BACKGROUND: Michael F. Easley, Governor of North Carolina, has proclaimed the week of April 14 through 20, 2002, as Public Safety Telecommunicators' Week in North Carolina, in recognition of the telecommunicators that work in emergency dispatch centers serving the citizens of this state. Two national organizations also recognize and proclaim this week on behalf of telecommunicators nationwide. Those organizations are the Association of Public Safety Communications Officials and the National Emergency Numbers Association. Telecommunicators in Orange County are active in both organizations, working toward enhancing the quality of service that communications centers provide. Orange County's communications center provides 9-1-1 service to all citizens in the County and dispatches the appropriate emergency services and law enforcement in time of need. Orange County's telecommunicators are among the highest trained in the state. Telecommunicators provide a valuable service to the citizens and make Orange County a safer place to live. FINANCIAL IMPACT: None. RECOMMEND T ION(S): The Manager recommenuo ii hat the Board adopt the Proclamation and authorize the Chair to sign it. 2 + ORANGE COUNTY BOARD OF COMMISSIONERS PUBLIC SAFETY TELECOMMUNICATORS' WEEK A PROCLAMATION ,, WHEREAS, Thousands of dedicated Telecommunicators daily serve the citizens of the United States and Canada by answering their telephone calls for law enforcement, fire, and emergency medical services by dispatching the appropriate assistance as quickly as possible; and WHEREAS, The critical functions performed by professional Telecommunicators also include those related to forestry and conservation operations, highway safety and maintenance activities, and many other operations performed by federal, state and local government agencies; and WHEREAS, Professional Telecommunicators work to improve the emergency response capabilities of these communication systems through their leadership and participation in training programs and other activities provided by the Association of Public Safety Communications Officials and the National Emergency Number Association; and WHEREAS, These associations are organizations of more than 10,000 people engaged in the design, installation and operation of emergency response communications, has set aside the week beginning April 14, 2002, to recognize Telecommunicators and their crucial role in the protection of life and property; and WHEREAS, Michael F. Easley, Governor of North Carolina, has proclaimed the week of April 14-20,2002, as Public Safety Telecommunicator Week in North Carolina; NOW, THEREFORE, we the Orange County Board of Commissioners hereby proclaim the week of April 14-20, 2002, as "Public Safety Telecommunicators' Week" in Orange County, North Carolina, in honor and recognition of our County's Telecommunicators and the vital contributions they make to the safety and well being of our citizens. EASLEY GOVERNOR PUBLIC SAFETY TELECOMMUNICATOR'S WEEK 2002 BY THE GOVERNOR OF THE STATE OF NORTH CAROLINA A PROCLAMATION- WHEREAS,the services and functions performed by public safety telecommunicators are critical to the safety and welfare of the citizens of North Carolina; and WHEREAS, public safety telecommunicators provide 24-hour-a-day service as the vital link in the chain of emergency services providers; and WHEREAS,these dedicated professionals are the initial point of contact for citizens in crisis situations who need emergency services assistance; and WHEREAS,public safety telecommunicators work long hours answering the public's daily cries for help, and are often instrumental in saving lives and reducing property damage when tragedy strikes; NOW, THEREFORE, I, MICHAEL F. EASLEY, Governor of the State of North Carolina, do hereby proclaim April 14-20,2002, as "PUBLIC 0tiYwETY TELECOMMUNICATOR'S WEEK" in North Carolina, and urge our citizens to acknowledge the contributions of these loyal public servants.
