A motion was made to approval the October and November Minutes of the OCHA Board [Webb, Reynolds].All in favor, none opposed. • Mr. Carmody asked for a brief discussion of the administrative plan policy of issuing vouchers to people experiencing homelessness.The OCHA Board will have a full discussion of expanding the issuing of vouchers to other people from the waitlist in January. There were no updates from members. Program Manager Report Since October 2020 • 164 vouchers issued, 104 leased up • Average lease-up time: 100 days (median 83 days) HUD-VASH (vouchers issued in conjunction with the Veterans Administration): One extra VASH voucher awarded for 21 total Staff continue to work with partners on Project Based Vouchers (PBV) and Emergency Housing Vouchers (EHV) • PBV:Aiming for implementation by next spring, there are three potential projects to start construction in 2022-2023 • Town of Chapel Hill—40 vouchers • 2 other development projects with 8-10 vouchers each • EHV: Four EHV vouchers issued as of the week of December 17 A few projects are in a holding pattern: • Homeownership (HOV): Four participants awaiting homeownership course • Foster Youth to Independence (FYI): Awaiting award notice from HUD for 5 vouchers, applications will go to Orange County Dept. of Social Services (DSS)this month • Yardi database conversion:final approval on contract in Yardi's hands Mailing Address: P.O. Lack of affordable housing inventory has been the main barrier to people leasing up with vouchers. Advocacy work happens in several different groups in our community—the Orange County Affordable Housing Coalition has an advocacy committee and does advocacy work.There are two groups that primarily consist of people with lived experience of homelessness that do advocacy—the Meeting of the Minds group co-managed by the Community Empowerment Fund and shelter residents at the Inter-Faith Council for Social Service. Board members worked on the Advisory Board Action Plan required by the County. A motion was made to circulate the current of the Advisory Board Action Plan and get feedback by email and phone [Jacobs, Mahood].All in favor, none opposed. The Housing Authority has one HCV Housing Specialist position open—we are hopeful to interview for this position in January. Staff will review program goals, discuss resuming meetings in person, discuss a potential Administrative Plan to allow an exception to income limits for applicants experiencing chronic homelessness, and a list of housing groups in Orange County at the January OCHA Board meeting.
