a. Efland-Mebane Small Area Plan Task Force - At the December 14,
2004 BOCC meeting, the BOGC appointed a citizen task force to assist
Planning Staff with the development of a Small Area Plan for the Efland
area. The Task Force has 14 members comprised primarily of community
representatives and two members from the City of Mebane: Patty
Philipps, an elected official who serves on the City Council and Everette
Greene, the City of Mebane's Planning Board chairperson. Other County
departments have presented information to the Task Force, including the
county s TDR consultant.
The Task Force met for the first time on January 25, 2005 and has met a
total of eight (8) times this year, with the most recent meeting occurring on
June 30, 2005. A list of "Consensus Ideas" resulting from topics
discussed at the meetings has been developed and Planning Staff is
currently working on draft text for a plan. The Task Farce will be re-
convened in mid-September to continue work on the draft Area Plan.
The group has generally acknowledged that there are limitations on the
amount and extent of growth potential in the area. With this in mind,
planning ideas will be sought to coordinate future land use with resources
and services.
Topics to be addressed in the Small Area Plan include:
• Review of the 1981 Orange County Land Use Plan (LUP)
• Review of the 1991 Efland Plan (covered a smaller geographic area
than the area currently under review)
• Area Analysis
• Infrastructure
^ Water service
• Sewer service
• Transportation network
• Communication systems
• Land Use and Zoning (including subdivision and community design
issues)
• Parks and Recreation
• Housing
• Economic Development
Planning Staff is working towards completing the Efland-Mebane Small
Area Plan by the fall of 2005 and bringing it to the BOCC for review and
consideration in late 2005 or early 2006.
