a. Land Use Element Update -Next Steps and Planning Board Role- At
the June 1, 20Q5, Planning Board Meeting, staff was asked to provide
additional information regarding its role in the completion of the LUE
Update and a schedule for activities that would involve the Board,
The Planning Board's role in the remainder of the LUE Update process, as
outlined in Attachment 1a, is to:
• Review draft LUE text;
• Provide written and verbal comments on draft LUE text;
Provide new ideas or alternatives to Planning StafFs
recommendations, as determined by the Board;
• Attend the Public Hearing; and
• Provide a recommendation to the Board of County Commissioners
on draft LUE text and implementing zoning amendments.
Attachment 1 b provides an outline for the LUE text and dates for
distributing the text to the Planning Board, Planning Staff distributed
approximately''/2 of the draft LUE text to the Board on July 13m The Board
will receive the remainder of the draft text in their September agenda
packet.
b. Comprehensive Plan (Other Elements) -Process and Roles- At the
.June t, 20Q5, Planning Board Meeting, the Board also asked staff to
provide additional information regarding its role in the completion of the
remaining Elements of the Comprehensive Plan,
Attachment 2a reflects process guidelines to establish a baseline of key
components that should be included in the development or update of the
remaining Comprehensive Plan Elements, The intent of these guidelines
is to establish some consistency in the Element development or update
processes without eliminating opportunities for flexibility and creativity, In
other words, the process used to develop or update each Element is not
expected to be exactly the same but they are expected to have some
common, key components. The ultimate process to be used to develop
each Element will be approved by the County Commissioners at the
onset.
Attachment 2b defines the roles of the Board of County Commissioners,
county advisory boards, and staff in the development of the remaining
Comprehensive Plan Elements.

Attachment 3 is specific to the Planning Board and Planning Staff and
identifies the roles that each is to play in the completion of the remaining
Comprehensive Plan Elements, This information is intended to provide
the Planning Board with some general direction, from staffs point of view,
on the role of the Planning Board in other Elements of the Comprehensive
Plan, The County Commissioners will approve the roles of Planning Staff
and the Planning Board at the onset of each Element update or
development process following stakeholder identification and a
recommendation from staff.

PROCESS GUIDELINES FOR DEVELOPING INDIVIDUAL ELEMENTS OF THE
COMPREHENSIVE PLAN
Note: The following guidelines have been established to provide a baseline of key components that
should be included in the process used to develop or update each of the Comprehensive Plan Elements.
The intent of these guidelines is to establish some consistency in the Element development or update
processes without eliminating opportunities for flexibility and creativity.
Stakeholder Identification -Respective staffs identify the advisory boards that may fill
the "Lead" and "Liaison" roles (See attached Comprehensive Plan Element Preparation
Roles) during Element development for consideration by the Board of County
Commissioners. The Lead role may be shared between two or more boards and in this
case, subcommittees created to develop appropriate sections of the draft Element. The
Board of County Commissioners at their retreat may set or receive recommendations of
priorities ahead.
Appoint Advisory Board Liaisons -Each advisory board that will have a liaison role shall
appoint 2 liaisons from their board to:
a, Attend an Element Preparation Orientation Meeting and bi-annual Information
Sharing Sessions (See below);
b. Provide their board's perspective; and
c. Provide feedback to their board.
3. Element Preparation Orientation Meeting and bi-anhual Information Sharing Sessions
Conduct an Element Preparation Orientation Meeting, jointly with the lead advisory
board(s) and advisory board liaisons to:
Establish an understanding of the boards role(s) and the comprehensive and
inter-related (and sometimes inconsistent or incompatible) nature of goals as
they migrate towards implementation; and
Initiate the Regulation Amendment Details, Analysis, and Reporting (RADAR)
tracking process by filling out the RADAR form (See attached). This form will
be updated throughout the Element completion process and may be used to
help convey information to the County Commissioners.
b. Conduct bi-annual Information Sharing Sessions, jointly with the lead advisory
board(s) and advisory board liaisons to:
• Gather/share information for advisory board liaisons to report back to their full
boards;
• Gain perspective from the various advisory boards; and
• Discuss findings, identify inconsistencies or conflicts, if any.
4, Develop a public participation process -The procedures shall include the following:
a. Identification of Lead advisory board(s) and advisory board Liaisons;
b. Provisions to assure that real property owners are put on notice, through
advertisement in a newspaper of general circulation in the area or other method
adopted by the local government, of official actions that will affect the use of their
property;
o Provisions for notice to keep the general public informed;

Provisions to assure that there are opportunities for the public to provide written
comments;
e, Provisions to assure that the required public hearings are held; and
f, Provisions to assure the consideration of and response to public comments.
5.. Reporting Mechanism -The lead advisory board(s) chair(s) and/or staff can update the
Board of County Commissioners as each element begins and at periods throughout the
element development process. The RADAR farm may be used as a primary reporting
merhanism,
6a. Lead Advisory Board(s) Perspective and Work Products -The Lead Advisory
Board(s) will conduct focused 'discovery' and assessment of existing conditions based
on their own area(s) of interest and perspective, The Lead Advisory Board(s) will
address trends, challenges and solutions in a consistent format, Studies or reports can
be used as appendices to the Element. The completed Element should include goals,
objectives, and action strategies for accomplishing said goals. Action strategies shall be
identified and categorized as either Regulatory or Non-Regulatory (voluntary) or other
specific implementation strategy. The final work product could also include
majority/minority reports and priorities if necessary,
6b, Planning Board Ordinance Review Committee -Should an Element include
Regulatory action strategies, involving amendment to any of the county's land use
ordinances (i,e, zoning, subdivision, etc.), such strategies shall be brought forward to the
Planning Board Ordinance Review Committee for discussion and comment prior to the
Element Public Hearing adoption process. Non-regulatory items or policies that will be
otherwise implemented will note the 'action strategy' to implement the policy. This may
be directly through the BOCC (e.g„ Affordable Housing Policy).
7, Public Hearing Process -The lead Advisory Board(s) and Departments that are
responsible far the specific element will be the 'ambassadors' with staff support to escort
these updates through the process..
Note: Comprehensive Plan Consistency Coordinator -The Planning Department,
Comprehensive Planning Division would offer a dedicated liaison planner to be the
coordinator and liaison with other departments as they undertake their specific element
update. This will not be a lead planning or planner role for individual elements, but a
fuhction that ensures consistency in Element format and layout. The Consistency
Coordinator will not be involved in the development of the respective element's content,
but may provide base demographic and socio-economic data. The Consistency
Coordinator would be involved as needed, through the development of each Element.

Comprehensive Plan Element Preparation Roles
Board of County Commissioners~BOCC
The Board of County Commissioners will be responsible for the oversight and
direction of the Comprehensive Plan and the development or update of each of
the Elements included in the Plan, The role of the BOCC during the Element
completion or update process can be divided into two parts:
Part 1 -Development and Informal Comment
• Adopt a goal to complete or develop an Element
• Approve initiation of the Element development or update process
• Approve the schedule and process to be used far the development or update
of the Element, including identification of "Primary" and "Liaison" advisory
boards.
• Receive and review draft element
Part 2 -Formal Comment and Adoption
Conduct Public Hearing(s)
• Receive recommendation from "Lead" advisory board(s)
• Hear and weigh citizen comments, including "Liaison" advisory boards and
other county advisory boards that may wish to comment
If identified by staff and/or advisory boards, reconcile
differences/inconsistencies in goals, objectives, and policies between
Elements
• Adopt Element
Prioritize implementation of action strategies among the uarious
Comprehensive Plan Elements
Element Project Manager
There will be a Project Manager for each individual element of the
Comprehensive Plan, The Element Project Manager will be primarily responsible
for all aspects of the element preparation process including: filling out a RADAR
form, preparing meeting agendas, research, conducting meetings, and
developing draft documents, presenting materials at public hearings, providing
administrative assistance, providing interim and final reports to BOCC and other
associated boards..

Comprehensive Plan Consistency Coordinator (CPCC)
The Planning Department, Comprehensive Planning Division, will offer a
dedicated liaison planner to work with other departments and their advisory
boards as they undertake their specific element update, This will not be a lead
planning or planner role for individual elements, but a function that ensures
consistency in element format and layout, The CPCC is not involved in the
development of the respective element's content, but may provide base
demographic and socio-economic data. The liaison planner would be involved
as needed, through the development of each Comprehensive Plan element.
Specifically, the role of the Planning CPCC will be to:
Ensure that a consistent process is used for the development of each
element (see attached)
Ensure a consistent structure/layout (i.e. format, numbering scheme, font,
etc,)
Ensure consistent use of demographic and socio-economic data
Provide Planning Department perspective on any recommendations that
include amendments to the land use ordinances that are administered by
the Planning Department (i,e. zoning, subdivision, etc.) The objective is to
convey possible pros and cons of proposed amendments(s) but not to
discourage innovative ideas and solutions.
Lead Advisory Board(s) Role
During stakeholder identification, the initial step in the Element preparation
process, a lead advisory board or in some cases boards, will be determined. The
role of the Lead Advisory Board(s) will be to work with staff as the steering
committee for the overall creation or completion of the respective Element. The
Lead Advisory Board(s) will meet periodically to provide oversight
recommendations and serve as a sounding board for concepts and draft text.
The Lead Advisory Board(s) may create subcommittees to draft specific sections
of the draft Element for presentation to the full Board. Therefore, the entire Lead
Advisory Board(s) may only meet 2-3 times over the course of a year, with
subcommittees meeting more frequently during the development stage.
Advisory Board Liaison Role
Other county advisory boards, not playing a lead role in the process of
developing a respective Element, will be asked to appoint a liaison and an
alternate to attend and participate in Lead Advisory Board meetings. The
liaisons will be responsible for providing feedback to and perspective from their
board.
