PURPOSE: To consider the approval of a professional services contract with the team of CPL
Architects and RHA Health for preliminary planning associated with the development of a
Behavioral Health Crisis Diversion Facility.
BACKGROUND: Earlier this Fall, Orange County issued a Request for Qualifications (RFQ) to
identify a qualified consultant to assist the County with preliminary/advanced planning services
necessary for the development of a Crisis Diversion Facility serving the residents of Orange
County. The scope of work includes a review of existing planning and development information
regarding this proposed facility, and the development of programming documents, a
preliminary/schematic design, site requirements and budget estimates. The project is anticipated
to require three to four months after contract award.
An evaluation review committee consisting of the Director of Asset Management Services, the
Deputy County Manager, the Criminal Justice Resource Director, the Health Director, and the
resident Chair of the Crisis Diversion Facility Subcommittee reviewed all proposals, interviewed
two finalists, and unanimously selected the team of CPL Architects and RHA Health to perform
this work. After further negotiations, a final cost proposal totaling $172,325 was received on
November 7, 2022 (Attachment 1).
FINANCIAL IMPACT: The consulting service fee to prepare this advanced planning study is
$172,325. Funding was previously budgeted for this purpose.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: ENSURE ECONOMIC SELF SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food clothing, and medical care for themselves and their
dependents.

Performance of this advance planning study will create planning documents necessary to budget
and construct a Behavioral Health Crisis Diversion facility.
ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal
impacts associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board:
1) Authorize the expenditure of up to $172,325 for advance planning services to develop a
Behavioral Health Crisis Diversion facility and direct the County Attorney's Office to draft a
contract with CPL Architects and RHA Health reflecting terms similar to those in
Attachment 1; and
2) Upon completion and approval of the contract by the County Attorney's Office, authorize
the County Manager to sign the contract.

SCOPE OF SERVICES
Task I -Validation/Schematic Design
CPL + RHA will lead operational planning sessions to assist in the process to establish/clarify
space needs, bed and chair allowances, requirements and licensing and input on design
specifications to ensure the best practices for service delivery.
In addition, we will lead parallel efforts in reviewing potential sites to house the new Crisis
Diversion Center. This will include assessments on property zoning, utilities, storm water
management, parking, and building massing to understand if the site can accommodate a

one or two-story building based on the developed clinical programming. At the conclusion of
our planning efforts our deliverables will include, but not be limited to:
1. Site Plan(s) and required narrative assessments
2. Building program
3. Operational framework/service delivery, as well as operational costs estimates
4. Plan bubble diagrams
S. M/E/P narratives and single line diagrams
6. Renderings (As required)
7. Construction cost estimates
SCHEDULE
While no overall schedule has been determined, CPL + RHA will proceed forward in the most
expeditious manner possible. Our proposed duration of the efforts described within this
proposal are further described in the schedule included in our RFP response to Orange
Cou nty.
EXCLUSIONS AND CLARIFICATIONS
1. This proposal is based off the scope of work as described in RFQ No 367-00535 issued by
Orange County.
2. This fee proposal does not include medical equipment planning fees.
3. Site borings, and special inspections are excluded from CPL's scope of services.
4. Cost estimation and building massing assumes cost comparisons will be required for up
to two different sites.
S. The schematic package will not be submitted to DHSR unless specifically requested by
the Client.
6. Additional exclusions and clarifications as noted in the accompanying sub-consultant
proposals.
7. Site surveys are included in the proposal as an allowance that will only be billed once
costs are incurred, and/or necessary. The cost of the survey was estimated on two sites
needing boundary,topo, and utility location.
8. Any items not contained in our Scope of Services or contrary to the assumptions listed
above will be deemed additional services. If requested by the Client, additional services
will be provided on an hourly basis at our Standard Hourly Billing rates, or as a fixed fee
mutually agreed to in advance by both parties.
CLIENT RESPONSIBILITIES
The Client shall appoint an "Owner's Representative"to act as the point of contact for CPL. It
shall be the responsibility of the client to provide the following:
Y Reasonable advance notice of scheduled meetings.
Y Decisions on critical issues in a timely manner.
Y Payment of all invoices in accordance with this agreement.
COMPENSATION
CPL agrees to provide the professional design services listed in the Scope of Services. Our fee
proposal is based upon work-effort projections and applicable billing rates for the scope of
work anticipated for this project. We propose a fixed fee of $172,325.00, summarized in the
following table. Normal and customary reimbursable expenses are included in our fee.

CONCLUSION
This document serves as the Owner - Architect Agreement. If these terms are acceptable,

from the date of this proposal.
