PURPOSE: To consider appointments to the Nursing Home Community Advisory Committee.
BACKGROUND: The Nursing Home Community Advisory Committee helps to maintain the intent
of the Residents' Bill of Rights, promotes community involvement, and provides public education
on long-term care issues. The regional ombudsman with Triangle J Council of Governments
provides specialized training and support.
The Board of County Commissioners appoints all ten (10) members.
REMINDER: As of July 1, 2017, House Bill 248 was adopted by the North Carolina General
Assembly regarding the training period for pending members of the "Adult Care Home Community
Advisory Committee and Nursing Home Community Advisory Committee". Applicants will be
selected from the County "Applicant Interest List" for a condensed training and if an applicant
successfully completes the training, that individual would be recommended for appointment.
Therefore, when an applicant is recommended for appointment, it would initially be for a one year
preliminary term and their training will have already been completed.

recommend Jackie Podger for reappointment to the committee. Prior to our committee stopping
visits and meeting due to COVID19, she completed required site visits as scheduled, had
excellent attendance and always prepares detailed reports. Jackie is a valued member on the
committee and well respected among her peers and was just nominated for co-chair of the
committee.

Re: Reappointment of Martha Bell
Date: February 2, 2022
On behalf of the Orange County Nursing Home Community Advisory Committee, I would like to
recommend Martha Bell for reappointment to the committee for an additional one year term.
Prior to our committee stopping visits and meeting due to COVID19, she completed required
site visits as scheduled, had excellent attendance and always prepares detailed reports. Martha
currently serves as secretary for the committee so not only would we be loosing a vital member,
we would be loosing a leadership position as well. Martha is a valued member on the committee
and well respected among her peers. In a time where finding volunteers is being more and more
difficult, please consider reappointing her for an additional year to the committee.

Throughout the years at Carol Woods, I was often involved with Board of Health issues,

nursing license current despite my retirement from full time nurse because I hoped to eventually
serve my community in some capacity related to my professional knowledge. I seek only an

Ethics Guidelines for Orange County Advisory Boards and Commissions
I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial
matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.
10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.

12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.

16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications

prior to December 31 annually thereafter, disclose:

property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
or domestic partner has in any business, firm or corporation, which is currently
doing business with Orange County pursuant to contracts awarded by Orange
County, or which is attempting, or has attempted in the past calendar year, to

I have personally cared for both of my aging parents. One of my parents was in a Nursing Home (in GA),
and the other was in an Adult Care/Family Care Home in NC. I am very familiar with these models of care
and would welcome the opportunity to serve the citizens of Orange County by working in and through one
of these committees to improve the condition for our elderly. I am also a nurse and educator, and have
experiential and clinical knowledge of caring for the elderly.

I'm not exactly sure how to answer this question, other than to say I believe that, as a society, we need to
improve the care of our elderly, one of the most vulnerable populations in our society. There are few
options for those with low income, people of color, and those living in rural areas. I have a strong desire to

Reasons for wanting to serve on this board:
Quality of care is critical to anyone who seeks care. As a nurse, I understand what quality of
care is in regards to clinical needs, satisfaction, and process. Also, my experience as a nurse
leader has guided me towards understanding of staff and leader perspectives.
Contribution to the diversity of viewpoints on this board:
Although my nursing experience is limited to the inpatient setting, I ve had the opportunity to
participate in taskforces to promote improved transitional care, which has provided me time with
outpatient providers and care teams. Personally, I have had a family member in a nursing home,
which afforded us peace of mind for my grandmother s safety, well-being, and socialization.
