All in favor, none opposed. A motion was made to approve of June 2022 and August 2022 minutes [Carmody, Sykes]. All in favor, none opposed. There were no updates from members. New members Jana Murdock-Doherty and Jenn Sykes introduced themselves to fellow board members. Blake Rosser provided the Program Manager Report • Monthly Overview • Programmatic Reports— Utilization, Voucher Issuance, Two Year Tool, VMS • Informal Hearings— No hearings • HCV Program Update • Personnel Update: Housing Technician started in September, Housing Choice Voucher program now fully staffed for the first time in two+ years • HUD awarded Orange County 10 new Housing Choice Vouchers • Stability Vouchers application • Admin Plan Changes • Limiting Rent Increase amounts— HUD allows Housing Authorities to set standards on the amounts allowed for rent increases • Board members are interested in balancing the need to protect tenants from having to pay more to stay in their units • Board members considered a motion to limit rent increases of 10% of current rent each year or higher amount not to exceed 40% of a tenant's income on rent; this topic was tabled for a vote at the December OCHA meeting Mailing Address Hillsborough Office Chapel Hill Office P.O.Box 8181 300 W.Tryon Street 2501 Homestead Road Hillsborough,NC 27278 Hillsborough,NC 27278 Chapel Hill,NC 27516 Telephone(919)245-2490 • Fax(919)944-8496 ORANGE COUNTY HOUSING AUTHORITY ORANGE COUNTY ADVISORY BOARD MEETING HOUSING DEPARTMENT Thursday, November 17th, 2022 at 6:00 PM Virtual Meeting: https://orangecountync.zoom.us/i/98126441099 Currently OCHA issues all available Housing Choice Vouchers (HCVs) to people experiencing homelessness using a prioritization that takes into account the service need of the household — HCVs are only available for people with low service needs or people with high service needs who have those needs met via a program they are connected with that will continue Board Meeting Practices and Recruitment • Board members agreed to continue to meet virtually • Three vacancies remain on the OC Housing Authority Board, staff will start recruitment among HCV participants with the goal of having at least two voucher holders on the board. Staff are also developing a flyer for the general public and will send this to board members. A motion was made to adjourn the meeting [Carmody, Sykes]. All in favor none opposed.
