BACKGROUND: The Commission for the Environment advises the Board of Commissioners on matters affecting the environment with particular emphasis on protection. It educates the public and local officials on environmental issues and performs special studies and projects. It also recommends environmental initiatives and study changes in environmental science and local and federal regulations. The Board of County Commissioners appoints all 15 members, including 10 At-Large members and 5 members with expertise in specific fields. RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to the Commission for the Environment. 3 ORANGE COUNTY ift Department of Environment, Agriculture,Parks&Recreation August 9, 2022 Ms. Laura Jensen Clerk to the Board of County Commissioners 200 South Cameron Street Hillsborough, NC 27278 Dear Ms. Jensen: The Commission for the Environment (CFE) currently has three vacancies. After reviewing the current list of applicants, the CFE would like to recommend the following individuals for appointment to the vacant positions: Mark Randall to position#12 (Engineering), Geneva Gray to position#2 (Air Quality), and Regina Baratta to position#13 (At Large). The CFE would benefit greatly from the background of these applicants. Carrie Fletcher was in position#8 (At Large) and has expressed interest in resigning from the CFE but never submitted the written resignation despite claiming to by email. She has missed the last four consecutive meetings so the CFE voted at the August 81h meeting to recommend her removal from the CFE by the Board of County Commissioners. The CFE would like to leave her position open at this time in order to continue their outreach efforts to bring diversity to the board. As an atmospheric scientists with training in the physics, chemistry, and political science of air quality, I would add a unique perspective to environmental issues. My scientific training has taught me to be respectful of individuals with different life experience and view points, which I believe is critical in serving on a commission as important as the commission for the environment. I also believe my status as an early career scientists, mother, and first generation college graduate will add diversity to the viewpoints within the commission. During advisory board meetings, a member shall immediately disclose any potential conflict of interest and request to be excused from voting when he or she has a conflict of interest. 2. The advisory board chair should consult with the County Attorney or staff attorney on any potential conflict of interest in appeal matters. 3. Because we come in and provide much needed funding in the early stages of a project I am in a unique position to see a lot of different types of commercially viable technologies and solutions to reduce greenhouse gas emissions (solar, biogas, CO2 capture/sequestration, battery storage, small hydroelectric, fuels cells, and waste to value projects, to name a few). I would contribute to the diversity of viewpoints by bringing a perspective that is focused on understanding the types of projects and solutions that work today, are financeable, and are 19 Page 2 of 2 Erik Lensch being deployed at a rapid pace to reduce our carbon footprint. I see project opportunities in CA, the Midwest, Pacific Northwest, the northeast and south, as well as Canada and western Europe. So I would bring a national and international perspective, what is being done in other communities around the US. I bring a project financing point of view—what cannot get financed won't get built, and what won't get built won't help us slow down global warming. I am passionate about reducing our carbon footprint and my company only finances projects that seek to achieve this goal. My dad had a solar energy business back in the late seventies and early 80's. I like to say that he was 30 years ahead of his time, and we don't have the luxury of waiting another 30 years to create lasting, positive change. Violent weather, droughts, flooding are key impacts that Orange County will have to deal with. -It should be remembered that current U.S. emissions are only about 16% of the global total and Orange county's under 0.2 % of the global total. 22 Page 2 of 2 Frank Princiotta -Note that not just CO2 but methane and nitrous oxide emissions need to be reduced dramatically as well; this is not possible without fundamental changes in our meat-based diets. So if appointed to the board I will argue that preparing for what are likely to be serious climate impacts should be a top priority, also known as adaptation. Of course we need make decisions at the county and household levels to reduce our GHG footprint. We also need to encourage Electric Utilities to decarbonize their power generation systems as soon as possible. I am well versed on these issues as well.
