This proposal outlines our understanding of the project scope, tasks to be completed, assumptions underlying our fee proposal, and fees for various project tasks. I. PROJECT DESCRIPTION The project consists of a due diligence investigation and preliminary plan to locate a new Waste and Recycling Center to replace the two sites listed above. The proposed modernized consolidation of the two sites would serve the community with updated facilities and equipment, adequate room for vehicular traffic flow and employee parking with a "hybrid" design between that of a district center (such as Walnut and Eubanks) and a neighborhood center (such as High Rock). The new 'hybrid" type center will accommodate the residential community in the southwestern quadrant of the County with more accessibility, clearer signage, secure fencing and the County will own the property. This model will allow the County, going forward, to be in control of the property rather than operate on leased property. II. SCOPE OF SERVICES Draper Aden Associates will assist OCSW in a due diligence investigation of the proposed sites located near the intersection of NC 54 and Orange Grove Road. In addition, preliminary layouts will be generated for use in meetings and project cost estimating. Below is a description of the Tasks that will be completed: A. Property Acquisition Fact Finding: Assist the County with contact and discussions with the current owner of the three potential parcels, Orange Water and Sewer Authority (OWASA) to investigate land transfer or other acceptable ways for OCSW to utilize the parcel(s) B. Preliminary Septic Investigation: DAA will engage a licensed soil scientist to perform a preliminary investigation of the selected site to determine areas for potential septic systems and acceptable soils. Preliminary Layouts: Utilizing online GIS information (topography, property boundaries, wetlands, soils, etc.), results of Task B above and other data sources, DAA will investigate the potential project site for usable areas and areas to be avoided. Based on the data gathered 2 optional site layouts will be generated for discussion with regulatory agencies to determine the approvals and necessary improvements to be undertaken. Input from the agency meetings will be incorporated into a selected layout. D. Regulatory Agency Meetings: DAA will meeting the following agencies to discuss the site layout options and determine the necessary approvals needed for the project. Input from these meetings will incorporated into the layouts under Task C. Agencies to be met with include the following: • Orange County Planning & Inspections • Orange County Health Department (septic and well permitting) • NCDOT E. Cost Estimation: Upon finalization of the preliminary layout, a detailed cost estimate for the project will be generated for use in budgeting and final project planning. III. FEES A.
