CEF supports individuals, or “Members,” experiencing homelessness and housing insecurity to secure housing, gain employment, connect to supportive resources, and build financial well-being. Our approach combines person-centered support with financial services that pursue equity in order to reduce the racial wealth gap. 3.Please provide a brief description of your organization’s past achievements in carrying out similar projects and evidence of successful record of meeting proposed budgets and timetables ( no more than 100 words). Since 2009, CEF has supported Orange County residents experiencing homelessness and housing insecurity. Through our tools, 1,286 CEF Members have secured employment, 1044 have gained housing, 37 have become first-time homeowners, and 880 have saved $1.5 million dollars. CEF has received funding from Orange County and the Towns of Chapel Hill and Carrboro since 2013, and we have always met budgets and provided timely reports. CEF has also been funded by many other government and private funders, including the City of Durham, Durham County, Duke University, UNC-Chapel Hill, Oak Foundation, Triangle Community Foundation, and others. 4.Living Wage: Does this agency pay permanent employees a minimum living wage ? (Yes / No) Yes If yes, is this agency an Orange County Living Wage Certified Employer ? Yes If no, please briefly explain. Over the course of the next year, the Towns and County will conduct a comprehensive racial-equity analysis of the program and we are requesting basic information about your organization’s racial equity work. a.Please describe how you have involved the intended beneficiaries of the proposed project in the planning and design process (in 100 words or less). CEF believes that those who have directly experienced with homelessness and poverty are best equipped to identify solutions. We center power among those with lived experience with homelessness and poverty, and especially among current or recent Members. Two permanent board seats are reserved for Member representatives. The Executive Director and three other staff have lived experience and we encourage Members to apply to job openings. Members also lead and contribute to CEF’s advocacy efforts, arts projects, and selecting and training Advocates. Member input is being prioritized in our current strategic planning process via surveys, stakeholder interviews, and more. b.How has your organization incorporated racial equity goals into your organizational goals? CEF is explicitly anti-racist and committed to pursuing equity and ending the racial wealth gap. Early in CEF’s history, a Co-Director model was established with the aim of reducing hierarchy. While some BIPOC (Black, Indigenous, and other People of Color) and former Members were hired, the leadership structure remained predominantly white and it took almost a decade for the organization to critique how white supremacy and racism showed up in everyday operations. From 2018-2020, CEF worked with outside evaluators on a capacity-building process to address the harm caused to Black staff members and other problematic dynamics. With more direct conversations about race and racism, the team recognized that the best way for them to combat white supremacy in the organization is to move away from the non-hierarchical structure and towards one in which power is centered among BIPOC and people with lived experience of homelessness and poverty. This decision led to the transition to an Executive Director leadership model, Donna Carrington’s promotion to this role, and other changes to board and HR practices. All staff are now required to participate in racial caucuses, a staff-wide anti-racist book club, and the Equity Paradigm’s Racial Equity Cohort. c.Please fill in the below questions and provide any additional context on the racial composition of the organization and board leadership: i.% of staff that are Black, Indigenous, or People of Color (BIPOC) : 40% Cover Page Page 11 of 30 DocuSign Envelope ID: 6B366C4A-0FD9-4CC3-82A7-F7842568D4BD ii.% of board that are BIPOC: 57% iii.% of staff that have attended racial equity training: 100% d.Please describe any additional activities your organization is doing to address racial equity. CEF is currently undergoing a strategic planning process that will be completed by May 2022. Racial equity is a key value that will be centered throughout this process. We are also planning several ways to incorporate Member input, including surveys, focus groups, and participation in retreats. Our aim is for the resulting strategic plan to reflect the experiences and priorities of Members, who are 62% Black/African-American and 11% other people of color. Program Name: Advocate Program Program Primary Contact and Title: ari rosenberg, Director of Development & Finance Telephone Number: (919) 200-0233 E-Mail: development@communityempowermentfund.org 7. Please briefly describe the proposed program, including an explanation of how it aligns with the Town of Chapel Hill and Carrboro’s Results Framework , and Orange County BOCC Goals and Priorities , and the target population to benefit from the program. (250 words or less) The CEF Advocate Program provides one-on-one assistance to help Orange County residents who are homeless or experiencing housing insecurity to gain employment, secure housing, build financial savings, and access community resources. The program aligns with Orange County’s first goal of ensuring “a community network of basic human services and infrastructure” and with Chapel Hill and Carrboro’s second strategic objective of increasing “livelihoods security” by helping residents access safety net services (2.1) and increase job skills (2.2). The target population is Orange County residents who are low-income (below 80% AMI) and experiencing homelessness, housing insecurity, or financial insecurity. 8. Target Population: Please complete the table below with numbers (not percentages) of individuals served and projected to be served.
