Davis Environment and Agricultural Center-Hillsborough, Members Present: Gina Reyman(Chair)via Zoom, Mikki Fleming(Vice-Chair),Jessie Birckhead,Greg Hughes,Rod Jones,Tim Tippin,Becca Truluck,Xilong Zhao,Natalie Ziemba Members Absent: Bob Smith, Chris Colvin Staff: David Stancil,Beth Young,Kalani Allen, Vice-Chair Mikki Fleming called the meeting to order at 6:30pm. Review of Meeting Summary/Additions to Agenda: a. No changes or additions to meeting summary. The Council accepted the meeting summary from the June 1 st meeting. Report of the Chair: a. Update on Recruitment/Vacancies-Fleming introduced this item and noted that there is one vacancy for the Chapel Hill Township position on the Council. David Stancil provided a recap of the recruitment flyers created and distributed to members. New Business: a. Perry Hills Mini-Park—Proposed Gameplan- Stancil gave a review of the conversation to create a mini-park in the Perry Hills community. After talks with the community,the BOCC approved funding of$100,000 in the Capital Investment Plan(CIP) allocated and adopted for creation of the park. He explained that half of the funding would probably be needed for infrastructure. He introduced the proposed timeline for the Perry Hills MiniPark. The timeline ranged from hiring of a surveyor,meeting community members for input, developing a master plan and other tasks to tentatively have the phase one of the park start in summer 2023. Chair Gina Reyman and member of Friends of Orange County Parks and Recreation(FOPR), expressed that FOPR would like to be included in future planning meetings. She said that the group could contribute some funds toward a residential need such as a playground. Jessie Birckhead expressed interest in meeting with community members during planning phases. Other Council members said that they would also be interested in being involved in future planning meetings with community members. Stancil agreed to invite all of the PRC to planned community meetings about the park, and members could decide on whether to attend. b. Blackwood Farm Park—Disc Golf Course Plans- Stancil gave a history on the land of where the disc golf course is planned to be constructed at Blackwood Farm Park once approved. He said that there are plans to have a September meeting to hear from community groups and organizations about opportunities for the course. On a related note about plans to renovate the old farmhouse,he asked if members would like to hear from Peter Sandbeck on the historical farm buildings renovations at Blackwood Farm Park and other county parks. The Council agreed that Sandbeck should be invited to speak to the Council at a future meeting. Old Business: a. Update on Youth Delegate Member—Kalani Allen displayed the Youth Delegate application for members to review.A question was raised by Birckhead, as to whether or not school names should be included on the application.After discussion members decided it would be best to leave that option off right now. Beth Young added to the conversation that the position will be advertised in the News of Orange newsletter and Orange County social media pages. Young said that Melissa Blackburn can send the graphic to be displayed on County television monitors to staff to send to the Council. Report of the Director- a. Project and Budget/CIP Updates- Stancil provided an update on the opening date for Blackwood Farm Park. Delays in supplies for the ranger's office, gravel install and electrical issues have moved the opening date from August into probably October per Stancil. He shared though there are delays,the project is still under budget. Little River Park Skills Course-He talked about the skills course at the Little River Park. The county hired Nature Trails LLC to do a risk and legal assessment of the course to meet standards for a mountain bike skills course. County risk managers and attorneys have been involved to ensure the course meets standard for safety and liability reasons. Both County jurisdictions Orange and Durham will meet in August to discuss the results of the assessment. He mentioned the County Bicycle Pedestrian and Trails Plan will be discussed at the next IPWG. The goal is to have all jurisdictions develop a scope of work, and work towards hiring a consultant collectively to create the plan. Stancil advised the PRC about efforts by Triangle Off-Road Cycling(TORC) and a non-profit Unique Places to Save partnership as it relates to creation of a mountain bike trails on land that has conversation easements in Orange County. He said residents in the C.R Keith Arboretum area have expressed concerns about the creation of bike trails on these lands. Birckhead asked if Orange County funds were used for the easements and thus why it is involved. Stancil answered that there are easements from multiple holders, some permits may be required for the work, and also the Orange County Lands Legacy Program holds a conservation easement on the Arboretum itself. b. Fall Topics—P&R Master Plan Review- Stancil reminded the Council that September is the first month in the schedule for updates for the Master Plan that will begin the framework for a mid- plan review. The month of September will address changed conditions and survey results. He said members will receive the survey results from 2014 and will be asked about changes that did not exist in 2014 such as a more in-depth equity inclusion and diversity lens. Council and Committee Reports: a. Intergovernmental Parks Work Group (next mtg October 12) b. Items from the Council-Truluck asked if there were opportunities for participation in parks clean ups. Stancil said there are stream cleanups and Young mentioned the Creek Week clean up that has become an annual event. She also said that she would pass along information about the Orange County Conservation Stewardship to Council members after the meeting. c. Friends of Orange County Parks and Recreation (FOPR)—Reyman reported that the group is in search for a website designer. Adjournment: Fleming adjourned meeting at 7:49 pm.
