BACKGROUND: The charge and composition of the Opioid Advisory Committee were established at the Board's September 6, 2022 Business Meeting. The Committee is charged to discuss opioid-related health concerns and issues impacting the residents of Orange County and advise the Board of Commissioners on options to expend funds to remedy opioid impacts. The Committee will also plan and host one annual meeting open to the public to receive input from municipalities on proposed uses of the settlement funds and to encourage collaboration between local governments. The Board of County Commissioners appoints seven (7) members. The remaining twelve (12) positions are designees. I also work as a Policy Associate at Community Education Group, a rural health non-profit that works to eliminate health disparities and improve public health in communities across Appalachia. I have done significant research in my professional capacity on best practices related to opioid abatement across the 13 Appalachian states. This has been supplemented by additional research projects during my time in graduate school. Prior to this work, I have completed policy research on prenatal substance abuse linkages to adverse health effects. Reasons for wanting to serve on this board: I am primarily interested in this board because I want to ensure that opioid abatement efforts are being pursued in the best interest of Orange County residents, especially those that have been most affected and communities that are disadvantaged or underserved. As an Orange County community member of the past 6 years, and someone that has been active especially in the affordable housing community in Orange County, I am personally invested in seeing that opioid abatement efforts take on interventions that are practical, evidence-based and highly successful. I believe that I have a unique perspective and support system to offer, and I am highly invested in offering any input I can to ensure this process is thorough and equitable. Is€T°^ve been active with the North Carolina AIDS Action Network and am currently part of a coalition to reform North Carolinas€TMs Good Samaritan Law(the law that says call 911 in the 5 Page 2 of 2 Abhishek Shankar event of an overdose). All these experiences working in the space to combat the overlapping syndemic of HIV, viral hepatitis, and substance use would inform my service on the board. Contribution to the diversity of viewpoints on this board: I am a long-time resident of North Carolina and a student for the past 6 years at the University of North Carolina at Chapel Hill. As a person of color, young adult and student, I can provide a unique perspective as someone that has been directly involved in progressive drug control policy in North Carolina. My research in this field has shown that boards nationwide in this subject area have broadly been composed of older, white men, with a strong bias towards law enforcement and criminalization perspectives. I believe that Orange County can do better, and with our progressive reputation and history can set a model for how to address the opioid epidemic and prevent overdose deaths. As a member of this board, I would be able to provide an alternatively nuanced perspective, with support and resources from my professional and educational background. I was active for many years in the NC Harm Reduction Coalition, and have served as a preceptor for a UNCSPH Capstone Team supporting its activities. Professionally, I have received multiple grants to conduct research in this area, and have published a number of pertinent manuscripts (which I d be glad to specify upon request), most recently in JAMA. I am very familiar with the State s Prescription Drug Monitoring Program (PDMP), and have mined its data to support the activities of the NC State Medical Board in identifying providers with a history of excess or frequent prescriptions. I have also conducted the largest evaluation to date of community-based efforts across the State to prevent opioid overdose, working closely with Kay Sanford of Project Lazarus. Reasons for wanting to serve on this board: I have a demonstrated interest in reducing the burden of morbidity and mortality tied to substance use. I am excited at the prospect of working with an interdisciplinary group in Orange County to help form opioid-related policies and develop harm reduction strategies to make opioid use safer, and facilitate the linkage to treatment services for those who hope to begin their recovery process. Contribution to the diversity of viewpoints on this board: While this would be the first advisory board I d be participating on, I feel I am uniquely positioned to contribute to the board as a researcher with degrees in Public Administration and Epidemiology, and experience working in the field of public health (specifically in the area of substance use). Further, I am a harm reduction advocate - my primary intention is to reduce the burden of overdose mortality, and a major piece of that is making substance use safer for those who are in active use and do not intend or are unable to enter the recovery process. I received my Masters in Counseling Education from NCCU.I am trained in Strategic Prevention Framework (SPF), which is an approach endorsed by SAMHSA, and the seven strategies to effective community change used by Centers for Substance Abuse Prevention (CSAP). I have worked on prescription drug misuse for over 10 yrs in Orange County. I advocated for naloxone in 2012, particularly for law enforcement partners. I worked closely with Lt. Forrest Orr to obtain naloxone for NC Wildlife, who at the time were not being granted access to this lifesaving treatment. I served as one of the original members of the NC DHHS Opioid/Prescription Drug Advisory Committee (on Community Engagement). It is though OPDAAC Community Engagement subcommittee work that the Lock Your Meds initiative was borne, modeled after the Orange Partnership Talk It UP! Lock it UP! campaign. As a Program Director, I have experience in budgeting. I have served on JCPC s Funding and Risks and Needs subcommittees. As President of our property owners association, I had experience with reviewing budgets. Reasons for wanting to serve on this board: I have seen the destruction of opioid use disorders (OUD) I have family in recovery from opioid addiction. Although it is unfortunate that I struggled with Drugs from the age of 12-25years, that lived experience is invaluable to this work Reasons for wanting to serve on this board: I would like to see these funds have the greatest impact possible, and would like to assist in solutions that would have a positive affect on as many Orange County Residents as possible Contribution to the diversity of viewpoints on this board: I don t know how many people with lived experience will serve, however, this is very important. For example, I witnessed how addicts came up with solutions for Harm Reduction that were not suggested by the traditional Health Services community. Reasons for wanting to serve on this board: Freedom House Recovery Center is a staple in the community in the provision of substance use services. As the CEO of this agency, I have a vested interest in contributing to the development of new and improved services for clients we serve and ensuring we work with community agencies to connect clients to services. We provide Peer Support and Care Management which works closely with community resources.
