SUBJECT: Recommendation of a Salary Increase for Sheriff Charles Blackwood

PURPOSE: To approve a recommended salary increase for Sheriff Charles Blackwood effective
December 1, 2022.
BACKGROUND: North Carolina General Statute 153A-92 authorizes the Board of County
Commissions to set salaries of county employees and county elected officials. All other
compensation elements are as set forth in the Orange County Code of Ordinances Section 28 —
Personnel.
An annual salary of$165,000 is recommended for Sheriff Charles Blackwood effective December
1, 2022. Sheriff Blackwood has served as the Orange County Sheriff since December 1, 2014
and has served within the Orange County Sheriff's Department for over 40 years. This salary
recommendation is commensurate with the Sheriff's extensive qualifications, representative of the
scope of work within Orange County, his devotion and service to Orange County and its residents
and represents an increase comparative to market salaries.
FINANCIAL IMPACT: The financial impact is an increase in annual salary of $13,339.
SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated
with this item.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board approve a salary increase
for Sheriff Charles Blackwood to $165,000 annually effective December 1, 2022.
