BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program. The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Additionally, present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, all contractors participating in the County's Rehabilitation Program are required to utilize current deconstruction and material recycling methods during the repair process. Sealed bids were solicited from participating contractors on March 11, 2002. Bid results are attached. Three bids were received for each unit with Taylor Home Improvements submitting the lowest bid for each dwelling unit. FINANCIAL IMPACT: The CDBG Program provides funding for this program. Install a drain basin on the right/rear side of house. The drain basin shall be a minimum of 24"x 24". The basin shall be constructed of thick black plastic. The drain basin will collect the water that is heading toward the house. Connect 6" solid drain tile to the basin and run the tile to the lower end of the lot. Plant grass seed and straw the disturbed area of the yard. The drain basin shall have a thick plastic grid to prevent debris from entering the drain lines. 2. Pressure wash the exterior. Paint the siding with flat exterior latex. Paint the exterior trim with semi-gloss exterior latex. Paint the shutters with semigloss latex paint. Paint to cover completely. 3. Remove the existing laundry room door. Install a six panel,metal insulated door unit with weather-stripping and threshold. Install a new lockset. The lockset is to be keyed the same as the front and side locksets. 4. Remove the gutter on the left front and replace the rotten gutter board. Reinstall the old gutter. MECHANICAL: 1. Install a propane gas split heat and air system. System to be 92% efficient. Install insulated ductwork. Make all mechanical and electrical connections. Install a service platform in the attic for the furnace. Build a catwalk from the disappearing stairway to the heat system. Install the condensing unit on concrete slab on the back side of the house. WINDOWS: 1. Remove the existing windows and storm windows. Provide attic access by installing a disappearing stairway in the hallway. 2. Prepare the walls for paint. Paint the walls with flat latex paint. Paint the walls with the existing color. BATHROOM: 1. Install a new exhaust fan in the bathroom. Vent the exhaust through the boxing overhang. Use an approved exhaust cover for bathroom ventilation. 2. Remount the existing vanity to the wall. Use 2 %2 inch wood screws. BEDROOM# 1: 1. Install a door bumper behind the door, located on the baseboard. BEDROOM#2: 1. Install a door bumper behind the door, located on the baseboard. 2. Adjust the door keeper so that the door will latch. 3. Prepare the walls for paint. Paint the walls with fl--t latex paint. Skim the damaged spot on the left rear wall. Sand the sheetrock filler smooth. 3. Prepare the walls for paint. Paint the walls with flat latex paint. Paint the walls with the existing color. KITCHEN: 1. Install V4 round molding at the base of the cabinets to hide the crack between the tile and the kitchen cabinets. 2. Install a 4 inch section of baseboard beside the kitchen door. 3. Paint the section of wall located above the kitchen sink. 4. Install a metal 9 light insulated exterior door unit. Install a lockset, deadbolt and interior trim to match the existing trim. Paint the door and trim with semigloss latex paint. Paint to cover completely. 5. Install a new full glass aluminum storm door. Door to have a self- storing glass and screen, lever action handle,key,pneumatic closure and vinyl sweep. Door is to have a lifetime warranty. MISCELLANEOUS: 1. Clean the gutters. Reinstall the leave guards. 2. Chalk around the bathroom ceiling. Use white latex chalk. 3. Install a dryer vent cover, located on the driveway side. 4. Remove all of the old baseboard heat registers. 5. Repair wall where baseboard registers were removed. Prime area and paint. Install four GFI outlets, one in the bathroom and three in the kitchen. 2. Replace three outlets in the left/rear bedroom. 3. Install a light for the heat/air system in the attic. 4. Install electric smoke detectors in all bedrooms, and one in the hallway. 5. Replace the broken receptacle covers in all the bedrooms. 6. Install a new light fixture over the kitchen sink. 7. Disconnect all wires for the baseboard heat at the electrical panel. 8. Install Arc-Fault Circuit Interrupter Protection breakers in all the sleeping rooms. PLUMBING: 1. Install a 3/4 inch pipe on the pressure relief valve on the hot water heater. TERMITE TREATMENT: 1. Provide a termite inspection and treatment. TOTAL MATERIALS AND LABOR
