PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its
citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow
citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the
Chair will ask the offending person to leave the meeting until that individual regains personal control
Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine
commitment to this public charge is observed.

a. Severe Weather Awareness Week Proclamation
The Board will consider proclaiming the week of March 10-16 as Severe Weather Awareness Week.
b. Women's History Month
The Board will consider proclaiming March 2002 as Women's History Month.

a. Property Tax Refunds
The Board will consider four requests for property tax refunds.
b. Motor Vehicle Property Tax Refunds

The Board will consider for requests for motor vehicle property tax refunds.
C. Budget Amendment#4
The Board will consider budget ordinance and grant project amendments for fiscal year 2001-2002.
d. Maple View Soccer Field Lease
The Board will consider approving a lease in the amount of$1 per year for the area of Maple View
Farms upon which a soccer field is to be developed.
e. Reappointment to Carrboro Northern Transition Area(NTA)Advisory Committee
The Board will consider one reappointment to the Carrboro NTA Advisory Board.
9. ITEMS FOR DECISION-REGULAR AGENDA
a. Moratorium on Telecommunications Towers(8:10-8:30)
The Board will consider closing the public hearing and make a decision on a proposed six-month
moratorium on telecommunications towers that are in process and unapproved, and on applications for new
towers in Orange County's jurisdiction.
b. Proposed Guidelines for Commissioner Requestsfor Information from County Staff(8:30-8:45)
The Board will consider proposed Guidelines for Commissioner Requests for Information from
County Staff.
C. Appointment to the Chapel Hill Planning Board(8:45-8:50)
The Board will consider appointing of a joint planning area (JPA) representative to the Chapel Hill
Planning Board.
d. Appointment to Planning and Funding Schools Capital Projects Committee—For Orange County
Schools New Middle School(8:50-8:55)
The Board will consider the appointment of one County Commissioner to the Site Selection
Committee for the new Orange County middle school.
10. REPORTS
a. TTA Report on Regional Transit Initiatives(Added Item)
The Board will hear a report from TTA on regional transit initiatives.
b. Planning Process for Joint County/Town Open Space Projects—IP Work Group(8:55-9:15)
The Board will receive an update on the progress of the Intergovernmental Parks (I P)Work Group
regarding a recommendation on a policy forjoint planning of parks and open space projects.
C. Heritage Hills Hazard Mitigation Grant Program Completion Options(9:15-9:30)
The Board will receive a preliminary report, and consider providing feedbackto staff, regarding
options for the disposition of two lots and houses acquired by Orange County under the federal-and state-
funded Hazard Mitigation Program.
