PURPOSE: To consider an appointment to the Advisory Board on Aging.
BACKGROUND: The Advisory Board on Aging suggests policy and makes recommendations
to the Board of Commissioners and the Department on Aging while acting as the liaison
between the older residents of the County and the County government. It is charged with
promoting needed services, programs and funding that impact the older residents.
The Board of County Commissioners appoints all twelve (12) members.

Dear Chair Price:
At the September 15th meeting of the Orange County Advisory Board on Aging Saru Salvi,an
applicant to the board,attended the meeting to learn more about the board's duties and to share
about her interest in aging. With her personal experience she would be a valuable addition to the
board. The board would like to recommend to the BOCC that she be appointed to position#10 that
is currently vacant.

I recently resigned from the OC Affordable Housing Board I was appointed to the Town of
Hillsborough Planning Board recently.

I hold an MBA, and have personally experienced an evaluation appeal.
Reasons for wanting to serve on this board:
There are so many people who own and live in homes for years if not generations. The rapid rise
in property values is driving up property taxes.
Contribution to the diversity of viewpoints on this board:
I handled my mother's property(in another state) until she died. The property tax was a huge
burden on her finances. I was constantly looking for programs within the state, county and city
that would decrease her tax burden. I also handled the finances for a family trust that held
property that was in the family for 4 generations. Again, there was a large increase in property
taxes over the years.

Background, education and experience relevant to this board:
I have lived in OC since 2004. The growth in the county is exploding. I saw this in my hometown.
In order to control how the area grows, it requires input on what can happen if zoning is
changed. There are things that some people may think could not happen, when in reality it
can...like increasing density and not height. Some think the density can t be done but it can and
will with special approvals and then change to height.
Reasons for wanting to serve on this board:
I want to help growth in Orange County to continue but be smart. I want to help preserve the
lifestyle that we sought by moving here. Money is not everything.
Contribution to the diversity of viewpoints on this board:
My experience of seeing a small town grow into a place with tall buildings, housing affordably
issues, over crowded school and traffic may help with the planed growth of OC.

Background, education and experience relevant to this board:
I hold an MBA and an MS, Regulatory Affairs, and have managed project budgeting. When
working, I was required to budget large multi-facet clinical trials for our department to assure that
all elements were accounted for. For example, a cancer study required extra dollars to cover
elements that were more expensive for that type of study vs a common cold study. I also
handled all of my mother s finance which included senior funding sources and services. Like the
VA Elder Care program, Medicaid for people whose income was over the limit and Medicare
Hospice designation, There were many free or cheaper vendors for things like converting
tub/showers to walk-in and then wheelchair accessibility or installing grab bars. I also helped to
interview caretaker services and then the candidates they presented. Being a young senior could
help the Board to hear about issues that were not thought of. I have already helped friends with
reaching out to the Department of Aging for their parent.
Reasons for wanting to serve on this board:
I enjoy sharing knowledge of resources and helping to make people s live a little easier. I just
shared information about the VA Elder Care Program, so now her parents are going to receive
an addition $1,800 a month. Very helpful since my friend was paying for everything.
Contribution to the diversity of viewpoints on this board:
I came from a working class family. After my divorce, my two children were on Aid For
Dependent Children, WIC, food stamps, and lived in public housing. The experiences I have had
in my life have opened my eyes to issues that some may never have thought of.

I previously served on the Adult Care Home Advisory Board for Durham County, and I have worked in
aging services for six years. A recent graduate of NC Leading Age's Leadership Academy, I have spent
the past year learning about how to advocate for older adults and those who serve them.
Reasons Want to Serve Board#1
I care deeply about the health and happiness of the aging. In my professional life, I serve older adults of
fairly substantial financial means, and though the community I work for gives back in many ways, I have a
personal interest in advocating for seniors from diverse economic circumstances. Additionally, I work in
Durham and would like to be of service to older adults in my own county and community.

As stated above, I have experience serving older adults of financial means. My own parents, however, do
not have such means and I grew up in poverty, so I have a personal understanding of how finances limit
options and access for people, especially the aging. I value listening to others before deciding what is
best for them, and recognize that different life experiences create different needs and desires.

Ethics Guidelines for Orange County Advisory Boards and Commissions
I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial

matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.
10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.
12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.
14. Acting as especially responsible residents whom others can trust and respect.
15. Faithfully attending and preparing for meetings.
16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications
outside the meeting in quasi-judicial matters.
17. Being willing to bear their fair share of the board's workload.
18. To the extent appropriate, they should be willing to put the board's interests ahead
of their own and shall avoid the appearance of a conflict of interest and shall, under
no circumstances, use their position on any board for personal gain or profit.
2. Members of the Planning Board, Board of Adjustment, Economic Development
Commission, and Board of Equalization and Review shall upon initial appointment, and
prior to December 31 annually thereafter, disclose:
1. Any interest he or she or his or her spouse or domestic partner has in real property
situated in whole or in part in Orange County and the general description of that
property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
or domestic partner has in any business, firm or corporation, which is currently
doing business with Orange County pursuant to contracts awarded by Orange
County, or which is attempting, or has attempted in the past calendar year, to
secure the award of a bid from Orange County or the approval of any Board or
Agency of Orange County.
3. Failure to file a disclosure statement setting out the above required information shall

conducting an ethnographic study of the the politics of eldercare in the Triangle area. As part of
this research, I have been getting involved in the advocacy work of the North Carolina Coalition
on Aging and Friends of Residents in Long Term Care. More personally, I have experienced my
family s challenges navigating systems of aging and eldercare. These personal experiences
inform my interest in improving systems of care and aging as much as my educational and
professional experiences.
Reasons for wanting to serve on this board:
I am extremely impressed by the scope and variety of aging services in Orange County. At the
same time, our community(reflective of the country at large), is approaching a crisis as aging
services stretch to meet the needs of our aging population. I hope that by serving on this board I
could contribute to improving aging services in our community. I would also hope to learn more
about strengths of the existing services in Orange County by serving on this board.

I would bring a sociological perspective to the board. My strengths lie in being able to connect
specific issues to broader social, political, and economic structures. Though I spend most of my
time thinking and learning about issues related to aging, I am a newcomer to the field and am

Relevant Experience Board #1
I have personally cared for both of my aging parents. One of my parents was in a Nursing Home (in GA),
and the other was in an Adult Care/Family Care Home in NC. I am very familiar with these models of care
and would welcome the opportunity to serve the citizens of Orange County by working in and through one
of these committees to improve the condition for our elderly. I am also a nurse and educator, and have
experiential and clinical knowledge of caring for the elderly.

I'm not exactly sure how to answer this question, other than to say I believe that, as a society, we need to
improve the care of our elderly, one of the most vulnerable populations in our society. There are few
options for those with low income, people of color, and those living in rural areas. I have a strong desire to
help give back and address these concerns in our community.

Relevant Experience Board #1
My wife and I started One You Love Homecare of Chapel Hill in 2021, serving seniors in the area by
providing non-medical personal and companion services that allow seniors to remain home as long as
possible. This journey we are on began when my mother passed away in 2012, and my wife and I
became the primary caregivers for my father, a retired dentist with advanced Alzheimer's. We learned a
great deal about the caregiving industry, using CNAs/Companion caregivers to augment our care for my
father during the time he was with us. When it was no longer safe for him to remain at our home, I
conducted extensive research on memory care facilities in Wake County before finally selecting a new
home for him. During his stay there, we continued to provide volunteer support to his facility and donated
a number of items for the care of their patients. For caregiver training, we attended conferences designed
specifically for caregivers in the Alzheimer's and dementia area, and we joined caregiver support
organizations which provided ongoing support over the lifecycle of the caregiving experience into the post
period after the loved one has passed away.

As I've worked to build our own business, I've visited a number of adult care facilities in the area. All
facilities are not the same, and many are suffering from staffing shortages leading to limited care for
patients which sometimes may even lead to injury. I'm passionate about all seniors having dignity and
quality care in their last years regardless of their demographic or personal situation.

While I can't help but bring my own viewpoint to any situation or discussion, I firmly believe in the dictates
of respect and kindness. Additionally, I've been a sales executive in the IT and cybersecurity
solutions/services market for well over a decade managing teams ranging from local to regional to
national to global responsibility. My last two positions entailed opening and managing the European
market for a company, which required the ability to work in and communicate with a number of different
cultures. Most recently I ran global sales for an international company where I was daily presented with
the challenges for working with completely different cultures. If it matters, I have had two daughters living
in Chapel Hill/Carrboro for the last twelve years. They have both been very involved in the food services
industry of Orange County during this time. If anyone reading this ever ate at Panciuto in Hillsborough
prior to the lockdown, they have more than likely met them both. I have learned much in the way of
mutual acceptance and kindness as well as communications with my daughters over the years proving
that old dogs can learn new tricks. They are the main reason we relocated to Hillsborough after
downsizing.
