OCAS Updates
o Annual Pat Sanford Grant Discussion
■ Deadline for applications is October 15tt,
■ Ideal proposals would keep animals out of the shelter or help animals in our
community.
o Clear The Shelter(CTS)
■ Adoptions were up in advance of CTS because some people wanted to ensure
they would be able to adopt a specific animal.
■ CTS adoptions: 13 cats, 8 dogs, 5 guinea pigs, and 1 rabbit
o Upcoming events:
■ OCAS Co-Hosting AVMA Animal Welfare Assessment Contest with Wake
SPCA on 11/19/22
• Undergrads, vet students, and veterinarians
• Scenarios are set up at different stations and participants have a certain
amount of time to develop a plan for that scenario.

- Michael Delafield application for the Town of Chapel Hill slot

o The ASAB reviewed Michael Delafield's application and he shared his experience
with animals. He discussed the reasons he is volunteering to serve on the ASAB and
answered questions.

Old Business:
- Dangerous Dog Ordinance
o County Attorney Martha Bordogna asked OCAS to consider the ordinance on a case-
by-case basis. The Dangerous Dog Review Team meets and reviews each case and
provides clear communication about the ordinance and how a particular case lines up
against it.
o Dangerous Dog Declaration Volume was
■ 2020: 20 (7 appeals)
■ 2021: 16 (0 appeals)
■ 2022 (so far): 6 (0 appeals)
- Orange County Flea Markets Selling Animals
o There are one or two flea markets in OC that sell pets. The group discussed ideas for
doing outreach to the community at flea markets.
Information Items:
- The next meeting of this group will beat the Rogers Rd Community Center at 101 Edgar St
in Chapel Hill
Informal Discussion:
- Paula Greeno shared a news item from El Paso, TX that had recently installed a solar-
powered microchip scanner in a public park.
