PURPOSE: To mnsiderthe Historic Preservation Commission's recommendation that the
Holden- Roberts Farm be submitted for listing in the National Registerof Historic Places.
BACKGROUND: On December 14, 2001, the Historic Preservation Commission staff received
a letter from me State Historic Preservation Office (Attachment 42) with a National Register
Nomination on the Holden- RObeds Farm, located on St Mary's Road northeast of Hillsborough.
The National Register Nomination Form is provided at Attachment #5.
As a Comfort Local Government (FIG), Orange County has scaly (60) days from the dale of
submission of a National Register nomination to make comments on the proposal. It the
County does not comment on the proposed nomination by February 14, 2002, fie CounryS
approval is assumed.
In accordance with CLG guidelines, the Historic Preservation Commission is required to provide
an opportunity for public comment during the 51 period. To meet this requirement, the
Historic Preservation Commission held a public hearing at their meeting on January 30, 2002.
Notices of Public Hearing were published in accordance with the Historic Preservation
Ordinance and letters were sent via cenified mail to all property owners within Soo feel of the
property being nominated t0 the National Register. (The Notice of Public Hearing is provided as
Attachment #4).
Eliglbtity for the National Register is determined by a thorough evaluation of the historic
qualities and significance of a site structure, or area. Natural Registers nominations are
evaluated based on the following criteria:

A. Property is associated with events that have made a significant contribution to the
broad patterns of our history:
0. Property is associated with the lives of persons significant in our past;
C. Property embodies the distinctive charaUadstres of a papa, period, or method of
construction or represents the Work of a maxi or possesses high artistic values, or
represents a significant and distinguishable amity whose components lack individual
distinction:
D_ Property has yielded, or s likely to yield information important In prehistory or history.
According to the nomination form, the Holden- Roberts Fatm is eligible far listing in the National
Register of Historic Places under two artelow, Criteria A —the property is associated with events
that have made a significant canYtlbution to the broad patterns of our history, and Criteria 8 —it
embodies distinctive characteristics of an architectural type, a rend, or method of construction
A late ninetsentbcentury 1 -house with modest Greek Revival details, the Holden- Roberts
House was built In 18]3 -]4 far Addison Holden, the ball brother of North Carolina's
Reconstruction Governor William Woods Holden, George Cain Roberts purchased the property
from Holden in 1908 and made only minor changes to the house, most notary Ne auction of a
one -spry wing to the north elevation and the installation of Craftsman -sar posts on the east
porch. A number of outbuildings survive on the property dating to the first half of the twentieth
century .
On January 30, 2002, the Hislodc Preservation Commission recommended approval of the
National Register Nomination of the Holden- Roberts Farm, by a vote a6-0. (One HPC
umber was. absenq
FINANCIAL IMPACT: No fiscal impact is associated with this decision.
RECOMMENDATION(Sb Based on the findings ofthr Orange County Historic Preservation
Commission, the Manager recommends that the Board recommend approval of the National
Register Nomination of the Holden - Ropers Farm.

the federal and mate guidelines for the Certified Local Government Progeam require that
the CLGs participate in the process of nominating properties to the National Register of
Historic Places. This participation involves the review of nominations within the
jurisdiction of the CLG by the CLG Commission and the chief cleomd local official
Opportunity for public comment must be provided during the 60 -duy comment period.
The commission and the oluefelected official are required to submit comments to the
State 11storic Reservation Office and the owner of the property relaying their findings as
in the eligibility of the property under consideration for listing in the National Rcgisrer.

Although the federal regulations govendam the CLG program call for the chief elected
local official to provide cormuents on proposed National Register nominations within the
