January 7, 1963
The Orange County Board of Commissioners met in regular session on Monday, January 7, 1963,
in the Commissioners mom at the courthouse in Hillsboro, N. C., at 10:00 o'clock a.m.
Members present: Chari.man. Donald Stanford, Commissioners Harvey D. Bennett, Gordon
Cleveland, Carl M. Smith and Henry Walker.
Members absent: None
The minutes of the December meeting were approved after soma corrections were made.
The following road petition was presented, and the Clerk was requested to mail same to the
State Highway Commission.

The following department officials presented reports for the month of December, 1962.

Mrs. L. C. (Pearl) Barber stated that due to illness and her.present income, which was
derived from an Old Age Assistance grant, she was unable to pay her 1962 tax bill. She requested
the Board to reduce her taxes. Jim Wight, Welfare Sapervisor, was present and the Board discussed
this matter with him. Mr. Wight stated that Mrs. Barber's grant could be increased to cover her tax
bill, but that the increase must be added to the monthly income as it could not be iven in on or payment. Mrs. Barber was assured that she would receive adequate assistance in this matters grant
Mr. Wight agreed to assume the answering of the phone calls which were received on the
direct line from Chapel Hill to the offices in the courthouse. This change, he stated, must wait
until he was allotted additional office space. Mr. Wight then requested that his department be
granted the offices now occupied by the Farm Agent once their move to the new agricultural building
is complete.
Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and unanimously
adopted, the Welfare Department was authorized to occupy the offices now occupied by the Farm Agent's
office once their move to the new agricultural building is complete.
The County Attorney, George Levings, presented the following opinion concerning the matter
of the consolidation of the two school units:
"You asked us to prepare an opinion for the Board meeting to be held January 7, 1963,
relating to steps necessary for the consolidation of the Chapel Hill School District and the
Orange County School District, the administrative units responsible for running the public
school system in Orange County, should such action be desired.
^G.S. 11$-74 provides authority for
city administrative units to consolidate with county
administrative units upon petition of the board of education of the city administrative
unit and the approval of the county board of education and of the state board of education,
with certain provisos relating to fiscal problems that may be involved thereby.
"G. S. 115-116(g) provides for the calling of countywide election after petition for consol-
idation of city and county administrative units for a supplemental tax on a countywide basis.
"The above two provisions provide in general a framework for consolidation of administrative
units within a county. It is difficult to enumerate all of the problems that may be
raised should a consolidation be desired and steps taken toward that end. Special legisla-
tion may be desirable to effect a satisfactory consolidation of the administrative units
within the county. A thorough study and analysis of all of the problems would be required in
order to pinpoint provisions to be desired in special legislation.
"It is understood that the City of Charlotte made their consolidation with the County of
Mecklenburg under the provisions of G. S. 115-7h and 116 by special election had and the
consolidation and the supplemental tax were solved at one and the same time. On the other
hand, Winston-Salem and Forsyth County have been working for a number of years requesting
special legislation as the authority to consolidate and thereafter operate on a basis
tailored to their particular needs. This legislation has not yet been enacted. It is under-
stood that the City of Durham and Durham County failed in their recent efforts to consolidate,
which apparently was hasty action taken by all concerned.
"Consolidation can be accomplished legally in cne or more ways, but the problem appears to be
more of one of economics and standards of education desired. The first step toward consolida-
tion would be efforts on behalf of the two boards to work out a plan whereby the purposes to
be accomplished by consolidation would be feasible, including, of course, the solution of all
the fiscal problems of both the administrative units."
Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and unanimously adopted,
the Clerk was asked to write each School Superintendent stating as to how this question of consolida-
tion arose and stating the interest of the Board in said matter as to the opinions of the Superintendent
concerning said consolidation.,

Don Matheson, County Farm Agent, stated that the new agricultural building would be ready for
occupancy within the next few weeks. He presented requests and stated that additional funds would be
needed in order to provide these items:

Mr. Matheson presented two change orders on the project of alterations and additions to the
)range County Agricultural Building from Archie Davis, Architect. The change orders were designated as

Mr. Thompson stated that if the contract for the New Junior High School could be let within
the next week, his School Board could obtain said contract for $15,000.00 less than if theyuaited
until a later date.
Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, and unanimously
adopted, the Chapel Hill City School Board. was authorized to proceed with the letting of a contract
on the New Junior High School.
Clyde Ray of Hillsboro spoke on behalf of the re-appointment of Lloyd Noell as Solicitor of
the Orange County Recorder's Court, and of L. J. Phipps as Judge of said Court. Mr. Ray commented
that he felt the present salaries for these positions were inadequate. The Hoard thanked Mr. Ray for
his interest in this matter.
Sheriff Knight brought the matter of the purchase of the new automobiles again before the
Board. From the bids Ray Motor Company was the lowest Bidder.
Upon motion of Commiesioner.Smith, seconded by Commissioner Bennett, and unanimously adopted,
the Sheriff was authorized to purchase from Ray Motor Company three (3) F-300 Ford automobiles.
Paul Carr, Superintendent of the Orange County Schools, and members of the School Board were
present. They presented to Commissioner Cleveland, who was a former school board member, a plaque
commemorating his service on their Board.
Mr. Carr presented the following report from the Advisory Committee of Central High School:

To the Orange County Board of Education
The Advisory Committee of. Central High School met at Central High School on
December 2, 1962, and wish to make the following recommendation:
1. That the 3oard of Education consider building a new elementary
school for grades 1-6.
2. That the site for the new school be located north of Highway #70.
The following sites were suggested:
a. The dumping grounds now owned by the town of Hillsboro
b. The C. C. Edwards property
c. The Johnson & Young place
The above places are recommended providing enough land can be purchased to meet
the New State Accreditation Standards for an Elementary School.

The Advisory Committee
Mr. Carr reported that opposition had arisen to the proposed site of the Junior High School.
Their plans had been to build this new school adjacent to the present site of Central High School.
Discussion ensued on this matter. The School Board proposed to build a new elementary school, thus
leaving the present plants which could be used as a Junior High School and High School.

The School Board requests permission to negotiate for property known as Northern Heights. I

Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, and unanimously
adopted, the County School Board was authorized to negotiate for the purchase of Northern Heights
and was granted $6,000.00 for this purpose.
Upon motion of Commissioner Walker, seconded by Commissioner Cleveland, and unanimously
adopted, Commissioner Bennett was appointed to fill the unexpired term of Donald McDade on the County
Welfare Board.
Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, and unanimously
adopted, L. J. Phipps was appointed as Judge of the Orange County Recorder's Court for a two year term.
Upon motion of 3ommissioner ?ennett, seconded by Commissioner Walker, and unanimously
adopted, Lloyd Noell was appointed as Solicitor of the Orange County Recorder's Court for a two year
term.

on Monday, January 14th, at 9:30 o'clock a.m. at the Institute of Government for the purpose of

Minutes of the Hoard of County Commissioners
January 14, 1963
The Orange County Board of Commissioners met at the Institute of Government in Chapel Hill
Monday, January 14, 1963, at 10:00 o'clock a.ni.
Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett, Gordon Cleveland,
M. Smith, and Henry Walker.
Members absent: None
Mr. H. W. Lewis of-the staff of the Institute of Government spoke to the Board about the
and conducting of property revaluations.
After the concl.usicp-of_Nr. Lewis's remarks, the Board joined Mr. C. D. Walters, County
ad Supervisor, and Mr. Earl, District Engineer from the State Highway Department, for an inspection
our of recent road inprovements in the southern portion of the County. At the conclusion of this
our, it was suggested that a similar tour be arranged for roads in the northern part of the County
t a later date.
It was moved, seconded and unanimously adopted that the mapping contract in force with
can Air Surveys be extended to include Cheeks, Hillsboro, and the balance of Chapel Hill
hips, for the sum of $38,000.00.
The Tax Supervisor was then instructed to contact the County Attorney and have him prepare
papers necessary for said contract.
It was moved, seconded and unanimously adopted that the Clerk write the Chairman of the
planning Board and advise him that the Commissioners would like for his Board to remain
ed for a period of at least one year, in order to handle any further matters that might be
d to it.
There being no further business to come before the Board, the meeting was adjourned.
