PURPOSE: To discuss the Comprehensive Plan Land Use Element Process, including the
Comprehensive Plan Land Use Committee (CPLUC).
BACKGROUND: This item is continued from the March 19, 2002 BOCC meeting. Based upon
the discussion at that meeting, the process and schedule that will be used for updating the Land
Use Element has been amended. The attached Comprehensive Plan Land Use Element Process
and Schedule describes in detail the 8 steps that will be undertaken during this process. Specific
changes in the process include:
• An overview of the growth management challenges facing the County will be presented for your
review. This information is a more elaborate discussion of the Power Point material presented
at the February 25, 2002 BOCC informational meeting. This information will be given to the
CPLUC once the BOCC has authorized the distribution.
• The CPLUC will begin meeting at the BOCC's discretion.
• The Small Area Plan Committees (SAPC) will begin after the BOCC has heard the results of
CPLUC meetings and established the committees.
• The Community Outreach meetings will begin after the BOCC has heard the results of the
SAPC meetings and approved the meeting details.
• The dates for each step have not been assigned.
The Comprehensive Plan Land Use Element Meetings attachment illustrates the three types of
meetings that will be held and the relationship between them. The "Guiding Principle to
Implementation Tools"Chart shows the relationship between the BOCC's Guiding Principles and
the Goals, Objectives, Policies, and Implementation Tools that will be in the Comprehensive Plan.
Finally, the Draft Example of Goals, Objectives, Policies, and Implementation Tools attachment
demonstrates how it would look in the Comprehensive Plan.

FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): The Manager recommends that the Board either:
• Schedule another. meeting for the BOCC to continue review material; or
• Approve the material for the CPLUC and appoint Committee members.

LAND-USE ELEMENT PROCESS AND SCHEDULE
Step 1 BOARD OF COUNTY COMMISSIONERS (BOCC)
Date: April 3, 2002
Where: Southern Human Services Center
Purpose:
• To hear a report on the growth management challenges of the County
• To formally establish the Comprehensive Plan Land Use Committee (CPLUC)
• To present background on current land use conditions and analysis of countywide
development trends,
• To discuss growth projection scenarios, and
• To develop various options and tools available are discussed.
Meeting Content
• Staff will review of the Guiding Principles
• Staff will report on the growth management challenges of the County, a more
elaborate discussion of the Power Point material presented at the February 25,
2002 informational meeting
• No policy decisions are being suggested, just hypothetical scenarios.
• No policy decisions are made until the end of process.
Outcome: Establish eight-member Comprehensive Plan Land Use Committee with 2
members from Board of County Commissioners, and one member from the Planning
Board, Board of Health and Environmental Health, Commission for Environment,
Agriculture Preservation, Water Resource Committee, and Economic Development
Committee

Step 2A COMPREHENSIVE PLAN LAND USE COMMITTEE (CPLUC)
Date: thru
Where: Food Lab
Composition: Eight members from various County Boards and Commissions. The Board
of County Commissioners can either appoint the members or solicit volunteers from the
Boards and Commissions themselves.
Purpose:
• To have staff present background on current land use conditions and analysis of
countywide development trends,
• To have staff present the various growth projection scenarios, and
• To have the Committee offers their perspective on the pros and cons of resolving
and addressing issues.
Meeting Content:
• First Meetina: Review of Existing Land Use Conditions and discussion of Urban
Growth Boundaries
• Second Meeting: Review of the various Growth Scenarios and the possible future
conditions that may occur (i.e.traffic, loss of environment, water quality
degradation, public service burdens, etc.).
• Third Meeting: Pros and cons of various growth management tools
• Fourth Meeting: Framework of Goals, Objectives, and Policies
Outcome: No decisions. Staff receives feedback on the wide range of growth
management tools, and is given discussion points for the Small Area Plan Committees
(SAPC). After the extensive framework of Land Use Goals, Objectives, and Policies is
created, then a handoff occurs to the SAPC to address the uniqueness of their specific
area of Orange County.
Step 213 BOCC APPOINTS SMALL AREA PLAN COMMITTEES (SAPC)

Purpose:
• To formally establish the SAPC
Meeting Content:
• Review results of CPLUC meetings and establish SAPC's
Outcome: BOCC appoints the SAPC for each of the 8 sub-areas: Cane Creek/Bingham,
Chapel Hill/Carrboro, Efland, Hillsborough area, Little River, Lower Eno, Mebane, and
Upper Eno/Cedar Grove.

Step 3A SMALL AREA PLAN COMMITTEES (SAPC)
Date: thru
Where: Meetings shall be within each of the Small Areas
Composition: Each SAPC will consist of 8 to 12 people, as determined by the BOCC,
including at least 1 County Commissioner. The other committee members possibly will
include community representatives, representatives from various Boards/Commissions,
and representatives from other local governments, as appropriate. SAPC will be created
for each of the 8 sub-areas: Cane Creek/Bingham, Chapel Hill/Carrboro, Efland,
Hillsborough area, Little River, Lower Eno, Mebane, and Upper Eno/Cedar Grove.
Purpose:
• To hear from various county staff(Planning, ERCD, EDC) about the various
challenges that growth is imposing on the area
• To hear additional perspective about the pros and cons of various growth
management tools
Meeting Content:
• First Meeting: Review of challenges presented by growth
• Second Meeting: Pros and cons of various growth management tools that would be
applicable in their area to address issues
Outcome: No decisions. Staff will receive additional feedback about the wide range of
growth management tools available and their applicability within specific areas of the
County.
Step 313 UPDATE THE BOARD OF COUNTY COMMISSIONERS

Purpose:
• To update BOCC on status of the Comprehensive Planning process
• To authorize the Public Outreach Community Meetings
Meeting Content:
Review results of SAPC meetings -
Outcome: BOCC is updated on Comprehensive Planning Process, and is to authorize
Staff to proceed with the Public Outreach Community Meetings phase of the
Comprehensive Planning process.

Step 4 PUBLIC OUTREACH COMMUNITY MEETINGS COUNTYWIDE ISSUES AND SMALL
AREA MEETING

Where: Meetings shall be within each of the Small Areas
Composition: No formal composition. Staff will lead community meetings. Staff is
considering the possibility of the Conflict Resolution Consortium from UNC-IOG assisting
in the facilitation of these meetings.
Purpose:
• To conduct a public meeting in each of the eight Small Areas
• To explain the Comprehensive Planning process and issues, and
• To solicit more input from the general public.
Meeting Content:
• Provide Background on Plan and Planning Process
• Review Existing Land Use Conditions
• Describe Various Growth Scenarios and the possible future conditions that may
occur.
• Explain various Growth Management Tools to Address Issues
• Receive Input from residents on Growth Scenarios
Outcome: A list of public comments and concerns.

Step 5A RECONVENE CPLUC AND SAPC TO DISCUSS PUBLIC OUTREACH

Purpose:
• To hold SAPC and CPLUC Meetings
• To review results of the public outreach meetings, and
• To develop an all-inclusive list of Growth Management Tools to address issues
Meeting Content:
• Review results of public outreach meetings
• Discuss the various Growth Management Tools
• Create all-inclusive list of Growth Management Tools including pros and cons, for
presentation at the Public Hearing
Outcome: An all-inclusive list of Growth Management Tools
Step 513 UPDATE THE BOARD OF COUNTY COMMISSIONERS
