Laughlin Environmental Services Division DATE: 08-22-22 SUBJECT: OCSWM North Landfill: Proposal: Monitoring Well Construction 2022 TRC Project No. 507983-02 TRC Companies (formerly Draper Aden Associates) proposes to provide professional environmental services to Orange County Solid Waste Management (OCSWM) pertaining to the construction of two groundwater monitoring wells in connection with the North sanitary landfill, in accordance with an existing Services Agreement between OCSWM and TRC. Specifically, we propose to provide the following services – • Project management services, to include:  Field meeting / stake out at proposed on-site well location.  Field meeting / stake out at proposed off-site location at Town of Chapel Hill Transit facility.  Prepare maps/figures showing proposed locations of monitoring wells.  Prepare request for proposals / submit to selected drilling firms.  Conduct pre-proposal site meeting with interested drilling firms.  Evaluate proposals from drilling firms / secure contract for construction of the two monitoring wells.  Prepare Application to Construct the off-site monitoring well / submit to NC-DEQ for review and approval.  Communicate (email, telephone) with OCSWM personnel, NC-DEQ staff, contracted surveyor (Summit) personnel, drilling firm personnel, TRC project personnel to help coordinate and manage various tasks associated with construction of the two monitoring wells. We reserve the right to adjust specifications in response to unanticipated subsurface (geological) conditions. Drilling and well construction to be performed under contract between selected drilling firm and TRC.  Observe and document drilling and well construction procedures.  Obtain and describe soil / rock samples as encountered during drilling. • Reporting services:  Prepare well completion log for each monitoring well.  Prepare accompanying narrative report, to be submitted to OCSWM and to NC-DEQ. OWNER’S RESPONSIBILITIES. Owner shall provide access to TRC personnel to enter the landfill during normal operating hours, or on other days or times as mutually agreed, to provide the field services associated with the tasks outlined above. Similarly, OCSWM shall arrange for access to TRC personnel and their subcontractors to the Town of Chapel Hill Transit site , to provide the field services associated with the tasks outlined above. COMPENSATION. Compensation to TRC for successfully providing the services outlined above shall be as follows: Task Fee Fee structure well construction 2022 $32,000 lump sum To authorize initiation of the proposed work, please sign and date this proposal, and return a copy to our office.
