Written comments can also be dropped off at the Planning Department's offices at 131 W. Margaret
Lane, 2nd floor, Hillsborough, NC during normal business hours (8:00 a.m. to 5:00 p.m. Monday through
Friday). Please leave your comments in the drop-off box near the front counter and call (919) 245-2575
to notify staff that there has been a drop-off. Written comments will be scanned emailed to the
OUTBoard members and staff.

This memorandum is to provide an update to the Orange Unified Transportation Board
(OUTBoard) on the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization
(DCHC MPO) 2050 Metropolitan Transportation Plan (MTP) and Air Quality Conformity
Determination Report (AQ CDR).
On February 9, 2022, the DCHC MPO approved the 2050 MTP and AQ CDR. This plan
and report contains the roadway and transit projects, financial plan which ensuring the MTP
is fiscally constrained, and policies for the MPO. All Bike/Ped projects in the MTP are
included by reference to locally-adopted plan. It also includes an updated Triangle Regional
Model (TRM) and the Goals, Objectives and Performance Measures for the DCHC MPO.
The AQ CDR uses the highway and major transit projects from the 2050 MTP and identifies
air quality regulations and planning assumptions. The version that the DCHC MPO is
required to use, called the "short form," which is much simpler than previous AQ CDRs
because there are no emissions modeling and threshold comparisons.
The report also contains the analysis on the extent to which the plan and process meet
other standards like Critical Factors and Emphasis Areas in the Planning Process. This
includes Environmental Justice (EJ), Safety, Security, and Climate Change. Attached are
highlights from the DCHC MPO Board presentations when the MTP and AQ CDR was
released for public review, during the public hearing and subsequent final adoption.

without an updated regional emission analysis, using a "short form."

Plan every four years.The 2050 MTP will identify the highway,public transportation,bicycle,pedestrian and other
transportation projects that the region plans to implement over the next thirty years to meet the ll goals.The
MTP has to he based on the future land use plans and policies of the jurisdictions and counties in the MPO's
planning area,and must be fiscally-can strained,which meads that the project costs have to be covered by the
expected available revenues.As a practical matter,the MTP is important because the MPO requires that projects
that are submitted to the NCDOT prioritization process for possible state or federal funding must come from the
MTP, and regulations require that all federally-funded projects must he in the MTP. In addition, local governments
may use the MTP to reserve or dedicate right-of-way for future highway and rail transit projects.

A review of the adopted 2045 MTP and the various development steps will provide a clearer understanding of the

This memorandum is to provide an update to the Orange Unified Transportation Board
(OUTBoard) on the Burlington-Graham Metropolitan Planning Organization (BG MPO)
Safety Plan.
Background
Effective April 14, 2016, the Federal Highway Administration (FHWA) established five
highway safety performance measures in accord with regulations set forth in the Federal
MAP-21 and FAST Act transportation funding bills. Each state is required to establish and
meet their safety performance measures based on:
1. Number of fatalities and serious injuries
2. Rate of fatalities and serious injuries, per 100 million vehicle miles traveled (VMT);
3. Number of combined non-motorized fatalities and non-motorized serious injuries.
These targets are established annually based on the calendar year and are comprised of 5-
year rolling average data sets. North Carolina state targets are set in in the state's 2019
Strategic Highway Safety Plan (SHSP) (https://spatial.vhb.com/ncdotshsp/). The SHSP was
developed through collaborative efforts of a diverse group of stakeholders including state,
regional, and local partners (including MPOs). The state's plan is to reduce fatalities and
serious injuries by half by 2035, moving towards zero by 2050.
Per federal regulations, states must approve the unique processes of any MPO if the MPO
seeks to craft its own safety performance measures. The North Carolina Department of
Transportation (NCDOT) has funded BG MPO's Safety Plan, and the MPO has contracted
VHB consulting to craft it. This will be the first MPO Safety Plan in the State, and attached
is the latest presentation given by VHB of their unique planning process.

This memorandum is to provide information to the Orange Unified Transportation Board
(OUTBoard) on the upcoming US-70 Multimodal Corridor Study in Alamance and Orange
County.
Background
The US-70 regional corridor continues to experience significant residential and employment
growth; the population of Mebane has doubled in the last decade, and Mebane, Orange
County and Hillsborough have already approved several thousand new residential units—
scheduled for completion in the next few years—that will have an impact on the corridor. In
addition, low-income and minority populations are concentrated along various segments of
the corridor, particularly between Hillsborough and Mebane. The US 70 Multimodal Corridor
Study will create a much-needed transportation plan for a fast growth corridor, and will ensure
a unified, coherent process for the two counties, two municipalities and two MPOs that have
planning authority in the area.
Study Area:
NC 119 By-Pass in Alamance County to US 751 in eastern Orange County (see attached
map).
Scope Elements
• Coordination with Core Technical Team (CTT)
o One staff member each from Mebane, Hillsborough, Orange County, DCHC MPO,
BG MPO, and NCDOT Division 7.
o Meets monthly throughout the duration of the study.
• Existing Conditions Analysis
o Land use, Triangle Regional Model (TRM), local priorities, environmental, all
modes, current and future trends, etc.
o Alternatives evaluation (no build, context sensitive solution, ultimate vision)
o All currently adopted local and regional plan, program, studies, etc.
o Including those during the study (e.g. Orange County Transit Plan)
• Public Engagement and Environmental Justice (EJ)
o Public Engagement Plan with comprehensive list of stakeholders
o Reaching out to EJ communities of concern along the corridor

o 2 round of public workshops in Mebane, Hillsborough and Orange County
• Performance Standards and Implementation Strategies
o The performance standards will serve as benchmarks against which requests for
development and transportation improvements can be measured.
o The strategies will consist of recommendations along the various segments of
the corridor.
o Identify short-term (non-STIP), mid-term and long-term projects with cross-
sections, lighting and landscaping
• Draft and Final Plan
o Incorporate into CTP, MTP, SPOT, STIP
o Local and regional implementation responsibilities.
o Consultant will present final plan to local boards and MPOs for their
consideration, with assistance from local staff
Schedule:
• Start— February/March 2022
• End — Fall/Winter 2023
VHB has been selected as the consultant for the US-70 Multimodal Corridor Study. Orange
County Transportation planning staff will continue to keep the OUTBoard apprised of these
