I. Call to Order
A. Commissioner&Chair, Frances Castillo
i. Called meeting to order at 6:04 p.m.
II. Minutes Approval—March 22, 2022
A. Approval
i. Motion made by Commissioner Seese; Second by Commissioner Driver
ii. March 22, 2022 minutes approved
III. County Updates
A. Human Rights & Relations Interim Director,Sharron Hinton
i. Interviews for the Human Rights& Relations director position will be held during the week
of May 2,2022.There will be two-panel interviews, one consisting of County departmental
leads and one consisting of County community members. The County Manager, Bonnie
Hammersley, and the Deputy County Manager, Travis Myren, will interview the final
candidates.
IV. Executive Committee Report
A. Commissioner&Chair, Frances Castillo
i. A doodle poll will be submitted to the Commission to determine Commissioner
availabilities for board orientation and a virtual retreat.
ii. Commissioners should have received a Google document to confirm their contact
information.
iii. Executive Committee members will be meeting with Human Rights & Relations staff to
discuss Fair Housing training. Board of County Commissioners member Anna Richards,
would be interested in the possibility of doing this in collaboration with the Affordable
Housing Commission. Commission Graham, a member of both the Human Relations
Commission and Affordable Housing Commission will look into ways that the two
Commissions can work together on initiative.
iv. There will be a joint meeting between the Orange County Board of County Commissioner
and the Orange County School Board on Thursday,April 28 at 7:00 p.m.for the purpose of
discussing school safety, mental health, teacher retention and recruitment, and human &
community services. The Executive committee would like to make sure that there is a
Human Relations Commission representative present during this meeting.
1. Commissioner Seese has volunteered to attend on the behalf of the Commission
V. HRC Reappointment
A. Commissioner Beecham has not responded to inquiries regarding her continuation with the Human
Relations Commission.
i. Commissioner Castillo will continue trying to make contact with Commissioner Beecham
& Interim Director Hinton will contact the County Clerk for my guidance on how to best
proceed with reappointment.
VI. HRC Events&Committee Reports
A. Committee Formation
i. Pauli Murray Awards Committee
1. Motion made by Commissioner Castillo to form the Pauli Murray Award
Committee. Second made by Commissioner Garcia-Turner.
2. Motion passed to approve the formation of the Pauli Murray Award Committee.
3. Commissioners Seese and Fath have agreed to join the Pauli Murray Award
Committee.
B. Committee Report
i. Board Diversity Committee I Ana Garcia-Turner
1. Committee has received the completed Diversity Survey but has not yet had the
opportunity to review the results. They will be prepared to report out to the
Commission by next month's session and will provide the Commissioners with
access to the results.
ii. Communications Committee I Ellis Driver& Francis Castillo
1. Committee is exploring how to engage in a Community Conversation about
learning about race in schools and Commission recruitment efforts.
VI 1. Other Business/Announcement/Upcoming Events
A. Human Rights & Relations Interim Director,Sharron Hinton
i. Human Rights&Relations department will be collaborating with Orange County Rape Crisis
Center and El Centro Hispano for the Latino Resource Festival on Saturday,April 30 at the
Seymour Center.
