Adjournment Next Meeting: June 1, 2022 (6:30 pm, Davis Center) Draft Meeting Summary—Parks and Recreation Council April 6,2022 Bonnie B. Davis Environment and Agricultural Center-Hillsborough, Members Present: Gina Reyman(Chair),Mikki Fleming(Vice-Chair),Natalie Ziemba,Xilong Zhao, Tim Tippin, Greg Hughes Members Absent: Chris Colvin,Robert"Bob" Smith Staff: David Stancil,Beth Young,Kalani Allen Chair Gina Reyman called the meeting to order at 6:36pm. This being the first in-person meeting since 2020, Council members introduced themselves and gave reasons why they joined the council. Some reasons for interest included children's participation in recreation activities, interest in trails,and volunteered as a coach for the recreation department. Review of Meeting Summary/Additions to Agenda: a. No changes or additions to meeting summary. Tim Tippin moved approval of the meeting summary. The Council voted to accept the meeting summary from the March 2 meeting. After approval of meeting summary, Greg Hughes asked David Stancil when the Council would know the status of the Outside Agency funding requests. Stancil answered May 3'as this is when the County Manager will release the budget. Report of the Chair: a. New Appointments Made on April 5,2022-Reyman recognized Hughes' reappointment to the Council for his first full term, and new appointments Jessie Birckhead and Rebecca Truluck,who were approved at the BOCC April 5 meeting the night before. b. Update on Recruitment Efforts-Beth Young discussed and showed flyer and webpage for recruitment for PRC. Mikki Fleming provided grammar corrections on the webpage document. Young stated the flyer will be translated into Spanish,Mandarin and Burmese. Stancil shared that copies can be provided once translated for members to pass out at civic groups and other places. Council approved the flyer.Vacancies-Reyman noted that there were vacancies for Hillsborough Town Limits and Chapel Hill Township. She gave members time to review copies of applications from applicants for the Hillsborough Town Limits position,as there are no applicants for the Chapel Hill Township. After much discussion, Reyman asked for a motion for applicant Roderick Jones to the Hillsborough Town Limits Position.Natalie Ziemba motioned approval and Fleming seconded the motion.With a vote of 6 to 0, it was approved to send Jones forward as a recommendation to the BOCC. New Business: a. Resolutions of Appreciation (John Greeson,Haywood Rhodes) -Reyman provided time for Council to review Resolutions of Appreciation and certificates for members John Greeson and Haywood Rhodes,who had just finished their second terms on the Council. Hughes moved to approve the proclamations and Fleming seconded the motion,with all in favor of approving the resolution. Old Business: a. Proposed Youth Delegate Member Update—Stancil spoke on two issues that were raised about the youth delegate position as it was considered up the line. The age category of 13-18 that was sent on the previous memo would need to be changed to address the fact that 18-year olds can already be appointed and are adults,and the need to determine when the youth delegate would roll off the PRC. The Council agreed that the age range for the youth delegate should be 13 years to 17 years of age. The Council discussed and approved to amend the memorandum that the youth delegate could renew up until their 18'birthday and then roll off the Council,with a new solicitation and application process at that point. b. Joint Town/County Advisory Board Meeting Update—Directors from all jurisdictions including Mebane met to discuss the Joint Advisory Board meeting. The group has chosen the Fall of 2022 as the time to have the meeting,with Chapel Hill as the host. The Council agreed a Fall meeting was fine. c. Plans for May Meeting(onsite at park, cookout?)—Members discussed the options for having the May park meeting. Council selected the Efland Cheeks Community Park. Recreation Division staff will be in attendance at the May meeting to provide an update. Reyman asked about the meeting space in Chapel Hill.Kalani Allen provided an update that the Animal Service Center did not have a way to securely lock the meeting room door. Report of the Director- a. Upcoming IPWG Meeting- Stancil explained the April InterGovernmental Parks Work Group (IPWG)meeting will be held virtually later in April. Chris Colvin is the PRC representative and will attend. (Ziemba had volunteered to attend if Colvin was unable to be at the meeting.) b. Overview of Possible May and June Meeting Topics—Stancil reviewed that Recreation will be providing an update in May. He noted that the Countywide Trails Plan development is being proposed to be pushed back to fiscal year 2023-2024,perhaps as a plan to develop a bicycle/trails/pedestrian plan for the county. Stancil stated that in the next meeting topics include discussion of the CIP and also the MST. Council and Committee Reports: a. Intergovernmental Parks Work Group(next meeting is April 13) b. Items from the Council-Ziemba raised the question about the Little Free Library in Cedar Groves that is broken, and who should be contacted to fix the library. Hughes asked about the news about the old Occoneechee Speedway being protected in proposed new sections of Eno River State Park, and how would that affect the Mountains-to Sea Trail(MST). Stancil explained that it will contribute to the connection,parts of the MST are within the area to be protected. c. Friends of Orange County Parks and Recreation(FOPR)—Reyman supplied information for FOPR including new members such as Tippin,website design by Allen Green. She discussed funding and donations. Next Meeting: May 4, 6:30 pm at Efland Cheeks Community Park. Adjournment: Reyman adjourned meeting at 7:50pm.
