BROADWELL PIN 9769165982 Annette Broadwell appeared before the Board appealing the value of the property located on 4.84 acres at Trout Lilly Lane, Chapel Hill. The current Orange County assessed value is$532,500. A list of evidence follows: APPELLANT COUNTY 9769165982 Appeal 9769165982 County Appellants did not review communication from the Tax Office until recently when they saw the tax errors on the subject property of 4.84 acres. The Appellants bought the 4.84 acres along with a 10-acre tract to make one buildable lot. In surveying the house site, the surveyor reconfigured the 4.84-acre lot so there would be enough land to site the house and yard. The 4.84 acre tract has no separate easement, no sceptic and no space for a house site but it is an integral part of appellants home. Appellants realized that these two properties should have been combined at the outset rather than reconfigured and did not know or remember why they were not. The new pin number for the 4.84 lot was changed from 9769161560 to 9769165982 due to a trade of an easement needed from appellant by their new neighbors, for a 158.9 square foot addition to the subject property land by them in order to keep the driveway from encroachment. This will not change the 4.84 acreage due to Mary Ayers moving a corner marker on the appellants lot to the middle of the road back DocuSign Envelope ID:3588B60B-B62E-42C8-8119-822971AA21D6 three or so years ago which put the appellants in a small encroachment. Appellants realize through looking into deeds that there was a public notice merge about the 158 square foot piece of land that Scott- Heyers deeded to the appellants but there was a mistake on this document that merged all their land with the appellants rather 158 square feet. Hence the conclusion that the 4.84 acres is a buildable lot with a house upon it. Cyle Anderson presented evidence submitted by the appellant and represented the County. The subject property is located off Trout Lily Lane in Chapel Hill. The appellant's opinion of value is $30,400 based on the lot being overvalued in its current condition due to a number of factors. After reviewing the property and property characteristics the County recommends removing the house that was incorrectly placed on this vacant lot,removing the home site,in addition applying a-75% adjustment to the land for an unbuildable lot. These changes resulted in a revised value of$40,500,which the County recommends for the subject property. The Board reviewed all documents and information provided by the appellant and the County. After deliberation and review,Mr.Beattie made a motion to accept the County's revised valuation of$40,500. Mrs. Levine seconded the motion and the motion carried. Yes: 3 Noes: 0 BROADWELL PIN 9769172030 Annette Broadwell appeared before the Board appealing the value of property located at 9101 Trout Lilly Lane, Chapel Hill. The current Orange County assessed value is $523,300. A list of evidence follows: APPELLANT COUNTY 9769172030 Appeal 9769172030 County The Appellant bought the subject property in the 90's with no access to the public road. Mrs. Broadwell is appealing the value due to the subject property being unbuildable. Appellant had to purchase parcel 9769165982 for the 4.84 acres along with the subject property of 10-acre tract to make one buildable lot, due to septic field being part of both parcels. Cyle Anderson presented evidence submitted by the appellant and represented the County. The appellant's opinion of value is$109,000 for the land portion of the assessment. The land is currently assessed at$218,900. The appellant states that most of the land is not buildable or usable. After reviewing this property and other comparable land sales, it is recommended that the Board increase the land adjustment from-10%for access to-25% for access and topography. After making the changes to the subject,the value was reduced to $487,800 and the land was reduced to $183,400. The County recommends a revised value of$487,800. The Board reviewed all documents and information provided by the appellant and the County. After deliberation and review,Mr. Beattie made a motion to accept the County's revised value of$487,800. Mrs. Levine seconded the motion and the motion carried. The appellants are appealing the value of property located at 7725 Rogers Road, Chapel Hill. The current Orange County assessed value is$112,100. A list of evidence follows: APPELLANT COUNTY 9870445124 Appeal 9870445124 County Cyle Anderson presented evidence submitted by the appellant and represented the County. The appellants opinion of value is $55,400 based on the property being declared a wet land by the government. The Appellant was unable to provide any evidence to support this claim. The property was physically inspected by the County on November 1,2021. The front of the property is inaccessible to the owners due to a fence installed by the town as seen in County evidence provided.A stream runs through the middle of the property that would have buffers on each side, further restricting development. After review, the County recommends increasing the land adjustment from-35%to -70% for an easement, access,topography and low land. After this land adjustment,the County recommends a revised assessment of$52,800. The Board reviewed all documents and information provided by the appellant and the County.After deliberation and review,Mr. Beattie made a motion to accept the County's revised value assessment of $52,800. Mrs.Levine seconded the motion and the motion carried. Yes: 3 Noes: 0 Having heard all of the appeals scheduled on this date,Mr. Beattie made a motion to adjourn this meeting at 1:25 PM.
