PURPOSE: To hear and take action on a resolution to form a Comprehensive Plan Land Use
Committee (CPLUC).
BACKGROUND: On November, 2001 and February 2002, the BOCC received information
regarding the Comprehensive Plan research, analysis and development.
The next step in the process is to begin committee work using existing board membership
perspectives and set up a course for public outreach in late Spring and Summer of this year. The
attached memo further elaborates.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): The Manager recommends that the Board discuss and approve the
attached Resolution and/or amendments thereto.

SUBJECT: Comprehensive Land Use Plan Committee and Community Outreach
I. COMPREHENSIVE LAND USE PLAN COMMITTEE (CLUPC)
In November 2001, you received information about the creation of a Comprehensive Land
Use Plan Committee. As you will recall, the purpose of this committee is to serve as a
sounding board during comprehensive planning process. Initially we had hoped to have this
committee already underway. However with the addition of Mr. Tempia as Comprehensive
Planning Supervisor, we are ready to move ahead with the Comprehensive Land Use Plan
Committee as directed by the Board of County Commissioners.
A scheduled meeting with the BOCC can set forth the format of the Committee and
the start of Public Outreach.
Specifically, the Comprehensive Planning staff would present various planning strategies,
techniques, and tools, and the Committee would assist staff in developing the pros and cons
of the different scenarios. They would not be a recommending committee, but an important
group offering their perspective on the Comprehensive Plan goals, objectives, and policies
as applied countywide. Primarily the Planning Department would provide staffing for the
Committee with specific co-development of certain elements by the Economic Development
and ERCD Departments.
The Committee will meet with staff over the next 3 months with one meeting prior to the
community outreach forums, one during the forums, and one after the forums are
completed. The community outreach forums will not suggest a specific planning policy
direction, but offer a range of growth management opportunities as presented by staff.
RESOLUTION OF THE ORANGE COUNTY BOARD OF
COUNTY COMMISSIONERS
WHEREAS, the Orange County Comprehensive Plan was originally
adopted in 1981 with subsequent amendments thereafter; and
WHEREAS, many demographic socio-economic and environmental
conditions have changed over the past two decades; and
WHEREAS, the 1981 Orange County Comprehensive Plan is in need of
an update to address a variety of planning and public administration challenges
in this high growth area; and
WHEREAS, due to the multi-faceted nature of planning issues, the
formation of a Comprehensive Planning Land Use Committee of existing
representatives from standing committees be formed to assist the county in
reviewing growth strategies; and
WHEREAS, after presentation of various growth alternatives to the
Comprehensive Planning Land Use Committee public outreach to locationally
based interest groups (i.e. rural areas, urban-rural transition areas, etc.) should
be conducted prior to formal public hearings; and
WHEREAS, it is in the best interests of the Board of County
Commissioners to form the Comprehensive Planning Land Use Committee.
NOW, THEREFORE, BE IT RESOLVED:
Section 1 that the Comprehensive Planning Land Use Committee be formed
from the Board of County Commissioners appointees of the existing boards and
commissions as follows:
Board of County Commissioners (2 members)
Planning Board (1 member)
Economic Development Commission (1 member)
Board of Health and Environmental Health (1 member)
Agriculture Preservation (1 member)
Commission for Environment (1 member)
Water Resource Committee (1 member)

We are recommending that the Committee consist of two members of the Board of County
Commissioners and one member from each of the following committees and an alternate:
Planning Board Board of Health and Environmental Health
Commission for Environment Agriculture Preservation
Water Resource Committee Economic Development Committee
11. COMMUNITY OUTREACH PROGRAM
After analysis of options through the CLUPC, staff will begin the community outreach
program. Input from Orange County residents is an important component of the
comprehensive planning process. In order to maximize participation in this process, we
have developed the following basic outline for community outreach during this first stage of
the comprehensive planning process:

1. Authorize the creation of the Comprehensive Land Use Plan Committee;
2. Determine whether the Board or the individual committees will appoint their
representatives; and
3. Approve the general concept of the Community Outreach Program.
