All in favor, none opposed. Member Updates: -Michael Webb has new job working for a consulting firm based in DC—very much similar work but not for University; currently doing Housing Needs Assessment for a town in Ohio -Alice Mahood also has new job, Financial Analysis Strategist for City of Cary, also sitting on Homelessness Advisory Board for them -Corey offered to speak with her about homelessness given past expertise w/OCPEH. -MW: Did anyone else get invited to Habitat for Humanity breakfast in a few weeks? (No) Corey Root, OCHCD Executive Director gave the monthly report. Orange County Housing Authority continues successful utilization of allocated vouchers. • HCV Program Update • VMS numbers unchanged from last month due to date of submission, next month we will report January numbers and in April both Feb/Mar • 174 vouchers issued (since Oct. 2020), 109 leased up • Avg. lease-up time 106 days (up from 96 last month due to a couple long-term searchers finally leasing up) • Median time 86 days (up from 79) • Have developed tiered support using Housing Access Coordinator and OCPEH staff... 60 days linked to OCPEH and Service Providers, 90 days referred to HAC • In the past, OCHA terminated folks in extended housing search, but we are now taking more trauma-informed approach. • PBV update • 2 developments coming on line in which we're hopeful to have PBV: Jay St. development with CHT, and Homestead Gardens development w/several different developers including Habitat, Casa and (possibly) self-help. Such as% done within x days of receiving RFTA... if already doing, goal can just be to maintain... I don't think you necessarily need to add to them, I was just commenting on one I've seen elsewhere in case you feel like adding. • Administrative Plan • Allowing exception to income limits for applicants experiencing chronic homelessness (holdover from December) • CR notes pros are that it is more trauma-informed and • AM wants to clarify that this is allowed by HUD regs (it is) • MW clarifies that there is a mistake in the PPT, says 30%when it should be 50% • BR notes that absent member Carmody was in favor of the changes Mailing Address: P.O. Or"and/or verbal"? BR notes no administrative hurdles to including that. • VS likes changes overall and agree that they address outstanding circumstances of current participants' circumstances • AH moves to accept both changes, VS seconds • CR clarifies that this includes "and verbal" and VS concurs. • All in favor, none opposed, motion passes. • Admin Plan Changes: Chapters 1-4 • Opening up changes for discussion and feedback, no vote expected tonight. • VS needs more time to review, and it makes more sense to go section by section • AM praises job of transforming document from old to new, wonders if there is a reason not to approve (e.g. inconsistency in formats could create confusion or problems) • CR notes that potentially final vote would be in December. • VS: practically speaking how does it impact like onboarding • MW: wants to vote however is easier for us. • CR: if you want a month for review, then BR and CR can develop a strategy for approval. • AM likes that plan and also wants what is easier. 7:00 PM List of housing groups in OC (Corey) • Requested at December meeting • One one hand lots of plans, otoh no "overall" plan, CR has been talking with town counterparts to develop "one plan to rule them all"... right now we are trying to make "plans for the plan"to see how we might go about this. o HUD Consolidated Plan: required for anyone who receives HOME/CDBG or other block grants (CoC, ESG, etc.) Mailing Address: P.O. CH has inclusionary zoning ordinance which requires a certain number of AH units in each development, or a payment in lieu... HAB makes recommendations for that funding; also review development applications straight from developers. o Local Gov. AH Collaborative, made up of elected officials and staff from towns and county. Serves as HOME Consortium (not actually an acronym); Block Grant est. by HUD in 90s. In OC, CH is the only town big enough for CDBG funding, and for ESG only Durham/Raleigh are big enough. But everyone gets HOME. Idea is to pool HOME money so that they can do something major with funding. AH development, down payment assistance are some of the things it is used for. HUD calls it Participating Jurisdiction (PJ) when many entities join together, so LGAHC is a "PJ" ■ Review all of HOME applications (—$400k/yr) ■ App process opens in December, closes next Friday ■ This group recommends how funding should be allocated Mailing Address: P.O.
