To outline the planning, design, construction process for the Southern Orange Senior Center, including timeline; and 2. To recommend planning committee structure. BACKGROUND: Planning and Design Process As background to the process, the Department on Aging is preparing a compilation of findings from the series of public forums and community surveys held over the past several months to gather input and ideas from seniors and the general public. Once this needs assessment has been completed and the Board has approved the general scope of the project, a selection process will commence for the design team who will complete the building, Recommendations far interest groups to represent the senior community on the design committee are listed later in this abstract. As has been fhe case previously with design of buildings, the County would pursue amulti-step process during which the architect/engineers translate the needs assessment scope of work into design development drawings, a schematic design and finally the working drawings upon which constn~ction will be based. County Commissioners and the design committee for the Center would be updated and comments solicited at each of these milestones, A full presentation is also suggested for all interested seniors at the conclusion of the schematic design phase. As reflected in the attached timeline, the architect selection process is targeted to begin after the first of the year and will fallow the progression laid out in the timeline, The Board will also note that a construction management proposal for this project will be brought forward in tandem with the architect selection recommendation, A design process for the Central Orange Senior Center will be presented for consideration in the spring 2004, contingent upon availability of a site, rcecvnun~nueu vesiun ~.onmuuee ~uucwrG- ~a mGinue~s The following categories are recommended by County staff to produce a balance of interests and perspectives from senior center users and supporters across the Southern service area, 1, Aging Advisory Board -One Member (1) 2. Friends of the Chapel Hill Senior Center -Three Members (3) Chapel Hill Senior Center Program Advisors -Two Members (2) 4, Northside Senior Center Program Advisors -Two Members (2) 5, At-Large Members -Five Members (5) 6, Board of County Commissioners -Two Members (2) County Staff to the Senior Center Design Committee: John Link, County Manager Gwen Harvey, Assistant County Manager Jerry Passmore, Director, Department on Aging Janice Tyler, Senior Centers Administrator Paul Thames, County Engineer Pam Jones, Purchasing and Central Services Director Additional information regarding the needs assessment process and results, as well as discussion about the specific location of the Senior Center on the Southern Human Services Center site, will be brought forward to the Board in January 2004, At present, the designated footprint for the Senior Center is in southwest quadrant of the Homestead Road property. The Board awaits response from the University regarding its request for approximately 3 acres within the abutting Carolina North campus to provide enhanced parking potential, See map attached. FINANCIAt_ IMPACT: No financial impact is associated with the appointment of this group, As a reminder, the 2001 Bond included a total of $4 million far one senior center in both Central and Southern Orange County, with the remaining estimated $2..15 million being financed through alternative financing means closer to the time of construction. REGOMMENDATION(S): The Manager recommends that the Board: 1. Endorse the planning and design development process; and 2.
