PURPOSE: To consider appointments to the Animal Shelter Operations Task Force
BACKGROUND: Charge: The Task Force will review the detailed observations, recommendations,
and discussion contained in the HSUS Report on animal sheltering in Orange County in the context of
BOCC decisions and provide recommendations for future action to the BOCC by the second meeting in
March, 2004.. The major issues to be addressed should be consistent with, but not limited to, the Central
Groupings identified by County staff in the September 16, 2003 BOCC agenda abstract.

Budgeting/Financial Management
Established the company's first complete line-item accounting/operational budget for
the Shelter and APS,
Every month the operation was under budget, thus assuring a sound financial status,
with detailed reporting to the Board of Directors.
Instituted a complete Quickbooks accounting program, including payroll.
Instituted a new, complete computerized cash register program, providing accounting,
receipts and security for all transactions,
Development/Fundraising
Hired the first Development Director in organization's history and instituted a
tremendously successful membership and fundraising program, This is the third Development
Department I have built successfully,
Memberships doubled in less than 6 months.
Developed an organizational fundraising plan, including mailings, events and
membership drives,
Major events have already exceeded income projections, through acquisition of major
sponsorships, even before the events take place. The Walk for the Animals produced
$75,OOO....,five times what had ever been ever done before!
New Projects
Raised over $70,000 in cash, donated equipment and services, to build astate-of-the-
art Health/Spay-Neuter Clinic, that opened in January, 2003, This had been a priority of the
Board since 1992 and it became a reality 12 months after I took over,
Adoptions/New Programs
Even with a greatly increased incoming animal population, adoptions remained steady
and doubled the month of October, compared to the previous year,
New programs included: initial health checks on all animals arriving at the shelter;
more complete pre-adoption final health checks and vaccinations; and better control over court-
held and bite quarantine animals,
Temperament testing for every adoptable dog helps insure better matching between
potential adopters and available animals.
New kennel cleaning procedures were implemented to tighten disease management.
Adoption contracts, health forms and cage identification cards were revised and
checklists for money management, nightly closing, etc. were implemented,

Set standards for, and mohitor conduct of, animal shelter employees to ensure that humane
philosophy is implemented in the care of animals and projected to the public.
Train all employees in policies, procedures and adoption protocol.
Directed focus on adoptions, resulting in the highest adoption rate in the State of North
Carolina.
Develop work plans and assign priorities for organizational units.
Review shelter practices and procedures to ensure efficient and economical use of
resources.
Maintain all financial records and produce reports far the Executive Director, the Treasurer,
the Board of Directors and Auditors.
Recommend to the Board of Directors policy and personnel changes and budget income and
expenditures.
Contributed to profitability by effective administration of the budget.
Exceeded expected income in fuhdraising events and income producing activities.
Serve as the County-appointed 19-A Animal Cruelty Investigator for Orange County and
have successfully prosecuted 100% of the allegations of cruelty brought before the court.
Deliver educational lectures and serve as main spokesperson for the APS for media
broadcasts and newspaper interviews and help interpret organizational philosophy to public.
Assist subordinates and supervisors in identifying and resolving problems.
Help oversee all aspects of Emergency Animal Rescue Service, including training and on-
going supervision.
Certified Rabies Vaccinator
Certified in tranquilization and euthanasia
Certified in Emergency Rescue by HSUS and EARS.
Certified in Shelter Renovation and Design by HSUS.
One of the first animal shelter leaders in the Nation to be certified in the HSUS Pets for Life
Program, which helps solve animal problems and reduces the number of surrenders to shelters.
Sixteen-year dog obedience instructor, proficient in basic and advanced obedience training,
as well as agility, canine good citizen and flyball.

In August of 2000, then the Vice President of APS, I informed the Board that some
serious changes would need to occur quickly in the operation and philosophy of the
shelter management or the APS would not continue to operate the shelter within three
years. I do not bear the APS any significant ill will, but I do believe that the former and
current members of the Board of Directors were and are ill-informed and incompetent on
many levels. It is time to change to a properly run county shelter. If my experience and

I see the task force as a welcome opportunity to serve the animals and citizens of the
county by making use of my particular expertise and passion. The HSUS report
impressed me with its thoroughness and provides an excellent blueprint for change, as
does the Interim Report. Having been a member of the focus group organized by the
Dispute Resolution Center in order to address concerns about the shelter, I had an
excellent Opportunity to learn about the concerns of a wide variety of people. What I
hope is that we will be able to move forward in a positive way and provide a channel for
the concerns local citizens have in regard to animals. This is an exciting opportunity and
