BACKGROUND: The Economic Development Advisory Board works cohesively with the County's Economic Development staff and other economic development partners to position Orange County as a competitive location for business opportunities. The Board of County Commissioners appoints all ten (10) members, with representation from various fields. RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to the Economic Development Advisory Board. 3 ORANGE COUNTY ECONOMIC DEVELOPMENT NORTH CAROLINA March 1, 2022 To: Orange County Board of Commissioners Cc: Bonnie Hammersley, Orange County Manager Travis Myren, Orange County Deputy Manager From: Steve Brantley Director, Orange County Economic Development Department Subject: Request to Fill 2 Vacancies in the Economic Development Advisory Board To the Orange County Board of Commissioners, On behalf of the Economic Development Advisory Board's Chair, John Morris, Vice Chair Sharon Hill, and the 8 current Advisory Board members, I ask the Board of Commissioners to consider approving the following request to fill two (2) current advisory board vacancies: (1) Appoint applicant Elise Tyler as a new member, to fill one (1) current vacancy on the advisory board's designated"hotel/hospitality/restaurant" sector. (She is employed as the General Manager of The Colonial Inn in downtown Hillsborough). (2) Appoint Applicant Hassan Abdullah as a new member, to fill one (1) current vacancy on the advisory board's designated"core business sector". (He is employed as a senior product team member with the software firm Pendo). 4 This requested action follows the Economic Development Advisory Board members reviewing the list of all eligible applicants and voting to determine their recommendation for the best candidates to fill the two (2)unexpected vacancies that occurred in recent months. The requested action is intended to help accomplish the Board of Commissioners' economic and social justice goals, as follows: • Strengthen the economic development advisory board as Orange County continues its' long-term economic recovery out of the COVID pandemic, • Maintains the current diversity of the advisory board's current make-up regarding the participation of women and minority membership. With the requested appointments outlined above, the 10-person advisory board would have 6 women members and 4 minority members. • Utilize the diverse range of economic development experience that all members bring to the County, with respect to the advisory board's composition among a range of key business sectors (agriculture, hospitality, nonprofit, UNC university, and core business), as required by the Economic Development Advisory Board's stated Guidelines. Have served in several community service organizations as a community contributor. Reasons Want to Serve Board#1 I am a part-owner and manager of The Colonial Inn. Serving on this board would afford me greater insight into the internal economic development of our town, expose me to diverse opinions of my fellow board members and contribute our perspective from a hospitality-based business in downtown. Our business is comprised of three prongs, the hotel industry, food and beverage and events. I would be able to speak from our expereince on all three. Affordable Housing Advisory Board: Submitted Economic Development Advisory Board (REQUIRES DISCLOSURE STATEMENT): Submitted Interests & Experiences Relevant Experience Board #1 AFFORDABLE HOUSING ADVISORY BOARD I was appointed by President Obama from 2012-2016 to work as an Economic Policy Advisor for his Administration. I spent over a year in the U.S. Small Business Administration where I worked on an interagency taskforce with federal agencies, including U.S. Housing and Urban Development to help create communities that support strong, vibrant small businesses while also increasing access to affordable housing. As an Economic Policy Advisor, part of my job was helping to ensure the federal grant money, including for affordable housing,went to communities as quickly as possible. I also worked with different teams to help reduce and remove discrimination in housing by helping to clarify policy around equal and fair access. Hasan AAbdullah 11 Reasons Want to Serve Board #1 AFFORDABLE HOUSING ADVISORY BOARD As a first-time homeowner in Carrboro, and a native who was born and raised in the Chapel Hill - Carrboro area, I am keenly aware of how rising home prices are making it near impossible to secure housing in parts of Orange County. With covid and remote work, more and more people are moving to Orange County from across the country, thereby resulting in higher home prices and resulting in more gentrification. From my personal experience, I understand the need to protect our housing community and increase the availability of affordable and fair housing in our county. Diversity of Viewpoints Board #1 AFFORDABLE HOUSING ADVISORY BOARD My parents were born and raised in Karachi Pakistan. They got married in the late 70's, and hoping for a better life for their future children/family, they immigrated to Ireland to pursue education. After achieving education in the science field, in the early 80's, my parents applied to 300 universities across America hoping for just minimum wage research positions. 299 universities said no, only 1 said yes, and that was the University of North Carolina at Chapel Hill. I was born in Chapel Hill in 1986, and along with my two sisters, my parents raised us in Chapel Hill/ Carrboro going not just paycheck to paycheck, but one credit debt to another credit card debt. My parents had no idea how to secure affordable housing or how to find security knowing that they wouldn't be out on the streets if they missed 1 more rent payment. While we survived, I know many families who had situations that didn't turn out so well. I hope to bring the experience I had growing up,witnessing my parents struggle as immigrants, to this board to support long-term affordable and public housing programs. Hasan AAbdullah 12 Relevant Experience Board #2 ECONOMIC DEVELOPMENT ADVISORY BOARD In 2012, 1 was appointed by President Obama to serve in his Administration as an Economic Policy Advisor. From 2012-2016, 1 worked on President Obama's economic agenda at federal agencies such as the U.S. Small Business Administration, U.S. Department of Commerce, U.S. Export-Import Bank, and The White House National Economic Council. While in the U.S. Small Business Administration, I started a program, Boots to Business, which helped transitioning military veterans start their own company. I worked to create an entire 12-week entrepreneurship course that taught thousands of military veterans how to take an idea to securing funding and generating revenue. The program still exists today and is used by the Department of Veteran Affairs to teach military members entrepreneurship. Also, while working in the U.S. Small Business Administration, I helped increase access to small business loans and grants. Furthermore, during my 4 years in the Obama Administration, I spent time working at the U.S. Export Import Bank helping expand small business access to working capital loans so they could sell their products into global markets. From 2014-2015, 1 worked in the White House National Economic Council where I launched a new federal government office, SelectUSA, which helped international companies create factories and open locations in the United States thereby creating U.S.jobs. I helped companies like Lufthansa open a facility in Puerto Rico, Hankook Tire open a factory in South Carolina, and increased Walmart's supply chain in the United States. From my help starting SelectUSA, the office has created 50,000 U.S.jobs from businesses choosing to open offices and factories throughout the United States. I have also had a career as an entrepreneur, starting two companies, one in Orange County. In 2009, 1 started a bike-sharing company, WeCycles, in Chapel Hill, where I worked with the town to get the right permitting and access to resources. Starting WeCycles was not easy and was my motivation to get into the Obama Administration since I felt we can do much better to support local startups have access to resources and capital. To support my professional experiences, I have a wide-range of masters degrees that I think can help provide a unique perspective to the board. I received my undergrad degree in Economics at the University of North Carolina at Chapel Hill, a masters in public policy, a masters of business administration, and a masters in computer science. Reasons Want to Serve Board #2 ECONOMIC DEVELOPMENT ADVISORY BOARD Orange County is ripe with opportunities to attract business, including tech startups. As the world has changed, more and more opportunities that were once global or far reaching are now possible here. High-growth companies are choosing North Carolina for our labor force, high education institutions, and local government resources. North Carolina is becoming a prime location for business with companies like transportation startup Boom opening a large job-creating facility in the triad and mature companies like Toyota choosing to open a battery plant in Greensboro. I want to help encourage companies to come and stay in Orange County so that we can create long-term jobs in our backyard. For example, we have a fast-rising Al startup, Well.co, based right here in Chapel Hill which plans on hiring hundreds of employees, many in Orange County over the next four years. I think we can attract more tech and high growth companies given the resources and highly-educated workforce in Orange County. But to me, it is also more than high-growth companies. Given the labor shortage, restaurants and small businesses are having trouble finding workers. Added to all this is inflation, making prices higher, supplies harder to find, and revenue for small businesses decreasing day by day. As a son of immigrants who struggled making ends meet in Chapel Hill, I know first-hand what it means to strive day in day and out to put food on the table for one's family. I believe that economic opportunities can solve some of the largest problems we face. I first sought to tackle a global problem on a local scale: climate change. In 2009, fresh out of undergrad at the University of North Carolina in Chapel Hill, I started my first company, Wecycles, based in Orange County. WeCycles was a company that would provide bike-sharing transit through a network of automated kiosks, reducing CO2 emissions by replacing cars for short-distance travel. I started in Chapel Hill, and was the second mover in the entire United States for a bike-sharing business. While the company did not succeed due to the Recession, through WeCycles, I learned the basics of running an organization, inspiring team members, building a local workforce, and engaging constituents. I vigorously lobbied the Chapel Hill Mayor and Town Council to invest in the project, and improve public biking infrastructure. However, the town of Chapel Hill was unwilling to support bike- sharing due to the project being well ahead of its time. As a 21 year-old in 2008, 1 realized right then and there that local government representatives hold considerable power and influence over economic growth in my town of Chapel Hill and towns and cities across America. The experience of starting my first company in 2009 in Chapel Hill sent me to public service so I could help improve economic opportunities for others. I started at the national scale as an Economic Policy Advisor for the Obama Administration in the White House.
