PURPOSE: To approve service delivery contracts for the Criminal Justice Partnership Program
(CJPP).
BACKGROUND: In January 2002, the Board approved receipt of the grant award from the NC
Department of Correction to administer services from the Criminal Justice Partnership Program.
Due to the state budget shortfall, CJPP grant funds were reduced last fiscal year as well as for
FY 2002-2003 from $181,941 to $165,221.
These grant funds are designed to assist adult offenders sentenced to intermediate sanctions.
A CJPP eligible intermediate punishment offender is defined as an adult offender convicted of a
misdemeanor or a felony offense who received a non-incarcerative sentence of an intermediate
punishment or who is serving a term of post-release supervision after completing an active
sentence of imprisonment.
Orange County has served as the fiscal agent since the original grant allocation was received in
1994. Program services are administered through the Orange-Chatham Justice Partnership
(OCJP) and provided through contractual arrangements. The following contracts are
recommended by the OCJP for the continuation of CJPP service delivery:
A. Orange-Chatham Alternative Sentencing —This contract provides for pre-trial release
services. The purpose of the program is to identify and monitor eligible candidates from the
Orange and Chatham County jails in order to reduce jail overcrowding. The contract totals
$65,514 from its previous $82,206.
B. OPC Mental Health —This contract provides offenders with access to various substance
abuse treatment services through its Treatment Alternatives to Street Crime (TASC)
program. The service contract for last fiscal year was $89,735; however, Orange-Person-

Chatham (OPC) Mental Health was unable to use $71,667 of that allocation (funding
became available mid-year and prohibited full implementation). This year during funding
deliberations, the OCJP redirected some of those funds and proposes to contract with OPC
for$25,000.
C. McCauley Family Learning Center—A newly funded agency, this contract provides
offenders with Self-Esteem Building Services as part of the Orange-Chatham community-
based corrections plan. Three-day and five-day workshops for the client and his/her family
members will be held as a condition of the offender's probation. The contract totals
$30,682.
D. In addition to these service contracts, $14,025 of the CJPP grant has been identified for
administration, which includes supporting the county position of Criminal Justice Program
Coordinator and administrative responsibilities of the OCJP. The remaining $30,000 of the
grant award is being held in reserve pending current program development initiatives with
the district court judge's office.

FINANCIAL IMPACT: State funds from the NC Department of Correction are provided to
expedite these services.
RECOMMENDATION(S): The Manager recommends that the Board approve the contracts and
authorize the Chair to sign.
