PURPOSE: To appoint a representative of the JPA (Joint Planning Area) to the Chapel Hill
Planning Board.
BACKGROUND: With the resignation of Patricia Love from the Chapel Hill Planning Board in
November, 2001, there has been a vacancy for representation from the JPA. Ms. Love
recruited in her neighborhood for a replacement. She spoke to Ms. Suzanne Haff, who said that
she would like to serve in this capacity and she has submitted an application.
Unlike the Carrboro Board of Aldermen, the Chapel Hill Town Council does not make
recommendations for the County—appointed seats (ETJ and JPA) on the Chapel Hill Planning
Board and Chapel Hill Board of Adjustment. The Council asks each of its individual Advisory
Board or Commission to interview applicants and make recommendations to the Town Council
for any vacancies.

January 16, 2002 meeting along with other applicants.
FINANCIAL IMPACT: None
RECOMMENDATION(S): Either.
1.) Appoint Ms. Suzanne Haff to the Chapel Hill Planning Board — JPA position; or,
2.) Send a letter to the Chapel Hill Town Council requesting that it change its procedure and
make a recommendation for the JPA position.
