PURPOSE: To approve an agreement with a surveying firm to conduct aerial photography and
to produce an updated topographic map of Orange County landfill property.
BACKGROUND: Suttes Surveying, P.A. (Suttles) prepared a topographic map of fie landfill in
January 1997 for planning of future facili0es and landfill cells. As pad of the mapping process,
Suttles installed and located aerial targets for use during the surveying activity. Since January
1 i there have been numerous physical changes to Orange County landfill property, such as
• phases 3 and 4 of the lined mixed solid waste landfill have been constructed
• soil has been removed for landfill daily cover material from the Neville property
• a recycling pad has been constructed on the former Johnson property
• various areas of the landfill have been altered by various cut and fill activities
• a maintenance facility has been constructed on the former Johnson papers
Given these physical changes, it is important to obtain updated aerial photography and an
updated topographic map of landfill property, includ In9 the Neville Tract, former Johnson
property, and the properties identified for new construction and demoltion landfill adjacent
to the existing landfill.
Among other uses, the map will support sound engineering calculations of
• the remaining capacity of the existing municipal solid waste landfill
• the remaining capacity of the construction and demolition landfill
• the remaining on-sde soil available for daily intermediate and final cover
• the settlement rate of the closed landfill
The topographic map will also assist solid waste staff in future planning end designing of the
new construction and demolition landfill, transfer station, and departmental administrative
offices
FINANCIAL IMPACT: This activity was planned and funds an pay for it were programmed in the
Solid Waste Management Departmental budget for FY 2001-02. The mapping will cast$4999.
RECOMMENDATION(S): The Manager recommends that the Bused authorize him to execute
contract with Suttles Surveying, P.A., in an amount not to exceed $6,999,based on the
attached proposal.
