial District Bar Representative. Kellie Mannette, an
experienced defense attorney and member of the Bar is willing to serve in this role, which
is critical to ensuring that information discussed at JAC meetings is shared with the District
Bar.
The JAC staff is also recommending the following changes of personnel in existing positions:
• Position 18: Reentry Advocate Representative — Ben Gear, Local Reentry Council
Coordinator
• Position 20: Orange County Schools (OCS) Representative — Dr. Jessica Dreher, OCS
Director of Student Engagement and Support Services
• Position 28: Town and Campus Partnership Representative — Samantha Luu, Director of
the Campus and Community Coalition
• Position 30: Orange County Office of Equity and Inclusion Director Dr. Shameka Fairbanks
FINANCIAL IMPACT: There is no financial impact associated with this item.

SOCIAL JUSTICE IMPACT: The following Orange Social Justice Goals are applicable to this
item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends for the Board to approve the new
position/change to the JAC structure and the proposed appointments to the Orange County
Justice Advisory Council.
