The Orange County Board of Commissioners met in regular session on Monday,
November 5, 1962, at ten o'clock a.m. in the Commissioners' room at the courthouse
11in Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
Clarence Jones,, aid Henry Walker. -?
Members absent: None
IThe minutes of the last meeting were read by the Acting Clerk and approved
by the Board.
The following Department officials presented reports for the month of October,
1962: Cashe Boggs, Dog Warden
Miss Trowbridge, Home Demonstration Agent
Walter Wrenn, Veterans Service Officer
E. M. Lynch, Clerk of Court and
C. D. Knight, Sheriff.
The Clerk of Superior Court requested that he be allotted funds with which to
employ extra help in his office due to the increased activity of the Recorders Court.
He cited the following statistics: Cases docketed October 1961, 170, July 1962, 134;
lAuguat 1962, 166; September 1962, 153; October 1962, 388.
Upon motion of Commissioner Bennett, seconded by Commissioner Jones, and
animously adopted, the Clerk of Superior Court was authorized to employ temporary
rt time help on an hourly basis.
Chairman Stanford read a letter from Judge L. J. Phipps. Judge Phipps stated,
"1 have checked with the Recorder's Court officials, the Clerk's office, the
Sheriff's department, the highway patrolmen, and the attorneys both in and out of
the county who regularly practice in the Orange County Recorder's Court, and I have
come to the conclusion that the Recorder's Court can operate more efficiently and
with leas conflict with courts in the adjoining counties if the'commissioners will
change the regular time for the holding of this court from 10:00 on Monday to 10:00
on Wednesday of each week."
'Upon motion of Commissioner Jones, seconded by Commissioner Bennett, and unanimous
ly adopted, the regular time for holding of Recorder's Court was changed from 10:00
on Monday to 10:00 on Wednesday of each week, this change to become effective January
11969.
The subject of zoning was brought to the floor by Chairman Stanford. Letters
endorsing zoning from the following citizens and'organizations were presented: Dr.
& Mrs. Newton Fischer, Mrs. Marion B. Roberts, Fred T. Claytor, May'U the Town of
Hillsboro and the Hillsboro Garden Club. A resolution in opposition to county wide
zoning from the Orange County Y.D.C. was presented. Chairman Stanford also presented
another letter from Fred T. Claytor, Mayor of the Town of Hillsboro, which stated,
"at a special meeting of.the Board of Commissioners of the Town of Hillsboro held at
the City Hall October 22, 1962, it was resolved by unanimous vote that.the Board of
County Commissioners pass an ordinance at the earliest possible time to zone the Town
of Hillsboro to the city limits in each direction".
A petition signed by citizens of the Town of Hillsboro which read as follows was
presented: "we, the undersigned, being legal residents, citizens and taxpayers of
the Town of Hillsboro, do respectfully request the Orange County Board of Commissioners
to reject and refuse to enact into law the proposed zoning ordinance for the Town
of Hillsboro".
Upon motion of Commissioner Walker, seconded by Commissioner Bennett, it was
. that county wide zoning be rejected.
Chairman Stanford offered this motion for discussion to those in attendance.
C. R. Laws presented petitions requesting that county wide zoning be rejected. Mr.
Laws retained the petitions he had shown.
Chairman Stanford called for a vote on Commissioner Walker's motion and same was
mously passed.
Upon motion of Commissioner Jones, seconded by Commissioner Bennett, the following
otion was presented: I move that the zoning ordinance to be put into effect immedi-
tely in the Hillsboro Township, including the Town of Hillsboro except in the area
f Hillsboro Township that lies west of a line running from Chapel Bill Township to
eder Grove Township and paralleling and coinciding with the western boundary of the
own of Hillsboro.
After a discussion of this motion Commissioner Jones requested that Commissioner
ennett withdraw his second so that the motion could be withdrawn: Commissioner
ennett agreed to withdraw his second of said motion and Commissioner Jones took his
otion from the floor.
The zoning discussion was discontinued to allow the members of the A.B.C. Board
present a copy of their quarterly audit.
A discussion concerning price, policies and taxing policies of the State
.B.C. Board ensued. Chairman Stanford suggested he be allowed to take up this

matter with the State Association of the County Commissioners. The Boards agreed
this should be done.
Upon motion of Commissioner Jones, seconded by Commissioner Walker for the purpose
of discussion, the following motion was presented, that zoning be instituted in an areE
coincedent with the boundaries of the Town of Hillsboro.
A discussion ensued pertaining to this motion and Commissioner Walker withdrew
his second.
Upon motion of Commissioner Jones, seconded by Commissioner Bennett for the
purpose of discussion, the following motion was presented, that the zoning ordinance
be put into effect immediately in the Hillsboro Township, including the Town of
Hillsboro except in the area of Hillsboro Township that lies west of a line running
from Chapel Hill Township to Ceder Grove Township and paralleling and coinciding with
the western boundary of the Town of Hillsboro.
Discussion ensued pertaining to Commissioners Jones, motion.
Upon motion of Commissioner Jones and unanimously adopted the matter pertaining
to the zoning of the Town of Hillsboro was tabled.
Upon motion of Commissioner Walker, seconded by Commissioner McDade, it was
moved and unanimously adopted, that a public hearing be held if Commissioner Jones
last motion be brought forth for reconsideration.
A letter from the Orange County Historical Museum was presented by Chairman
Stanford. It stated that the members of the Museum Committee had been informed that
the county planned to repair or replace the existing roof on the old Orange County
Courthouse. The Committee requested that in the event a new roof,is scheduled
and if it were at all feasible that an effort be made to see that an authenticate
replacement of the roof be considered.
A letter from Elaine G. Dorsett, Executive Secretary of the Hillsboro Chamber
of Commerce & Merchants Association, was presented by Chairman Stanford. Mrs.
Dorsett asked "would the county be willing to include in its budget an appropriation
for the publication of County-Wide brochures". She stated that these are needed
because of the numerous request for brochures received by her office.
A letter of application from Clayton L. Haithcock for the position of Veterans
Service Officer was presented by Chairman Stanford. The Clerk was requested to
file said letter.
Chairman Stanford read a letter from H. Conway Browning. Mr. Browning requested
that the Board become a member of the Eno Fire Protection Association ro to make a
contribution to said Association, as.he felt that said Association was performing a
public service in and for the community.
Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and
unanimously adopted, one hundred dollars ($100.00) was appropriated for contribution
to the Eno Fire Protection Association.
The Board of Education requested that they be given permission to proceed with
plans for the construction of Central Junior High School.
Upon motion of Commissioner McDade, seconded by Commissioner Walker, and
unanimously adopted, the Board of Education was granted permission to proceed with
construction plans for Central Junior High School.
The following road petitions were submitted and the Clerk was authorized to
forward same to the State Highway Commission,

Chairman Stanford informed the Board that due to the world situation at this
time Walter Wrenn former Civil Defense Director had returned to this position for a
temporary period. The Chairman emphasized that the Board must in the near future
I select a new Civil Defense Director.
The following names were drawn to serve as Jurors for the December 1st 'term
of Criminal,Court,and the January, 1963, term of Civil Court.
