ORANGE COUNTY BOARD OF HEALTH
September 22, 2021
ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality
of life, promote the health, and preserve the environment for all people in the Orange County
community.
THE ORANGE COUNTY BOARD OF HEALTH MET ON September 22, 2021 virtually via
Zoom.
BOARD OF HEALTH MEMBERS PRESENT: Sam Lasris — Chair, Bruce Baldwin —Vice-Chair,
Keith Bagby, Brian Crandell, Jessica Frega, Commissioner Jean Hamilton, Aparna Jonnal, Lee
Pickett, Shielda Rodgers and Alison Stuebe.
BOARD OF HEALTH MEMBERS ABSENT: None.
STAFF PRESENT: Quintana Stewart, Health Director; Dana Crews, Community Services
Director; Victoria Hudson, Environmental Health Director; Carla Julian, Compliance Manager;
Dr. Monica Meng-Haggerty, Dental Director; Kristin Prelipp, Communications Manager; and La
Toya Strange, Administrative Support I.
GUESTS PRESENT: Annette Moore and Jim Northup.
I. Welcome New Employees
Sam Lasris, Chair, called the meeting to order. Ms. Stewart, Health Director, introduced the
new employees: Kelsey Hightower and Lesly Penick.
II. Public Comment for Items NOT on Printed Agenda: None.
III. Approval of the September 22, 2021 Agenda
Motion was made by Jessica Frega to approve the agenda, seconded by Alison Stuebe
and carried without dissent.
IV. Action Items (Consent)
A. Minutes of August 25, 2021 Meeting
Motion was made by Alison Stuebe to approve the minutes of August 2021, seconded by
Aparna Jonnal and carried without dissent.
V. Action Items (Non-Consent)
A. One Orange Countywide Racial Equity Plan — Community Engagement Meeting
Quintana Stewart, Health Director, provided a brief bio and introduced Annette Moore, County
Attorney and Director of the Human Rights and Relations Department. Prior to beginning her
presentation on the proposed Countywide Racial Equity Plan that was previously sent out to the

Board and posted on the Board of Health's webpage for public viewing, Ms. Moore introduced
some of her co-horts, some of which were present.
After Ms. Moore's presentation, the floor was made open for comments and suggestions. Jim
Northrup, Director of Information Technology, read comments and suggestions posted in the
chat. Ms. Moore ended her presentation by thanking the Board and Ms. Stewart and reminding
everyone to complete the survey. A survey requesting feedback was automatically sent to all
registered after the meeting.
VI. Board Comments
Keith Bagby informed the Board that he attended the Family Success Alliance meeting at which
they mentioned that they have three vacant Navigator positions (2 full-time, 1 part-time). Dana
Crews should be contacted for further information.
In response to when the potential new board member, Tony Whitaker, may be approved by the
BOCC, Commissioner Jean Hamilton explained the process by stating that the matter was put
on the BOCC work session and will be voted on the next BOCC session. .
VII. Adjournment
Keith Bagby moved to adjourn the meeting at 8:48pm and Alison Stuebe seconded.
The next Board of Health Meeting will be held October 27, 2021 at 7:00pm via Zoom.
