SUBJECT: Joint Meeting — Board of County Commissioners and the Orange County Chiefs'
Association

PURPOSE: To discuss the various Fire Service related items that are of interest to the Board of
County Commissioners and the Orange County Chiefs' Association.
BACKGROUND: The Orange County Chiefs' Association, with support from the Emergency
Services Department, has detailed below the agenda items for this Joint Meeting. Representatives
of the Chiefs' Association will present the topics for consideration, updates, and discussion.
1. Highlights of Services Provided and Challenges Faced During Hurricane Ian
The departments will provide an update on the services provided by the fire departments
and an overview of some of the challenges they faced during the recent impacts from
Hurricane Ian.
2. Training — ISO Ratings (County-Wide Public Safety Training Facility Needs, Logistics,
and Cost Analysis)
The departments will provide an update on recent changes to departmental ISO ratings
and discuss the continuing need for a public safety training facility.
3. Special Operations Team Updates and Expansion (Large Animal Rescue and Future
Responses)
The departments will provide an update on the status of the Orange County Special
Operations Team and the addition of adding large animal technical rescue capabilities.

4. Budget Planning — Vehicle and Equipment Delays and Inflation
The departments will provide an overview of vehicle and equipment delays as well as
budget impacts resulting from inflation.
5. Staffing — Overview of Shortages (Discussion on Recruitment, Retention, and Increasing
Diversity in the Departments)
The departments will provide an overview of current staffing challenges and a discuss
recruitment, retention, and increasing diversity within the fire departments.
6. ARPA Funding — VIPER Radio Replacements
White Cross Fire Department will provide an update on the current status of the VIPER
radio replacement project funded by County ARPA funds.
FINANCIAL IMPACT: There is no financial impact tired directly to the discussion at this work
session.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable to
this item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board discuss the issues noted
with the Chiefs' Association and provide direction to staff, as appropriate.
