Minutes of the Board of Commissioners
May 7, 1962
The Orange County Board of Commissioners met in regular session on Monday-,
May 7, 1962, at 10 o'clock a.m. in the Commissioners' room at the courthouse in
Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
Clarence Jones, Donald McDade and Henry Walker.
Members absent: None
The minutes for the meetings held during the month of April were read by
the Clerk and approved as some corrections.
The following Department officials presented reports for the month of April,
1962:
Walter Wrenn, Veterans Service Officer
Casbe Boggs, Dog Warden
E. M. Lynch, Clerk of Court and
Jim Wight, Welfare Director
Mrs. Nellie Lloyd and Mrs. Laura Bradshaw were present to petition for.
the improvement of Wild Cat Road. They stated that several petitions bad been
previously submitted but that no action had been taken on these petitions and the
road was still in need of repair.
Paul McKee requested that the Board name the road which runs from Eno Power
Plant north toward St. Marys and Schley. He suggested the name of Pleasant Green
Road. Chairman Stanford requested that Mr. McKee inquiry of the citizens in that
community as to their desire and wishes as to a name for said road and to report
the decision of the community to the Board at their next regular session.
H. Dobson, Health Inspector, presented a map showing the proposed Green-Johnson
Heights housing development. Mr. Dobson set forth the sanitation problems with
sewage and garbage disposal presently not adequately provided for and requested
that the Board consider the adoption of an ordinance for a franchise garbage colleo-
tion system and consider setting up a santiary district for this area.
It was the feeling of the Board that a joint meeting with the District Health
Department and the Hoard of Commissioners should be arranged for the purpose of
discussing the santtation problems of the county.
Sam McFarland of Rt. 1, Box 131, Durham, N. C., presented to the Board a
bill in the amount of $250.00 for damages to his well. This well was located on
the portion of the land he gave as a right-of-way for the Robertson Road in Chapel
Hill Township. Mr. McFarland's well caved in due to the widening and repairing of
said road by the State Highway Commission. He has been forced to dig a new well
on this property and bases his claim upon the facts hereinabove set forth.
The Board informed Mr. McFarland that they bad no jurisdiction in this
matter but felt that the State Highway Commission should be responsible for the
damage incurred and, therefore, would instruct the Clerk to write the State Highway
Commission concerning his request.
Jim Wight, Welfare Director, presented the following reports:

Mr Wight recommended that $2,200.00 be transferred from G. A. ($1,000.00) and
Hospitalization ($1,200.00) to the Foster Home Program.
Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and
unanimously adopted, the Welfare Director was authorized to make the transfer of
funds as requested in said report.
RECOMMENDATIONS ON EXTENDED ACCOUNTS
1. State Commission for the Blind, Aid to Administration $ 910.50
Transfer this to the administration equipment account to.be used
for the county's portion (51.49%) for purchase of dictating machines
as planned in replacement schedule, one additional air conditioner,
and the balance in desks as planned in the replacement schedule.
II. Unexpended Balance of Old Hospitalization Account $1,429.38
Pay Balance of Bill for Glasses to State Commission 315.30
Set up a Revolving Fund for Glasses 700.00
Set up an Education Loan Fund for Clients with Balance 414.06
Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and
unanimously adopted, the Welfare Director was authorized to make the transfer of
funds as requested in said report.

The A.S.C. Board and their auditor, Carl Parnell, presented a nine month
audit covering the period of sales up to March 31, 1962.. The A.B.C. Board felt
that it could turn over to the county during the coming fiscal year the sum of
$250,000.00..
After full discussion of the suit of H. F. Mitchell Construction Company
vs. Orange County Board of Education with reference to claim for additional compens-
ation for the construction of Central High School due to claimed rock excavation, II
Commissioner Jones moved the following resolution.
That the County attorneys be directed to file an action
in the Superior Court of Orange County against. Mitchell Construction
Company with the County and the Board of Education as plaintiffs
for a declaratory judgment, and for the County attorneys to take
such action in this matter may be necessary.

The motion was duly seconded by Commissioner Bennett and unanimously passed.
The following letter from Joseph M. Johnson, Secretary of The Chapel Hill
City Board of Education, was read by Chairman Stanford.
"The Chapel Hill City Board of Education has directed that I write you to
request the assistance of you and the Board of County Commissioners in securing a
direct access by road from the town of Carrboro to the site of the new Chapel Hill
Junior High School on Estes Drive in Chapel Hill.
As you are probably aware, the Chapel Hill Board of Education is about to
advertise for bids for the construction of a $750,000 Junior High School building
on a site adjacent to the present Estes Hills Elementary School. Many of the
students who will attend this new Junior High-School will reside in areas on the
oposite side of Chapel Hill and in Carrboro. In order for them to get to school it
would be necessary according to the present street plans for them to travel through
the center of Chapel Hill and cause considerable traffic congestion in the business
areas of both Chapel Hill and Carrboro. A road which might be built from a
convenient point in Carrboro directly eastward to the vacinity of Estes Drive would
solve this problem. It is the feeling of the Chapel Hill City Board of Education
that such a road ought to be planned and constructed while this new building is
being built."
Upon motion of Commissioner McDade, seconded by Commissioner Bennett, and
unanimously adopted, the Clerk was request-'to inform the State Highway Commission
of the request received from the Chapel Hill Board of Education and to request that
the State Highway Commission make a study of the proposed road, as the Board of
Commissioners feel that the Chapel Hill City Board of Education request is a valid
one and that said road would be needed in order to conveniently transport students
from the Chapel Hill and Carrboro areas to the new Junior High School.
Chairman Stanford reed a letter from the State Department of Archives and
History. Said letter request the approval of the Board of Commissioners to come
into Orange County and conduct an inventory of the records, repair all necessary
records and microfilm for security all those of permanent value.
The Clerk was instructed to write H. G. Jones, States Arohivisit, granting
permission to the State Department of Archives and History to come into Orange
County to conduct an inventor, repair and microfilm and do any other work as
outlined in Chapter 2 of the County Records Manual.
A discussion arose concerning a circus which had been sponsored by the
Carrboro Lions Club. This Club was requesting that the county license fee be waived
as all monies collect from the sponsoring of said circus would be used for charitable)
purposes.
Upon motion of Commissioner Jones, seconded by Commissioner Bennett, and
unanimously adopted, the scheduled county license fee for the Carrboro Lions Club
was waived.

There being no further business to come before the Board this meeting was
adjourned with the Commissioners having to meet again on Tuesday, May 29th, at 11
o'clock a.m. for the purpose of canvasing the votes cast in the Special Election for
Supplemental Tax in the Chapel Hill School District.

May 29, 1962
The Orange County Board of Commissioners met on Tuesday, May 29, 1962, at 10:30
o'clock a.m. for the purpose of canvassing the votes cast in the Special Election
for Supplental Tax in the Chapel Hill School District. Said election being held
on Saturday, May 26, 1962.
Members present: Chairman Donald Stanford, Commissioners Clarence Jones,
Donald McDade and Henry Walker.
Members absent: Commissioner Harvey Bennett.
The canvas revealed the following results by precincts.

No citizen appeared to protest the results of or any aspect of this election.
As all expenses for the special election were incurred in the name of the
County Attorney the Chairman of the Board directed the County Accountant to pay the
following bills and send a statement of accounts due to the Chapel Hill City Board
of Education.
