Amended Plan
PURPOSE: To approve a resolution amending the 2020 Eno Haw Regional Hazard Mitigation
Plan.
BACKGROUND: In 2020, the Orange County Board of Commissioners formally adopted the
2020 Eno Haw Regional Hazard Mitigation Plan. This plan identifies natural and man-made
threats and hazards to the community and identifies solutions to lessen the impacts of these
disasters.
The Federal Emergency Management Agency has allocated over $2.3 billion to the Building
Resilient Infrastructure in Communities (BRIC) and $800 million to the Flood Mitigation Assistance
(FMA) programs. The Orange County Planning and Inspections Department and the Emergency
Services Department— Emergency Management Division have identified point repairs to the Lake
Orange Spillway as a potential project for these grant programs. As such, this initiative will need
to be incorporated into the 2020 Eno Haw Regional Hazard Mitigation Plan.
FINANCIAL IMPACT: There is no financial impact associated with amending the 2020 Eno Haw
Regional Hazard Mitigation Plan.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the
Chair to sign the resolution approving the amendment to the 2020 Eno Haw Regional Hazard
Mitigation Plan.

RESOLUTION
2020 Eno Haw Regional Hazard Mitigation Plan Amendment
WHEREAS, Orange County is vulnerable to an array of natural hazards that can cause loss of
life and damage to public and private property; and
WHEREAS, Orange County desires to seek ways to mitigation situations that may aggravate such
circumstances; and
WHEREAS, Orange County has identified point repairs to the Lake Orange spillway as additional
infrastructure to limit the impacts of natural hazards to our community; and
WHEREAS, we, the Orange County Board of Commissioners, formally adopted the Eno Haw
Regional Hazard Mitigation Plan in 2020;
NOW, THEREFORE, BE IT RESOLVED, that the Orange County Board of Commissioners:
1. Adopts Amendment One, Attachment A, to the Eno Haw Regional Hazard Mitigation Plan;
2. Agrees to take such other official action as may be reasonably required to carry out the
proposed project to the extent that such are eligible under the Federal Emergency
Management Agency's Flood Mitigation Assistance Grant program; and
3. Agrees to incorporate the salient points of this amendment into the next update of the
Orange County Annex M to the Eno Haw Regional Hazard Mitigation Plan.
BE IT FURTHER RESOLVED, by the Orange County Board of Commissioners that this resolution
shall take effect immediately upon its adoption.
