Davis Environment and Agricultural Center-Hillsbormzh,NC Members Present: Gina Reyman(Chair),Mikki Fleming(Vice-Chair), Rod Jones,Becca Truluck, Xilong Zhao,Natalie Ziemba, Chris Colvin,Andrea Zimmerman Members Absent: Tim Tippin, Greg Hughes,Jessie Birckhead,Bob Smith Staff: David Stancil,Beth Young,Peter Sandbeck Chair Gina Reyman called the meeting to order at 6:30pm Review of Meeting Summary/Additions to Agenda: a. No changes or additions to meeting summary. The Council accepted the meeting summary from September 7th meeting. Report of the Chair: a. Welcome to New Member-Andrea Zimmerman-Reyman welcomed new member Andrea Zimmerman to the Council. Members introduced themselves to new member Zimmerman and shared their interest in Parks and Recreation. New Business: a. Incorporating Cultural/Historic Resources into Parks(Peter Sandbeck, Cultural Resources Coordinator)—Peter Sandbeck presented Cultural Resources in Orange County Parks and Natural Areas.He provided the origin of the Cultural and Archaeological Resources Policy for Orange County construction projects as an introduction to his presentation. This policy was adopted by the BOCC on October 3,2006. Sandbeck's presentation included site plans for Blackwood Farm Park, Hollow Rock Access Area, and Little River Park along with Cedar Grove Park and River Park. He also spoke on archeological artifacts in parks that help determine some design layouts of the parks that do not interfere with historic sites, and had photos of previous owners of land owned now by Orange County within his presentation. He discussed how Orange County DEAPR relied on archaeologists to help determine historical information such as an enslaved cemetery located within Blackwood Farm Park,Native American work areas near Hollow Rock Access Area and New Hope Creek. Sandbeck gave historical and cultural background on the parks which included the history of the Cedar Grove School and its closure, Occaneechi Village discovery in downtown Hillsborough, and the corn but located on Blackwood Farm Park. Members had a number of questions for Sandbeck on several related topics. b. P&R Master Plan 2030 Brainstorming Session#2 Recommendations 1-4 How Have We Done?—David Stancil facilitated session number two for the mid-plan review of the Parks and Recreation Master Plan 2030. In the interest of time, only the first recommendation would be discussed tonight. He explained that the first recommendation back in 2014 was to protect and enhance our investments in parks and open spaces. He reviewed the number of parks in Orange County(8),number of trails(3), and the recreation center. He provided this information to the Council to illustrate the point from the plan that investments already made should be taken care of and maintained. Stancil used the recent example of$40,000 spent to upgrade existing basketball and tennis courts at some county parks. He also emphasized that the BOCC understands that money is needed to maintain parks and open spaces managed by Orange County DEAPR department, and that a capital project fund has been created for this purpose. Council members' discussion for the recommendation included the realization to have funds for unexpected events, understanding how funds could be spent more on existing spaces,along with operations and maintenance costs and how those are calculated. Recommendation for Youth Delegate Member— Stancil noted the applications, and the Council discussed the applicants. Rod Jones made a motion seconded by Natalie Ziemba that the BOCC should consider appointing Sophia Fratta as the PRC Youth Delegate.Vote was unanimous. Chris Colvin made another motion seconded by Becca Truluck that the BOCC consider adding a second youth delegate position on the PRC.Vote was unanimous. Stancil to follow up with Reyman regarding a letter to the BOCC after meeting. Old Business: a. Parks Tour Update—Stancil provided potential dates for the parks tour and said a poll will be sent out to members to determine the best date via email. Report of the Director- a. Updates- Stancil shared a couple volunteer opportunities for Council members and said an email will be sent out with more information. b. November Meeting Plans—November meeting will be held at the Animal Services Center in Chapel Hill. IN Council and Committee Reports: a. Intergovernmental Parks Work Group(next mtg October 12) b.
